PREFACE
Publication of The 2016 Indonesian Oil Palm Statistics is an annual publication of

BPS-Statistics Indonesia. This publication presents data of area and production on palm oil
by province and by category of producer, and the export and import of palm oil by country of
destination and by country of origin. The data sources are the result of the Quarterly
(SKB16-Oil Palm) and Annually (SKB16-Annual) Plantation Estate Survey, data
compilation of custom documents from Directorate General of Customs, secondary data
from Directorate General of Estate Crops.

I. PENDAHULUAN
1.1. Latar Belakang
Sektor pertanian mempunyai peranan yang cukup penting dalam kegiatan
perekonomian di Indonesia, hal ini dapat dilihat dari kontribusinya terhadap Produk
Domestik Bruto (PDB) yang cukup besar yaitu sekitar 13,52 persen pada tahun 2016 atau
merupakan urutan kedua setelah sektor Industri Pengolahan. Pada waktu krisis ekonomi,
sektor pertanian merupakan sektor yang cukup kuat menghadapi goncangan ekonomi dan

ternyata dapat diandalkan dalam pemulihan perekonomian nasional.

Salah satu sub sektor yang cukup besar potensinya adalah sub sektor perkebunan.

Kontribusi sub sektor perkebunan dalam PDB yaitu sekitar 3,57 persen pada tahun 2016

atau merupakan urutan pertama di sektor Pertanian, Peternakan, Perburuan dan Jasa

Pertanian. Sub sektor ini merupakan penyedia bahan baku untuk sektor industri,

penyerap tenaga kerja, dan penghasil devisa.

Kelapa sawit merupakan salah satu komoditi hasil perkebunan yang mempunyai
peran cukup penting dalam kegiatan perekonomian di Indonesia. Kelapa sawit juga salah
satu komoditas ekspor Indonesia yang cukup penting sebagai penghasil devisa negara
selain minyak dan gas. Indonesia merupakan negara produsen dan eksportir kelapa sawit
terbesar dunia.
Selain peluang ekspor yang semakin terbuka, pasar minyak sawit dan minyak inti
sawit di dalam negeri masih cukup besar. Pasar potensial yang akan menyerap pemasaran
minyak sawit (CPO) dan minyak inti sawit (PKO) adalah industri fraksinasi/ranifasi
(terutama industri minyak goreng), lemak khusus (cocoa butter substitute),
margarine/shortening, oleochemical, dan sabun mandi.

Dalam rangka menunjang peningkatan pembangunan industri minyak sawit di
Indonesia diperlukan informasi mengenai potensi kelapa sawit Indonesia, Badan Pusat
Statistik menerbitkan buku Statistik Kelapa Sawit Indonesia 2016.
1.2. Ruang Lingkup
Publikasi ini memuat data dan ulasan ringkas tentang perkembangan luas areal dan
produksi kelapa sawit yang dirinci menurut status pengusahaannya yaitu perkebunan
rakyat, perkebunan besar negara dan perkebunan besar swasta serta disajikan menurut
provinsi. Perkembangan ekspor dan impor kelapa sawit Indonesia disajikan menurut
id
jenis komoditas (kode HS - Harmony System) dan negara tujuan/asal.

Selain itu juga disajikan data perkembangan produksi kelapa sawit dunia dan

perkembangan impor kelapa sawit dunia.

1.3. Metodologi
s:
Data yang disajikan dalam publikasi ini berupa tabel-tabel, gambar/grafik dan
tp
ht
ulasan ringkas yang berupa analisis diskriptif dengan melihat pada pertumbuhan,
distribusi, dan kontribusi atau persentase.
Sumber data yang dipergunakan adalah data primer dan data sekunder. Data primer
yaitu data yang dihasilkan dari hasil pengolahan survei-survei yang dilaksanakan oleh
BPS. Data luas areal dan produksi diperoleh dari Subdirektorat Statistik Tanaman
Perkebunan , sedangkan data ekspor impor diperoleh dari Subdirektorat Ekspor dan
Subdirektorat Impor. Data sekunder yaitu data yang berasal dari sumber lain seperti
Direktorat Jenderal Perkebunan, Kementerian Pertanian.
Data luas areal dan produksi perkebunan besar negara dan swasta diperoleh dari
hasil Survei Perusahaan Perkebunan yang dilakukan dengan pencacahan secara lengkap

terhadap seluruh Administratur Perkebunan di seluruh Indonesia. Pengumpulan data
dilakukan dengan cara wawancara langsung oleh petugas BPS ke kantor Administratur
Perkebunan sesuai periode survei. Periode survei yang dilakukan oleh BPS adalah
triwulanan dan tahunan. Pada Publikasi ini, data luas dan produksi dari perusahaan besar
negara dan swasta diperoleh dari 88% dari total target 1688 administratur perusahaan
kelapa sawit di Indonesia. Sedangkan series data luas dan produksi perkebunan rakyat
diperoleh dari Direktorat Jenderal Perkebunan, Kementerian Pertanian.
Data Ekspor diperoleh dengan cara pengumpulan data berdasarkan dokumen
ekspor/Pemberitahuan Ekspor Barang (PEB) dan Pemberitahuan Ekspor Barang Tertentu

(PEBT) yang diisi oleh eksportir dan telah diberikan ijin muat oleh Direktorat Jenderal

Bea dan Cukai dan selanjutnya mengirimkannya ke BPS.

Data Impor diperoleh dengan cara pengumpulan data berdasarkan dokumen

ijin bongkar oleh Direktorat Jenderal Bea dan Cukai dan selanjutnya mengirimkan

1.4. Konsep dan Definisi
Perusahaan Perkebunan adalah suatu perusahaan berbentuk badan usaha/badan hukum
yang bergerak dalam kegiatan budidaya tanaman perkebunan di atas lahan yang dikuasai,
dengan tujuan ekonomi/komersial dan mendapat izin usaha dari instansi yang berwenang
dalam pemberian izin usaha perkebunan. Perusahaan perkebunan yang diusahakan oleh
pemerintah (BUMN) disebut Perkebunan Besar Negara (PBN) dan perusahaan
perkebunan yang diusahakan oleh swasta disebut Perkebunan Besar Swasta (PBS).
Perkebunan Rakyat (PR) adalah usaha budidaya tanaman perkebunan yang diusahakan
oleh rumah tangga dan tidak berbentuk badan usaha/badan hukum.

Tanaman Belum Menghasilkan (TBM) adalah tanaman yang sampai pada saat
pengamatan belum pernah memberikan hasil, karena masih muda atau tanaman sudah

II. ULASAN RINGKAS
2.1. Perkembangan Luas Areal Perkebunan Kelapa Sawit
Luas areal perkebunan kelapa sawit di Indonesia sebelum tahun 2016 selama lima
tahun terakhir cenderung menunjukkan peningkatan, naik sekitar 5,38 sampai dengan.
10,96 persen per tahun. Pada tahun 2011 lahan perkebunan kelapa sawit Indonesia
tercatat seluas 9,13 juta hektar, meningkat menjadi 10,75 juta hektar pada tahun 2015
atau terjadi peningkatan 25,80 persen. Pada tahun 2016 diperkirakan luas areal

perkebunan kelapa sawit menurun sebesar 0,15 persen dari tahun 2015 menjadi 11,12

Selama periode tahun 2011 sampai dengan 2016 areal perkebunan kelapa sawit
tersebar di 24 provinsi yaitu seluruh provinsi di Pulau Sumatera dan Kalimantan,
Provinsi Jawa Barat, Banten, Sulawesi Tengah, Sulawesi Selatan, Sulawesi Tenggara,

Sulawesi Barat, Gorontalo, Maluku, Papua dan Papua Barat. Dari ke 25 provinsi tersebut,
Provinsi Riau merupakan provinsi dengan areal perkebunan kelapa sawit yang terluas di
Indonesia yaitu 2,38 juta hektar pada tahun 2015 atau 21,30 persen dari total luas areal
perkebunan kelapa sawit di Indonesia. Pada tahun 2016 luas areal luas areal perkebunan
kelapa sawit di Provinsi Riau diperkirakan sebesar 2,40 juta hektar. Luas areal
perkebunan kelapa sawit di Indonesia menurut provinsi tahun 2016 selengkapnya dapat
dilihat pada Tabel 3.2.
Menurut status pengusahaannya, sebagian besar perkebunan kelapa sawit pada
tahun 2015 diusahakan oleh perkebunan besar swasta yaitu sebesar 5,98 juta hektar

(53,79 %), sementara perkebunan rakyat mengusahakan 4,65 juta hektar (41,88 %) dan

2.2. Perkembangan Produksi Minyak Sawit (CPO)
Demikian halnya dengan luas areal kelapa sawit, perkembangan produksi minyak
sawit (CPO) dari tahun 2011 sampai dengan 2015 meningkat sekitar 5,38 sampai dengan
8,42 persen per tahun, namun di tahun 2016 diperkirakan menurun 0,15 persen. Pada
tahun 2011 produksi minyak sawit (CPO) sebesar 23,99 juta ton, meningkat menjadi
31,07 juta ton pada tahun 2015 atau terjadi peningkatan 29,48 persen. Tahun 2016
diperkirakan produksi minyak sawit (CPO) akan menurun menjadi 31,02 juta ton atau
sebesar 0,15 persen (lihat Gambar A pada halaman 5).
Produksi minyak sawit (CPO) terbesar tahun 2015 berasal dari Provinsi Riau
sebesar 8,06 juta ton atau sekitar 25,94 persen dari total produksi Indonesia. Pada tahun

Berdasarkan status pengusahaannya, pada tahun 2015 sebesar 58,56 persen dari

perkebunan besar swasta, 33,88 persen atau 10,52 juta ton dari perkebunan rakyat dan
7,55 persen atau 2,34 juta ton berasal dari perkebunan besar negara. Pada tahun 2016
diperkiraan sebesar 18,26 juta ton CPO (58,88 %) berasal dari perkebunan swasta, 10,86
juta ton (35,02 %) dari perkebunan rakyat dan 1,8 juta ton (6,08 %) berasal dari
perkebunan besar negara (lihat Gambar C).

Total ekspor minyak kelapa sawit lima tahun terakhir cenderung mengalami
peningkatan berkisar antara 9,44 sampai dengan 16,06 persen per tahun, namun untuk
tahun 2016 total ekspor mengalami penurunan sebesar 13,95 persen. Pada tahun 2011

total volume ekspor mencapai 17,87 juta ton dengan total nilai sebesar US$ 19.37 milyar,
meningkat menjadi 24,33 juta ton pada tahun 2016 dengan total nilai sebesar US$ 16,27

pangsa utama di Asia. Pada tahun 2016, lima besar negara pengimpor CPO Indonesia
adalah India, Belanda, Singapura, Itali, dan Spanyol. Volume ekspor ke India mencapai
2,94 juta ton atau 55,81 persen dari total volume ekspor CPO Indonesia dengan nilai US$
1,8 milyar. Peringkat kedua adalah Belanda, dengan volume ekspor sebesar 0,68 juta ton
atau 12,87 persen dari total volume CPO Indonesia dengan nilai US$ 0,68 milyar.
Peringkat ketiga adalah Singapura, dengan volume ekspor sebesar 0,58 juta ton atau
10,98 persen dari total volume ekspor CPO Indonesia dengan nilai US$ 359,8 juta.
Peringkat keempat adalah Italia dengan volume ekspor 0.25 juta ton atau sekitar 4,73
persen dari total volume ekspor CPO Indonesia dengan nilai US$ 150,4 juta. Peringkat

kelima adalah Spanyol dengan volume ekspor 0,23 juta ton atau 4,48 persen dari total
volume ekspor CPO dengan nilai US$ 1 juta (lihat Gambar F).

Total volume impor minyak kelapa sawit selama enam tahun terakhir sangat

berfluktuasi. Total volume impor minyak kelapa sawit pada tahun 2011 tercatat sebesar
24,71 ribu ton dengan nilai US$ 28.27 juta. Pada tahun 2012 mengalami penurunan
sebesar 94,92. Sementara tahun 2013 terjadi peningkatan impor minyak kelapa sawit
yang sangat drastis sebesar 5145,78 persen dan tahun 2014 mengalami penurunan
kembali sebesar 99,55 persen dari tahun 2013. Kemudian tahun 2015 impor minyak
kelapa sawit tercatat mengalami kenaikan sebesar 2436,12 persen. Untuk tahun 2016
tercatat mengalami penurunan kembali sebesar 64,94 persen dari tahun 2015 atau
sebanyak 2,65 ribu ton dengan nilai US$ 4,16 juta (lihat Gambar G).
