ABSTRACT
The government began to realize the need for e-Government development in all levels of
government, so in 2003 Presidential Instruction No. 3 of 2003 was issued regarding the
development of e-Government in Indonesia as part of a governance system that demands
development and development of good human resources. Human resource management in
government agencies is needed to manage employees who work in it so that employees who
are performing well, have quality and are in accordance with the main duties and functions of
each employee so that they can achieve prime performance which is one part of the effort to
create order. good governance system (Good Governance).
