areal dan produksi teh menurut provinsi dan status pengusahaan serta
data ekspor dan impor yang dirinci menurut negara tujuan dan negara
asal. Sumber data yang digunakan adalah data hasil Survei Perusahaan
Perkebunan Tahun 2021 dan data perkebunan rakyat dari Direktorat Jenderal
Perkebunan untuk menjadi data perkebunan nasional, serta data hasil
kompilasi dokumen ekspor dan impor dari Direktorat Jenderal Bea dan Cukai.

PREFACE
Publication of The 2021 Indonesian Tea Statistics is an annual publication

of BPS-Statistics Indonesia. This publication presents data of area and production
on tea by province and by category of producers, and the export and import of tea
by country of destination and by country of origin. The data sources are the result
of the Plantation Estate Survey 2021, smallholders data from Directorate General
of Estate Crops, and data compilation of custom documents from Directorate
General of Customs.
Hopefully this publication will be useful for the decision makers in

government and private institutions, researchers, students, and other data users.

I. PENDAHULUAN
1.1 Latar Belakang
Sektor pertanian mempunyai peranan yang cukup penting dalam

kegiatan perekonomian di Indonesia, hal ini dapat dilihat dari kontribusinya
terhadap Produk Domestik Bruto (PDB) yang cukup besar yaitu sekitar
13,28 persen pada tahun 2021 atau merupakan urutan kedua setelah sektor
Industri Pengolahan dan Perdagangan Besar Dan Eceran (19,25 persen).
Salah satu sub sektor yang cukup besar potensinya adalah sub
sektor perkebunan. Kontribusi sub sektor perkebunan dalam PDB yaitu
sekitar 3,95 persen terhadap total PDB dan 29,67 persen terhadap sektor

sektor tersebut. Sub sektor ini merupakan penyedia bahan baku untuk
sektor industri, penyerap tenaga kerja, dan penghasil devisa.

Teh merupakan salah satu komoditi hasil perkebunan yang mempunyai

peran cukup penting dalam kegiatan perekonomian di Indonesia. Teh

juga salah satu komoditas ekspor Indonesia yang cukup penting sebagai

penghasil devisa negara selain minyak dan gas. Sebagai bahan minuman,

teh memiliki nilai lebih dibandingkan dengan minuman lainnya, mengingat

teh kaya akan mineral dan vitamin yang diperlukan oleh tubuh. Berbagai

manfaat teh untuk kesehatan juga telah diakui oleh para pakar gizi.

Selain peluang ekspor yang semakin terbuka, pasar teh dalam negeri
masih cukup besar meskipun belum digali secara maksimal. Peluang pasar
dalam negeri semakin terbuka, bila diikuti dengan peningkatan mutu teh,
perluasan jangkauan pemasaran ke daerah-daerah dan yang tidak kalah
pentingnya melakukan diversifikasi produk yang sesuai dengan perubahan
selera masyarakat. Sebagaimana kita ketahui sekarang ini bahwa teh tidak
hanya dimanfaatkan sebagai bahan minuman saja, melainkan teh juga
telah dimanfaatkan sebagai bahan untuk kosmetika baik untuk perawatan
kulit maupun rambut.
Dalam rangka menunjang peningkatan pembangunan industri teh

di Indonesia diperlukan informasi mengenai potensi teh Indonesia, Badan
Pusat Statistik menerbitkan buku Statistik Teh Indonesia 2021.

1.2 Ruang Lingkup
Publikasi ini memuat data dan ulasan ringkas tentang perkembangan

luas dan produksi teh yang dirinci menurut status pengusahaannya yakni,
perkebunan besar negara, perkebunan besar swasta dan perkebunan
rakyat serta disajikan menurut provinsi. Perkembangan ekspor dan impor
teh Indonesia disajikan menurut jenis komoditi (kode HS-Harmony System)
dan negara tujuan/asal.
1.3 Metodologi
Data yang disajikan dalam publikasi ini berupa tabel-tabel, gambar/

grafik dan ulasan ringkas yang berupa analisis deskriptif dengan melihat
pada pertumbuhan, distribusi, dan kontribusi atau persentase. Data
luas areal dan produksi diperoleh dari Subdirektorat Statistik Tanaman

Perkebunan, data ekspor impor diperoleh dari Subdirektorat Ekspor dan

Subdirektorat Impor, dan data lainnya berasal dari sumber lain seperti

Direktorat Jenderal Perkebunan, Kementerian Pertanian.

Data luas areal dan produksi perkebunan besar negara dan swasta

diperoleh dari hasil Survei Perusahaan Perkebunan yang dilakukan dengan

pencacahan secara lengkap terhadap seluruh Administratur Perkebunan di

seluruh Indonesia. Pengumpulan data dilakukan dengan cara wawancara

langsung oleh petugas BPS ke kantor Administratur Perkebunan sesuai

periode survei. Periode survei yang dilakukan oleh BPS adalah triwulanan

dan tahunan. Pada Publikasi ini, data luas dan produksi perkebunan negara
ht
dan swasta merupakan angka tetap. Sementara data luas dan produksi
perkebunan rakyat diperoleh dari Direktorat Jenderal Perkebunan,
Kementerian Pertanian, dan merupakan angka sementara.
Data Ekspor diperoleh dengan cara pengumpulan data berdasarkan

dokumen ekspor/Pemberitahuan Ekspor Barang (PEB) dan Pemberitahuan
Ekspor Barang Tertentu (PEBT) yang diisi oleh eksportir dan telah
diberikan ijin muat oleh Direktorat Jenderal Bea dan Cukai dan selanjutnya
mengirimkannya ke BPS.
Data Impor diperoleh dengan cara pengumpulan data berdasarkan

dokumen impor/Pemberitahuan Impor Barang (PIB) yang diisi oleh importir
dan telah diberikan ijin bongkar oleh Direktorat Jenderal Bea dan Cukai
dan selanjutnya mengirimkan dokumen tersebut ke BPS.

1.4 Konsep Dan Definisi
Perusahaan Perkebunan adalah suatu perusahaan berbentuk badan

usaha/badan hukum yang bergerak dalam kegiatan budidaya tanaman
perkebunan di atas lahan yang dikuasai, dengan tujuan ekonomi/komersial
dan mendapat izin usaha dari instansi yang berwenang dalam pemberian
izin usaha perkebunan. Perusahaan perkebunan yang diusahakan oleh
pemerintah (BUMN) disebut Perkebunan Besar Negara (PBN) dan
perusahaan perkebunan yang diusahakan oleh swasta disebut Perkebunan
Besar Swasta (PBS).
Perkebunan Rakyat (PR) adalah usaha budidaya tanaman

perkebunan yang diusahakan oleh rumah tangga dan tidak berbentuk
badan usaha/badan hukum.

II. ULASAN RINGKAS
2.1 Perkembangan Luas Areal Perkebunan Teh
Perkebunan Teh di Indonesia menurut pengusahaannya dibedakan

menjadi Perkebunan Besar (PB) dan Perkebunan Rakyat (PR). Perkebunan
Besar terdiri dari Perkebunan Besar Negara (PBN), dan Perkebunan Besar
Swasta (PBS).
Pada tahun 2019 luas areal PBN Teh Indonesia tercatat seluas
48.463 hektar, naik menjadi 38.332 hektar pada tahun 2020 atau terjadi
peningkatan sebesar 14,73 persen. Namun pada tahun 2021 turun sebesar
18,73 persen dari tahun 2020 menjadi 32.285 hektar.

Sedangkan luas areal PBS Teh Indonesia pada tahun 2019 tercatat
seluas 25.475 hektar, turun menjadi 22.740 hektar pada tahun 2020 atau

luas areal Perkebunan Besar (PB) Teh tersebar di beberapa provinsi
di Pulau Jawa dan Sumatera. Dilihat dari luas areal terbesar, provinsi Jawa
Barat merupakan provinsi dengan luas areal PB Teh terluas di Indonesia
yaitu 41 657 hektar (68 persen) pada tahun 2020 dari total luas areal PB
Teh di Indonesia. Pada tahun 2021 luas areal PB Teh di Provinsi Jawa Barat
sebesar 34 138 hektar atau menurun sebesar 18 persen. Luas areal PB Teh
di Indonesia menurut provinsi tahun 2020 dan tahun 2021 selengkapnya
dapat dilihat pada Tabel 3.1. dan Tabel 3.2.
Luas areal Perkebunan Rakyat (PR) Teh terdapat di Provinsi Sumatera

Barat dan seluruh provinsi di Pulau Jawa. Dilihat dari besarnya luas areal
menurut provinsi, provinsi Jawa Barat juga merupakan provinsi dengan
luas areal PR Teh terluas di Indonesia yaitu 45.175 hektar (88,17 persen)
pada tahun 2020 dari total luas areal PR Teh di Indonesia. Pada tahun 2021

Dilihat dari produksi terbesar, produksi daun teh kering yang
dihasilkan oleh PB terbesar pada tahun 2020 dan tahun 2021 berasal
dari Provinsi Jawa Barat dengan masing-masing produksi sebesar 57.480
ton (61 persen) dan 50.062 ton (66 persen) dari total produksi PB teh di
Indonesia. Produksi daun teh kering perkebunan besar teh di Indonesia
menurut provinsi tahun 2020 dan tahun 2021 selengkapnya dapat dilihat
pada Tabel 3.1 dan Tabel 3.2.
Untuk Perkebunan Rakyat (PR), produksi daun teh kering dari

tahun 2019 sampai 2021 cenderung mengalami fluktuasi setiap tahun.
Produksi daun teh kering pada tahun 2019 sekitar 50.220 ton, pada tahun
2020 menjadi 49.907 ton atau menurun 3,51 persen. Pada tahun 2021
diperkirakan mencapai 50.270 ton atau naik 1,95 persen dibandingkan
dengan tahun 2020. Dilihat menurut produksi terbesar, produksi daun

teh kering PR pada tahun 2021 terbanyak berasal dari Provinsi Jawa Barat

teh difermentasi sebagian selain daun dalam kemasan tidak melebihi 3

sebagian daun dalam kemasan melebihi 3 kg (Kode HS 0902 40 10),
dan Teh hitam (difermentasi) dan teh difermentasi sebagian selain daun
dalam kemasan melebihi 3 kg (Kode HS 0902 40 90).

2.3.1 Perkembangan Ekspor Teh Indonesia
Pada tahun 2017 posisi volume ekspor teh adalah sebanyak 54.195
ton dengan nilai sebesar US$ 114,2 juta.
Kondisi pada tahun 2018 terjadi penurunan volume ekspor sebesar

0,11 persen yaitu dengan total ekspor sebanyak 49.038 ton dengan ni-
lai sebesar US$ 108,5 juta . Pada tahun 2019 kembali terjadi penurunan
volume sebesar 0,15 atau menjadi 42.811 dengan nilai sebesar US$ 92,3
juta. Beruntungnya pada tahun 2020 ada kenaikan volume ekspor menjadi
45.265 ton atau sekitar naik 0,05 persen dengan nilai sebesar US$ 96,3 juta
. kondisi terakhir ditahun 2021 terjadi penurunan kembali volume ekspor
menjadi sebanyak 42.654 ton denan nilai sebesar US$ 89,2 juta atau sekitar
turun 0,06 persen. Perkembangan total ekspor teh Indonesia tahun 2017-
2021 dapat dilihat pada Gambar C.1. berikut ini.

Selama periode tahun 2017-2021, teh Indonesia yang diekspor

sebagian besar dalam bentuk teh hitam sekitar 76 s.d. 87 persen. Tercatat
Pada tahun 2021 volume ekspor teh hitam mencapai 37.331 ton atau 87,5
persen terhadap total volume ekspor teh dengan nilai ekspor sebesar US$
77,3 juta.

Perkembangan ekspor teh hijau pada tahun 2017 hingga tahun 2021
cenderung menurun. Tercatat Pada tahun 2021 volume ekspor teh hijau
mencapai angka sebesar 5.323 ton atau 12,5 persen terhadap total volume
ekspor teh dengan nilai ekspor sebesar US$ 11,9 juta.

Produksi teh Indonesia sebagian besar dipasarkan ke mancanegara
(diekspor) dan hanya sebagian kecil saja yang dipasarkan di dalam negeri.
Pangsa pasar untuk produk teh tersebut telah menjangkau kelima benua
yakni Asia, Afrika, Australia, Amerika, dan Eropa.
Pada tahun 2021 tercatat 62 negara yang menjadi pangsa pasar teh
Indonesia. Pada tahun ini pula, lima besar negara yang menjadi pengimpor
teh Indonesia berturut-turut yaitu Malaysia yang volume ekspornya
mencapai 7.467 ton atau sebesar 17,51 persen terhadap total volume
ekspor teh Indonesia dengan nilai sebesar US$ 11,7 juta. Peringkat kedua
adalah Russia Federation dengan volume ekspor sebesar 6.674 ton atau
memiliki kontribusi 15,65 persen dan nilai ekspornya sebesar US$ 11,2 juta.

Perkembangan total impor teh selama periode tahun 2017-2021

mengalami fluktuasi. Pada tahun 2019 terjadi kenaikan volume impor teh
yang cukup signifikan sekitar 8,6 persen atau sebanyak 16.326 ton dengan
total nilai sebesar US$ 36,03 juta. Tahun 2020 kembali terjadi penurunan
jumlah impor teh sebesar 9,50 persen atau sebanyak 14.909 ton dengan
total nilai sebesar US$ 25,87 juta. Sedangkan pada tahun 2021 impor teh
mengalami penurunan yang berkisar 40,53 persen dengan total volume
sebanyak 10.609 ton, dengan rincian teh hitam sebanyak 7.871 ton dan
teh hijau sebanyak 2.738 ton dengan total nilainya sebesar US$ 23,02 Juta.
Selanjutnya pada tahun 2018 impor teh mengalami kenaikan

sebanyak 1,63 persen atau total impor teh sebesar 14.922 ton dengan nilai
sebesar US$ 29,4 juta . Perkembangan total impor teh Indonesia tahun
