⋆ Pertama, kebijakan umum (publik

policy) atau politisisme yang melihat
politik menentukan ekonomi
⋆ Kedua, ekonomisme yang liberal
maupun Marxis yang melihat ekonomi
menentukan politik

 SISTEM EKONOMI
Sistem ekonomi ialah seperangkat mekanisme dan lembaga untuk membuat dan
melaksanakan keputusan mengenai produksi, pendapatan dan konsumsi di
dalam suatu wilayah tertentu. Sistem ekonomi terdiri atas sejumlah mekanisme,
pengaturan organisasi, dan peraturan untuk membuat dan melaksanakan
keputusan tentang alokasi sumber-sumber yang terbatas.
⋆ Grossman membagi sistem ekonomi berdasarkan dua kriteria:
1. Koordinasi unit ekonomi, artinya siapa yang mengoordinasikan kegiatan
ekonomi : mekanisme pasar, pemerintah, koperasi, atau ketiga-tiganya.
2. Pemilikan barang dan jasa, yang berarti siapa yang memiliki barang dan
jasa : swasta, negara, koperasi atau ketiga-tiganya

 Apabila kedua kriteria di atas digunakan
untuk menyusun model-model sistem
ekonomi maka sistem ekonomi dibedakan
menjadi tiga, yaitu

1. Kapitalis : apabila koordinasi unit ekonomi dilakukan dengan mekanisme

pasar, dan barang dan jasa dimiliki swasta.

2. Komunis : koordinasi unit ekonomi dengan perencanaan terpusat, barang dan jasa
yang dimiliki dikuasai oleh pemerintah.

3. Sosialis : terdapat semacam pembagian tugas antara perencanaan terpusat dan

mekanisme pasar dalam koordinasi unit ekonomi.
Dari segi kewenangan suatu sistem ekonomi dibagi menjadi dua, yaitu :

Suatu kewenangan ekonomi dikatakan tersentralisasi apabila
kewenangan membuat keputusan dimonopoli dengan peringkat
atas organisasi.
2) Suatu sistem ekonomi dikatakan terdesentralisasi apabila
kewenangan membuat keputusan terletak pada peringkat bawah
organisasi

 FUNGSI PEMERINTAH
DALAM EKONOMI
⋆ Fungsi yang pertama, berkaitan dengan pengarahan
kegiatan ekonomi masyarakat sehingga mencapai
tujuan yang dikehendaki. Pengarahan dari
pemerintah dapat dilakukan dengan dua cara,
yaitu :
1. Secara langsung, berarti pemerintah mengharuskan
para pengusaha untuk melaksanakan kebijakan
terntentu seperti yang dilakukan dalam sistem
ekonomi perencanaan terpusat
2. Secara tak langsung, berarti pemerintah tidak
mengharuskan atau melarang melakukan kegiatan
tertentu. 7
