Newsworthy Events :
Moscow – A Russian journalist has uncovered evidence of another Soviet
nuclear catastrophe, which killed 10 sailors and contaminated an entire town.

Background Events :
Yelena Vazrshavskya is the first journalist to speak to people who witnessed the
explosion of a nuclear submarine at the naval base of shkotovo – 22 near
Vladivostock.
The accident, which occurred 13 months before the Chernobyl disaster, spread
radioactive fall-out over the base and nearby town, but was covered up by
officials of the Soviet Union. Residents were told the explosion in the reactor of
the Victor-class submarine during a refit had been a ‘thermal’ and not a nuclear
explosion. And those involved in the clean up operation to remove more than

Fintech association to establish task force as bad loans soar

The Indonesian Fintech Lenders Association (AFPI) has pledged to create a task force to
help peer-to-peer (P2P) fintech firms stem the rise of bad loans caused by the COVID-19
crisis.

AFPI chair Adrian Gunadi told journalists on Wednesday that the task force would help
companies improve the 90-day success loan settlement rate (TKB90) and reduce the
bad loan rate by improving their risk management.

“We will explore strategies to improve [loan] collection and to collaborate with credit
insurance [companies] and other supporting third parties,” Adrian said during an online
press conference.

According to AFPI data, Indonesian P2P fintech firms saw the proportion of bad loans
rise to 7.99 percent in July, up from 4.22 percent in March. The March figure was
already a significant increase from the 2.62 percent in March of 2019, according to data
from the Financial Services Authority (OJK).

The AFPI has attributed the rise in bad loans to the impact of COVID-19 on borrowers’
income

Furthermore, OJK fintech management, surveillance and licensing director Tris


Yulianta said fintech lenders’ TKB90 rate continued to falter during the course of the
pandemic, showing an increased risk of credit insolvency.

According to OJK data, the TKB90 rate of 158 registered P2P fintech lending platforms
was 92 percent in July, down from 93.8 percent in June and 94.9 percent in May.

“The TKB90 rate has been in decline since April, and currently stands at around 91
percent. Therefore, we urge all [P2P] platforms to improve their credit scoring quality,
risk management and the ‘know-your-customer’ [KYC] system,” he said during the press
conference.

A spokesman for the Taliban has said the Islamist group wants to maintain good
relations with Japan, expressing hope that the country will reopen its recently shuttered
embassy in Afghanistan soon.

Suhail Shaheen, the spokesman based in Doha, told Kyodo News the Taliban
appreciates the activities of Japanese nongovernmental organizations in Afghanistan
and stressed that the group will guarantee the life and property of Japanese as well as
local staff working at the country's embassy and NGOs.

"We all Afghans should come together for the rebuilding our country and rehabilitation.
No one is targeted as supporter of invaders and collaborators of US (and others),"
Shaheen said in recorded answers received by Tuesday to questions sent via WhatsApp.

"We want Japan to take part in the reconstruction of Afghanistan. And we are intending
to have a good relation with them," he also said, adding he hopes Japan provides
cooperation in various fields.

Japanese NGOs have been active in such areas as education, agriculture and health care
in Afghanistan. Among them is the aid group Peshawar-kai, whom physician Tetsu
Nakamura worked for before he was killed in December 2019 by armed men in the
eastern province of Nangarhar. Nakamura was the 2003 recipient of the Philippines'
Ramon Magsaysay Award, dubbed the Nobel Prize of Asia.

When previously in power between 1996 and 2001, the Taliban imposed strict Islamic
law and curtailed women's rights, including in education and employment.

But Shaheen said, "Female teachers have started going to school to teach in the schools
and also girls students they are going to school as they were in the past."

Huge fire at Mumbai restaurant kills at least 14


At least 14 people were killed when a huge blaze tore through a popular restaurant
in Mumbai early Friday, police said, in the latest disaster to raise concerns over
fire safety in India.
Many of the victims were young women who were attending a birthday party on
the rooftop when the fire broke out. Doctors said they died of asphyxiation,
apparently as they tried to flee the burning building.
Local media reported that a false ceiling had collapsed in the four-storey
building in the Indian financial capital, trapping people inside as they tried to
escape.
The fire was extinguished in the early hours but an AFP reporter at the scene said
the rooftop where the party was taking place had been gutted, with blackened ice
buckets and ashtrays strewn around.
"Fourteen people have succumbed to their injuries and remaining victims have
been discharged from the KEM hospital. Most of the deaths were due to
asphyxiation," Avinash Supe, dean of the local KEM hospital told AFP.
One woman who said she was in the building at the time told of the desperate
scenes as people tried to escape.
"There was a stampede and someone pushed me," Sulbha Arora said on Twitter.
"People were running over me even as the ceiling above me was collapsing in
flames. Still don't know how I got out alive. Some powers were definitely
protecting me."
Accidental fires are common across India because of poor safety standards and lax
enforcement of regulations
Eleven of the victims were female partygoers, according to authorities.

NEW YORK: Half of all heart patients made at least one medication-related
mistake after leaving the hospital and guidance from pharmacist didn’t seem to
reduce those errors, in a new study.
Consequences of mistakes-such as forgetting to take certain drugs or taking the
wrong dosage-can range from side effect like constipation to more serious drops
in blood pressure. Two percent of errors were life-threatening.
Not all of the problems, however, were the fault of the patients. Some may have

Jakarta post : Researches have found a technique to quickly assess disorders in


babies. This new method, published Wednesday in the magazine Science
Translational Medicine, is a proof of concept that it’s possible to quickly scan a
baby’s entire DNA and pinpoint a disease-causing mutation in a couple of days
instead of the more typical weeks as months. The study investigation to four babies
said that the test could be one of the first particle fruits of the revolution in
sequencing and individual’s entire DNA.
The idea behind the test is to take advantage of what is known about disease
symptoms to narrow the search for genetic. And that is a good step in the right
direction, said Dr. Joe Gray, an expert in genome analysis at Oregon Health and
Sicience Iniversity,. “It’s a big a genome,” said Dr. Joe Gray, who was not involved
with the study. “How do you know what part of it to search?”
While more research needs to be done before the test is ready for widespread use,
he applauded the effort “If people don’t push the envelope like this, then we won’t
get there,” Dr. Gray said.

New Robotic System can Transmit Sense of Touch

Asia News Network (The Yamiuri Shimbun) IThu, 07/12/2012 10:42 AM Sci-Tech
Japanese reseachers have developed a robotic system that can convey the sense of
touch-including temperature, hardness and texture-from a robot to human hand.
The system was developed by Susumu Tachi, a special professor at Keiko
University, and his development staff.
The user wears a helmet with a monitor display, a vest and gloves that can receive
the “sense of touch” of fabric and objects grasped by the robot. The vesttransmits
information about the wearer’s position and posture,while the gloves recreate the
sense of touch and temeprature of the object.
When the user tries to touch an item displayed on the monitor, the robot grasps the
real item and transmits data about its temperature and hardness.
As the robot has a number of sensors on its fingertips, the user can even feel the
vibration of marbels in a glass container and detect differences in the feel of fabrics.

President Donald Trump will bring the "full force" of the U.S. government
to combat human trafficking.

WASHINGTON (AP) — The president is meeting with senior advisers and


representatives of organizations that deal with trafficking at the White House. His
daughter is among those in attendance.

Trump calls “human trafficking” as a problem that is "not talked about enough." He said
that he would order the departments of Justice and Homeland Security to take a hard
look at the resources they were devoting to addressing the issue.

Human trafficking tends to occur around international travel-hubs with large immigrant
populations, such as California and Texas. The U.S. Justice Department estimates that
14,500–17,500 people, including young children, teenagers, men and women, are
trafficked into the country every year. They can be domestic citizens or foreign
nationals. According to the Department of State's statistics from 2000, there are
approximately 244,000 American children and youth that are at risk for sex trafficking
each year.
