Negara adalah lembaga yang memiliki kekuasaan untuk membuat dan

menjalankan hukum, mengambil keputusan kebijakan, dan melindungi
serta memberikan pelayanan kepada warga dalam batas wilayahnya.
Makna negara mencakup elemen-elemen seperti wilayah,
pemerintahan, kewarganegaraan, kedaulatan, dan tujuan bersama.
