PERATURAN PERTANDINGAN

1. Peraturan Pertandingan Khusus didasarkan pada Peraturan Umum dan Peraturan

Teknik PB Gabsi yang berlaku.
2. Bahasa resmi untuk kompetisi ini adalah Bahasa Indonesia.
3. Setiap regu terdiri dari 4 (empat) hingga 6 (enam) pemain. Seorang peserta hanya
diperkenankan mendaftar dalam 1 (satu) regu.
4. Jenis Pertandingan adalah Beregu Umum dan Beregu Pelajar. Pemenang
Pertandingan Beregu Umum adalah Peringkat 1 sd 8 pada Babak Final. Sedangkan
Pemenang Pertandingan Beregu Pelajar adalah Peringkat 1 sd 4. Selain itu, ada
penghargaan lainnya yang akan tergabung pada Pertandingan Beregu Umum dan
diberikan untuk beberapa kategori, yaitu:
 4 Regu Pemenang Babak Konsolasi
 1 Regu Putri Terbaik
 1 Regu Campuran Terbaik
 1 Regu Senior Terbaik (kelahiran tahun 1960 dan sebelumnya)
 3 Regu Yunior KU31 Terbaik (kelahiran tahun 1992 dan sesudahnya)
 3 Regu Telkom Terbaik
 1 Regu Instansi Terbaik
5. Babak Penyisihan Beregu akan dilaksanakan tanggal 13 dan 14 Oktober 2023. Babak
Final Beregu, Pertandingan Konsolasi dan Pertandingan Pelajar akan dilaksanakan
tanggal 14 dan 15 Oktober 2023. Nomor regu diundi secara terpimpin oleh
Pimpinan Pertandingan (PP).
6. Kategori Beregu Terbuka yang diikuti lebih dari 70 regu akan mempertandingkan 6
(enam) ronde SWISS, dengan memainkan 12 (duabelas) papan duplikasi selama 90
(sembilanpuluh) menit setiap rondenya.
7. 7 (tujuh) regu terbaik hasil Babak Penyisihan Beregu, ditambah 1 (satu) regu Tuan
Rumah berhak tampil pada Babak Final, yang akan mempertandingkan 7 (tujuh)
ronde setengah kompetisi dengan memainkan 14 (empatbelas) papan duplikasi
selama 105 (seratus lima) menit setiap rondenya.
8. Regu yang tidak masuk Babak Final Pertandingan Beregu dapat melanjutkan pada
Pertandingan Konsolasi yang tidak terikat dengan Babak Utama, dimana masih
memungkinkan terjadi penambahan regu peserta yang baru. Dengan minimal 4
(empat) anggota regu yang sama, Regu tersebut tidak diwajibkan membayar lagi.
9. Pertandingan Beregu Pelajar (Student) akan dilaksanakan bersamaan dengan Babak
Final dan Konsolasi dengan mempertandingkan 6 (enam) ronde SWISS dengan

memainkan 12 (duabelas) papan duplikasi selama 90 (sembilanpuluh) menit setiap

rondenya. 4 (empat) regu terbaik akan berlaga pada Babak Play-Off (1 vs 2 & 3 vs 4)
dengan memainkan sekali 14 (empatbelas) papan, dengan Line-Up tertutup.
10. Pertandingan Beregu Konsolasi akan dilaksanakan bersamaan dengan Final Beregu
dengan mempertandingkan 7 (tujuh) ronde SWISS dengan memainkan 12
(duabelas) papan duplikasi selama 90 (sembilanpuluh) menit setiap rondenya.
11. Pemenang Regu Terbaik pada setiap kategori lainnya dinilai pada Babak Konsolasi,
dengan minimal diikuti oleh 3 (tiga) peserta. Apabila pada suatu kategori peserta
kurang dari kuota yang ditetapkan, maka gelar Regu Terbaik akan tetap diberikan
dengan ketentuan memperoleh setidaknya 70 (tujuhpuluh) VP – rerata 7 ronde.
12. Undian Nomor Regu untuk Babak Penyisihan Ronde-1 dilakukan oleh Pemimpin
Pertandingan dan akan diumumkan di WA-Group selambatnya tanggal 13 Oktober
2023 jam 07:00 WIB.
13. Pada saat suatu ronde dimulai, Kapten Regu harus memastikan bahwa suatu regu
telah menempati arah yang benar sebagai Regu Tuan Rumah dan Regu Tamu. Di
Ruang Terbuka, Regu Tuan Rumah duduk pada arah Utara-Selatan. Pelanggaran
terhadap aturan ini berdampak pada skor yang berputar tempat pada bridgemate
dan akan dikenakan penalti prosedural 1 VP.
14. Sebelum memulai suatu ronde, Kapten Regu wajib mengisi lineup melalui aplikasi
Bridgepocket (diunduh). Kapten Regu perlu mendaftarkan 1 (satu) Nama Pengguna
pada Bridgepocket. Pada Kategori Beregu Campuran, Pemain Putri duduk pada arah
Timur dan Selatan. Prosedur pengisian lineup terdapat pada WA-Group.
15. Kartu Konvensi (CC) wajib disiapkan minimal 2 (dua) rangkap dan berikan kepada
lawan satu tirai untuk digunakan. Jika terjadi suatu ketidakberaturan penawaran/
permainan dan suatu regu tidak menyiapkan CC, maka dapat diberlakukan
hukuman penyesuaian skor (adjusted) atau hukuman prosedural atau keduanya
kepada regu pelanggar tergantung akibat yang ditimbulkannya.
16. Sebelum permainan dimulai, pasangan dihimbau untuk sekilas memberitahukan
kepada lawan tentang sistem dan carding yang dipakai.
17. Keterlambatan memulai dan menyelesaikan pertandingan dapat berakibat ada satu
atau lebih papan tidak dapat dimainkan. Suatu regu dapat menyatakan keberatan
atas keterlambatan pihak lawan dengan memanggil PP saat bertanding. Hukuman
disesuaikan dengan Peraturan Teknik PB Gabsi.
18. Lakukan ALERT untuk ARTificial Bid, untuk pelanggaran ini menjadi wewenang PP
dalam memutuskan hasil akhir.
19. Peserta tidak diperkenankan menggunakan Brown Sticker Convention & HUM.
Papan langsung akan disesuaikan (PEN 3 imp) bagi pihak yang menggunakan.
Definisi Brown Sticker WBF:
 Tawaran pembukaan 2 sampai 3 mungkin weak dan tidak menjanjikan suatu suit.
 Overcall level-1 dari suatu pembukaan NAT yang tidak menjanjikan empat kartu dari suatu suit
yang diketahui.
 Tawaran weak dua warna di mana salah satu warna tiga kartu atau lebih pendek.

Definisi HUM WBF:

 Tawaran pembukaan Pass yang menunjukkan nilai pembukaan level-1, bahkan jika ada
kemungkinan alternatif yang lebih lemah.
 Tawaran pembukaan pada level-1 yang mungkin lebih lemah dari Pass.
 Tawaran pembukaan pada level-1 yang dapat dilakukan dengan 7 HCP.
 Tawaran pembukaan pada level-1 yang menunjukkan tiga kartu atau lebih, ATAU dua kartu atau
kurang dalam suit tertentu (bukan suit yang ditawarkan).
 Tawaran pembukaan pada level-1 yang menunjukkan tiga kartu atau lebih dalam satu suit
tertentu atau tiga kartu atau lebih dalam suit yang lain, kecuali untuk pembukaan STRONG 1/.
20. Jika terjadi skor sama pada akhir Babak Penyisihan, peringkat suatu regu akan
ditetapkan berdasarkan Peraturan Teknik PB Gabsi.
21. Jika suatu regu mendapat bye, maka regu tersebut mendapat 12 VP.
22. Jika suatu regu menang WO, maka skor yang diperoleh ditetapkan berdasarkan
Peraturan Teknik PB Gabsi.
23. Peserta diwajibkan untuk menjelaskan saat melakukan Klaim (claim) baik sebagai
declarer maupun defender. Pelanggaran-pelanggaran yang terjadi diputuskan PP.
24. Hasil pertandingan setiap ronde dan posisi duduk untuk ronde selanjutnya akan
diumumkan oleh PP pada platform Bridge Pocket dan pada WAG.

26. Suatu regu memiliki hak untuk berkeberatan terhadap hasil/skor yang diperoleh
lawannya dengan melaporkan kepada PP selambatnya 10 (sepuluh) menit setelah
pertandingan regu tersebut selesai. PP terlebih dahulu akan meninjau kelayakan
laporan dari regu tersebut.

27. Banding (appeal) dapat dilakukan oleh peserta kepada seorang Peninjau (Reviewer)
yang sudah ditunjuk oleh Panitia Pelaksana jika peserta tidak menerima keputusan
PP, selambatnya 15 (limabelas) menit setelah keputusan diberikan. Banding
dilakukan oleh kapten tim melalui PP. Keputusan Komisi Arbitrase bersifat final.
Biaya Banding adalah sebesar Rp 500.000,00 (limaratus ribu rupiah).
28. Untuk kelancaran pertandingan, Panitia Pelaksana maupun PP dapat memberikan
peraturan tambahan dengan terlebih dahulu mengumumkannya di WAG Kapten.

TELKOM INDONESIA 2023 Open Tournament

CONDITION of CONTEST

1. These Rules of the Match are based on the PB Gabsi’s Technical Regulations in force.
2. The official language for this competition is Indonesian.
3. Each team consists of four to six players. A participant is only allowed to register in
one team.
4. Competition types are Open Team and Student Team. The winner is Rank 1 to 8 in
the Final Round. Meanwhile, the winners of the Student Team Competition are
ranked 1st to 4th. In addition, there are other awards given for several categories:
 4 Consolation Round Winner Teams
 Best Women Team
 Best Mixed Team
 Best Senior Team (born in 1960 and before)
 3 Winner Junior Teams (born in and after 1992)
 3 Winner Telkom Teams
 Best Agency Team
All categories will be combined in the competition.
5. The Preliminary Round will be held on October 13-14, 2023. Team numbers will be
drawn led by Chief Tournament Director (CTD). The Team Finals, Student and
Consolation Matches will be held on October 14-15, 2023.
6. The Open Team category in which more than 70 teams will compete in 6 rounds of
Swiss, by playing 12 boards for 90 minutes each round.
7. The best 7 teams from the Preliminary Round, plus one host team are entitled to
appear in the Final Round, which will compete in 7 rounds Single Round Robin by
playing 14 boards for 105 minutes each round.
8. The team who do not enter the Final Round may proceed to a Consolation Team
Match that is not tied to the main round, where it is possible to add a new team of
participants. With a minimum of 4 (four) members in the same team, the team is not
required to pay anymore.
9. The Student Team Competition will be held simultaneously with the Final and
Consolation Rounds by competing in 6rounds of Swiss by playing 12 boards for 90
minutes in each round. The best 4 teams will compete in the Play-Off Round (1 vs 2
& 3 vs 4) by playing 14 boards, with a closed Line-Up.
10. The Consolation Team Match will be held in conjunction with the Team Match Final
by competing 7 rounds of Swiss by playing 12 boards for 90 minutes each round.
11. Best Team in each other category is judged in the Consolation Round, with a
minimum of 3 teams. If in a category the teams are less than 3, then the Best Team

title will still be awarded provided they obtain at least 70 VPs.

12. Draw Team Numbers for Preliminary Round-1 will be conducted by TD and will be
announced on the WA-Group no later than October 13, 2023 at 07:00 GMT+7.
13. When a round starts, the Captain must ensure that a team has occupied the right
direction as Home Team and Visiting Team. In the Open Room, Home Teams are
seated in a North-South direction. Violation of this rule will result in the
bridgemate's rotating score and will incur a procedural penalty of 1 VP.
14. Before starting a round, the Captain must fill in the lineup via the Bridgepocket
Platform (APK-download). In the Mixed Team Category, the Women's Players sit on
the East and South directions. So, the Captain needs to register 1 Username on
Bridgepocket. The procedure for filling out the lineup is in the WA-Group.
15. Convention Cards (CC) must be prepared in at least 2 copies and given to the
opponent one curtain for use. In the event of an irregularity of the bid or play and a
team does not prepare a CC, an adjusted score adjustment penalty or a procedural
penalty or both may be imposed on the offender depending on the consequences.
16. Before the game starts, each pair is encouraged to briefly inform the opponent about
the system and the carding used.
17. Delays in starting and finishing matches may result in one or more boards being
unplayable. A team can express objections to the opposing party's delay by calling
the TD during a match. The penalty is adjusted according to the PB Gabsi Technical
Regulations.
18. In the event that the score is the same at the end of the Preliminary Round, the
ranking of a team will be determined based on the PB Gabsi Technical Regulations.
19. If a team gets a bye, then it gets 12 VPs.
20. If a team wins WO, then the score obtained is determined based on the PB Gabsi
Technical Regulations.
21. Participants are not allowed to use the Brown Sticker Convention & HUM. The live
board will be customized (3 imps PEN) for the party using.
A convention qualifies for a brown sticker if it fulfills any of the following criteria:
 An opening bid of 2 through 3 may be weak and does not promise a known suit.
 An overcall of a natural opening at the one level does not promise four cards in a known suit.
 A weak two-suited bid where one of the suits by definition may be only three cards or shorter.
A Highly Unusual Method means any System that exhibits one or more of the following features:
 By partnership agreement an opening call of Pass shows at least the values generally accepted for
an opening bid of one, even if there are alternative weak possibilities.
 By partnership agreement an opening bid at the one level may be weaker than pass.
 By partnership agreement an opening bid at the one level may be made with 7 HCP or less.
 By partnership agreement an opening bid at the one level shows either three cards or more, or
two cards or less in a specified suit.
 By partnership agreement an opening bid at the one level shows either three cards or more in one
specified suit or three cards or more in another. EXCEPTION: one of a minor in a strong club or
strong diamond system.

22. Perform an ALERT for ARTificial Bid, for this violation is the authority of the TD in
deciding the final result.
23. Participants are required to explain when making a claim both as a declarer and
defender. The violations that occurred were decided by TD.
24. The results of each round will be announced by the scorer via live broadcast at the
match venue, on the Bridge Pocket platform (must download) and on the WA Group.
25. A team has the right to object to the result/score obtained by its opponent by
reporting to TD no later than 10 minutes after the team's match is over. The TD will
first review the feasibility of the report from the team.
26. Appeals can be made by participants to the Reviewer if the participant does not
accept the TDs decision, no later than 15 minutes after the decision is given. The
appeal is made by the team captain through the TD. The decision of the Reviewer
shall be final. The Appeal fee is IDR 500,000.00 (five thousand rupiah).

28. For the smooth running of the match, the Organizing Committee and TD can provide
additional regulations by first announcing them in the Captain's WAG.
