POVERTY, GOVERNMENT’S FAULT OR SOCIETY’S MINDSET?? Why Society’s Mindset
will cause poverty?? Let me explain to you.
Jika kita lihat dari pengertiannya saja, bahwa kemiskinan adalah kondisi dimana seseorang tidak
mampu memenuhi kebutuhan pokok hidupnya, seperti pangan, pakaian, dan tempat tinggal.
Sudah dipastikan pengertian ini mengacu pada internal dari seorang individu. Tak lain dan tak
bukan adalah pola piker itu sendiri yang menjebak mereka berada di lingkaran setan kemiskinan.
Pola pikir masyarakat yang menyebabkan kemiskinan inilah yang akan menjadi kemiskinan
kultural. Kemiskinan kultural adalah jenis kemiskinan yang disebablan oleh factor budaya,
seperti malas, tidak ada usaha untuk memperbaiki tingkat kehidupan, pemboros, dan lain lain.
Semua hal ini berasal dari pola pikir masyarakat.
Faktor utama penyebab masalah kemiskinan di Indonesia yang tak kunjung usai tidak lain dan
tidak bukan adalah rendahnya kualitas Sumber Daya Manusia (SDM). Kualitas SDM sendiri kini
ditentukan dari tingkat pendidikan, khususnya pendidikan formal. Disinilah tempat terbaik
memutus rantai kemiskinan. Pendidikan menjadi modal utama untuk bersaing mendapatkan
pekerjaan di masa yang akan datang.
Sebenarnya banyak program pemerintah yang membantu masyarakat miskin untuk berkembang,
seperti adanya Bantuan Langsung Tunai. Tetap saja, bagaimanapun caranya pemerintah
memberikan bantuan, masyarakat yang menerima bantuan tersebut akan menggunakannya untuk
jangka waktu yang pendek dan kurangnya motivasi dari mereka untuk menggunakannya untuk
jangka waktu yang panjang.

Berawal dari pola pikir masyarakat yang salah dan menyebabkan kemiskinan. Hal ini akan
melahirkan Budaya Miskin. Budaya miskin merupakan cara hidup yang diwariskan dari generasi
ke generasi.Kebudayaan kemiskinan biasanya tumbuh berkembang pada masyarakat yang
memiliki kondisi seperti: (1). Sistem ekonomi uang, buruh upahan, dan sistem produksi untuk
keuntungan. (2). Tetap tingginya tingkat pengangguran bagi tenaga kerja terampil. (3).
Rendahnya upah buruh. (4). Lumpuhnya upaya peningkatan organisasi sosial, ekonomi, politik
secara sukarela maupun formal pemerintahan. (5). Bilateral menjadi sistem keluarga bukan
unilateral. (6). Kuatnya nilai-nilai kelas penguasa pada penumpukan harta, bagi keluarga dengan
status ekonomi rendah dipercaya memang hasil ketidaksanggupan pribadi.
Berdasarkan rilis Badan Pusat Statistik (BPS) pada Februari 2021, angka kemiskinan Indonesia
September 2020 kembali menyentuh dua digit, tepatnya 10,19 persen. Meningkat 0,41 persen
poin dari Maret 2020 dan 0,97 persen poin dari September 2019. BPS mencatat, jumlah
penduduk miskin pada September 2020 sebesar 27,55 juta, bertambah 1,13 juta orang dari Maret
2020 dan 2,76 juta dibandingkan September 2019.
Banyak program pemerintah yang akan mengurangi angka kemiskinan, diantaranya :
Program Keluarga Harapan (PKH), yaitu bantuan non tunai bersyarat bagi 10 juta keluarga
penerima manfaat (KPM). Kedua, Kartu Indonesia Pintar dengan target 20,1 juta anak usia
sekolah. Angka ini naik dibandingkan 2018 yang ditargetkan sebanyak 19,7 juta.
Untuk PKH sasarannya sebanyak 10 juta keluarga penerima manfaat. Ada juga KIP ditargetkan
20 juta anak
Ketiga, Bantuan Pangan Non Tunai (BPNT), ditargetkan sebanyak 15,6 juta KPM yang
dilaksanakan berharap ke seluruh kabupaten/kota. Keempat, Kartu Indonesia Sehat (KIS) dengan
target 96,8 juta jiwa atau 40 persen penduduk berpendapatan terendah.
Selain itu, lanjut Taufik, pemerintah juga telah menyiapkan program guna mempercepat
pengurangan kemiskinan di 2019, salah satunya melalui dana desa yang diproyeksikan sebesar
4,9-5,3 persen PDB. Kemudian Kredit Usaha Rakyat (KUR) dengan skema subsidi bunga 7
persen melalui 41 penyalur dan 11 perusahaan penjamin.
Selanjutnya, pembiayaan ultra mikro dengan maksimal Rp 10 juta per nasabah dengan bunga 2-4
persen dan disalurkan oleh Lembaga Keuangan Bukan Bank (LKBB). Terakhir, melalui
Permodalan Nasional Madani (PNM) dengan meningkatkan layanan dan pendampingan usaha
masyarakat.

Mereka yang hidup bergantung pada pemberian orang lain tidak akan menyentuh kesuksesan.
Tak dapat dipungkiri bahwa mereka yang hidup dalam kemiskinan mereka yang tidak berhasil
keluar dan merubah mindset mereka untuk hidup sukses. Ditambah dengan adanya pandemic
COVID19 yang membuat makin terpuruk. Namun, mereka yang mempunya mindset miskin
akan tetap berada di lingkungan kemiskinan dan tidak bias keluar dari kondisi saat ini. Adapun
mereka yang keluar dari kemiskinan adalah mereka yang berhasil mengubah mindset mereka dan
ada motivasi untuk berubah.
Lagi lagi mindset yang salah datang dari masyarakat desa yang ingin pergi ke Jakarta untuk
memperbaiki hidupnya tanpa mempunyai tujuan. Pada akhirnya mereka di Jakarta akan menjadi
gelandangan, pengemis, penjahat (mereka yang akan melakukan apa saja untuk mendapatkan
uang dengan cepat), dan lain hal sebagainya. Hal ini hanya akan menambah angka kemiskinan di
Indonesia saja.
Para orang tua yang berada di lingkungan kemiskinan pasti akan mengajarkan anaknya dan
menanamkan mindset anaknya mengenai lingkungan dan hidupnya. Hal ini selaras dengan
perkataan A Psychologist Figure, John Locke, mentioned about TABULA RASA. TABULA
RASA explained it all the children were born like a white paper. So the colour of the paper
depends on their family and depends on their society. You know what that means?? That means
jika orang tua mengajarkan kebaikan maka akan lahir kebaikan dan jika orang tua mengajarkan
keburukan maka akan lahir keburukan juga. Hal ini yang harus dihindari. Bahwa Pola pikir
masyarakat bisa ditanamkan semenjak kecil. Pastinya jika orang tua yang berada di lingkungan
kemiskinan, tidak akan jauh akan mengajarkan dan menanam mindset tentang kemiskinan pula.
Dan semua anak berfikir bahwa kemiskinan adalah takdir mereka, ini arti sebenarnya dari
kemiskinan kultural.

Let me explain to you.
If we look at the definition, poverty is a condition in which a person is unable to meet the basic
needs of his life, such as food, clothing, and shelter. It is certain that this understanding refers to
the internal of an individual. It is none other than the mindset itself that traps them in the cycle of
poverty.
The mindset of the people that causes poverty is what will become cultural poverty. Cultural
poverty is a type of poverty that is caused by cultural factors, such as laziness, no effort to
improve the level of life, waste, and others. All of these things come from the mindset of the
people.
The main factor causing the ongoing problem of poverty in Indonesia is none other than the low
quality of Human Resources (HR). The quality of human resources itself is now determined by
the level of education, especially formal education. This is the best place to break the chain of
poverty. Education is the main capital to compete for jobs in the future.
Actually, there are many government programs that help the poor to develop, such as the Direct
Cash Assistance. But still, no matter how the government provides assistance, the people who
receive the assistance will use it for a short period of time and lack of motivation from them to
use it for the long term because their mindset is not educated, and their lack of awareness about
how the funds should be. aid is used to improve the standard of living of the poor.

Start from the wrong mindset of society and causing poverty. This will lead to a Poor Culture. A
poor culture is a way of life that is passed down from generation to generation. A culture of
poverty usually grows in people who have conditions such as:
(1). Money economy system, wage labor, and production system for profit.
(2). The unemployment rate remains high for skilled workers.
(3). Low wages for workers.
(4). The paralysis of efforts to increase social, economic, political organization voluntarily and
formally by government.
(5). Bilateral becomes a family system, not unilateral.
(6). The strong values of the ruling class on the accumulation of wealth, for families with low
economic status are believed to be the result of personal incompetence.

Based on the release of the Central Statistics Agency (BPS) in February 2021,
Indonesia's September 2020 poverty rate touched to double digits, to be exact 10.19 percent.
An increase of 0.41 percentage points from March 2020 and 0.97 percentage points from
September 2019. BPS / CAS noted that the number of the poor in September 2020 was 27.55
million, an increase of 1.13 million people from March 2020 and 2.76 million compared to
September. 2019.

Talk about society’s Mindset again..


Those who live dependent on the gifts of others will not touch success. It is undeniable that those
who live in poverty are those who do not make it out and change their mindset to live a
successful life. Coupled with the COVID-19 pandemic which makes it even worse. However,
those who have a poor mindset will remain in an environment of poverty and cannot get out of
their current condition. As for those who come out of poverty, they are those who have
succeeded in changing their mindset and have the motivation to change.
Again and again, the wrong mindset comes from rural people who want to go to Jakarta or
other cities to improve their lives without having a purpose. In the end of the day, those who go
to Jakarta or other cities will become homeless people, beggars, criminals (those who will do
anything to get quick money), and many more. This will only increase the poverty rate in
Indonesia.
Parents who are in poverty will definitely teach their children and instill their children's mindset
about the environment and their lives. This is matches what was said by A Psychologist Figure,
John Locke, mentioned about TABULA RASA. TABULA RASA explained it all the children
were born like a white paper. So the color of the paper depends on their family and depends on
their society. You know what that means?? That means if parents teach goodness then good will
be born and if parents teach bad then bad will be born too. This is to be avoided. That the
mindset of the community can be instilled since childhood. Of course, if parents are in an
environment of poverty, it will not be far to teach and instill a mindset about poverty as well.
And all children think that poverty is their destiny, this is the true meaning of cultural poverty.
They didn’t get the education because the have not a motivation and wrong mindset..
I hope, we as a leader just not blaming something but creating solution for make a poverty
does’nt exist anymore.
