ULASAN
DESCRIPTION
1.1 Geography
Kabupaten Boalemo merupakan

salah satu kabupaten di Provinsi
Gorontalo yang terletak antara 0o
23 55 - 0o 55 38 LU dan 122o 01
12 - 122o 3917 BT. Secara
geografis, Kabupaten Boalemo
berbatasan dengan Kabupaten
Gorontalo Utara di sebelah utara,
Kabupaten Gorontalo di sebelah
timur, Teluk Tomini di sebelah
selatan, dan Kabupaten Pohuwato
di
sebelah
barat.
Wilayah
Kabupaten Boalemo memiliki luas
sebesar 1 829,44 km2. Jika dilihat
dari topografinya, sebagian besar
wilayah
Kabupaten
Boalemo
merupakan
perbukitan
yang
terletak pada ketinggian 0 - 2 000
meter di atas permukaan laut.
Boalemo Regency is one of regency

in Gorontalo Province located
between 0o 23 55 - 0o 55 38 north
latitude and 122o 01 12 - 122o 39
17 east longitude. Territorial
boundaries of Boalemo Regency, on
the north side is bordered by
Gorontalo
Utara
Regency,
Gorontalo Regency on the east side,
Tomini Bay on the south side, and
Pohuwato Regency on the west side.
The area of Boalemo Regency is 1
829,44 km2. Most of area in
Boalemo Regency is located 0 - 2 000
meters above sea level.
Kabupaten Boalemo terdiri atas

tujuh kecamatan, yaitu Kecamatan
Mananggu,
Tilamuta,
Dulupi,
Botumoito, Paguyaman, Wonosari,
dan Paguyaman Pantai. Kecamatan
Botumoito merupakan kecamatan
dengan luas wilayah terbesar, yaitu
sebesar 486,24 km2 atau 26,59
persen dari luas Kabupaten
Boalemo
secara
keseluruhan.
Sementara
itu,
Kecamatan
Paguyaman merupakan kecamatan
dengan luas terkecil, yaitu sebesar
145,2 km2 atau 7,9 persen dari total
luas Kabupaten Boalemo.
Boalemo Regency is divided into

seven
subdistricts,
namely
Mananggu,
Tilamuta,
Dulupi,
Botumoito, Paguyaman, Wonosari,
and Paguyaman Pantai. Botumoito
Subdistrict is subdistrict with widest
area (486,24 km2) which is 26,59
percents of Boalemo Regency.
Meanwhile, Paguyaman has the
narrowest area (145,2 km2) which is
7,9 percents of Boalemo Regency
area.

1.2 Climate
Suhu udara paling tinggi di Provinsi

Gorontalo pada tahun 2015 terjadi
pada bulan Oktober dengan nilai
maksimum mencapai 33,93 derajat
Celsius. Namun, rata-rata suhu
udara paling tinggi terjadi pada
bulan Desember dengan nilai 28,39
derajat Celsius.
During 2015, October is a month

with the warmest temperature in
Gorontalo Province (33,93o Celcius)
but the highest monthly average
temperature happened in December
with 28,39o Celcius.
Provinsi Gorontalo mengalami

masa-masa dengan curah hujan
paling rendah di bulan Juli, Agustus,
dan September. Bahkan pada bulan
Agustus dan September, Gorontalo
sama sekali tidak mengalami hari
hujan. Sedangkan curah hujan
tertinggi terjadi pada bulan Mei
(188 mm3) dan hari hujan terbanyak
terjadi di bulan Juni, yaitu sebanyak
19 hari.
Gorontalo Province had the lowest

precipitation in July, August, and
September 2015. There was even no
rain at all in August and September
2015. Meanwhile, May 2015 is a
month with the highest precipitation
level (188 mm3) and June is the

Pemerintahan
Pemerintahan adalah suatu
sistem yang mengatur segala
kegiatan masyarakat dalam suatu
daerah/wilayah/negara yang meliputi segala aspek kehidupan
berdasarkan norma-norma tertentu.

Kabupaten Boalemo sebagai

salah satu kabupaten di Propinsi
Gorontalo,
mempunyai
sistem
pemerintahan yang sama dengan
kabupaten
lainnya.
Unit
pemerintahan di bawah kabupaten
secara langsung adalah kecamatan.
Masing-masing kecamatan terdiri
dari beberapa desa.

DESCRIPTION
2.1 Administrative Area
Kabupaten
Boalemo
terbagi
menjadi tujuh kecamatan, dengan
ibukota kabupaten berada di
Kecamatan
Tilamuta. Masingmasing
wilayah
administrasi
tersebut terbagi-bagi lagi menjadi
beberapa desa. Pada tahun 2015,
Kabupaten Boalemo terdiri dari 82
desa definitif, satu desa persiapan
dan tiga UPT (Unit Pemukiman
Transmigrasi).
Kecamatan
Paguyaman
memiliki
desa
terbanyak yaitu 23 desa yang terdiri
atas 22 desa definitif dan satu UPT.
Boalemo Regency is divided into

seven subdistricts, with Tilamuta
Subdistrict as its capital. Each of
subdistrict consists of some villages.
In 2015, Boalemo Regency has 82
definitive villages, one preparation
village, and three SUTs (Settlement
Unit of Transmigration). Paguyaman
is a subdistrict with the most
villages, that is 22 definitive villages
and one SUT.

sebanyak 25 orang dengan 20
persen di antaranya berjenis

mencapai 37 keputusan.

Jumlah pegawai negeri sipil di

lingkungan pemerintah Kabupaten
Boalemo pada tahun 2015 adalah 3
667 orang. Proporsi PNS perempuan
di Boalemo lebih besar dibanding
pegawai laki-laki, yaitu 59 persen
dari perempuan dan 41 persen lakilaki. Sebagian besar PNS di
lingkungan pemerintah Kabupaten
Boalemo berpendidikan S1 (55,96
persen).

tidak bertempat tinggal tetap

3.1 Population
Dinas Kependudukan dan Catatan

Sipil Kabupaten Boalemo mencatat
bahwa jumlah penduduk Boalemo
mencapai 142.624 jiwa, yang terdiri
atas 72.779 jiwa laki-laki dan 69.845
jiwa
perempuan.
Kecamatan
Paguyaman merupakan kecamatan
dengan jumlah penduduk paling
banyak, yaitu 23,27 persen dari
keseluruhan penduduk Boalemo.
Dengan luas wilayah sebesar 145,2
km2,
Paguyaman
merupakan
kecamatan paling padat. Setiap satu
kilometer persegi wilayah di
Paguyaman dihuni 228,55 orang.
Civil Registration and Population

Service of Boalemo Regency noted
that there are 142.624 people in
Boalemo, 72.779 of them are male
and the others 69.845 are female.
Paguyaman is a subdistrict with the
most people, 23,27 percents of
population in Boalemo Regency live
there. As its area is the smallest one,
Paguyaman is the most crowded
subdistrict in (228,55 people per
square kilometres).

Indonesia. The productivity data

cutting plot. The productivity
measurement is conducted in
every subround (four monthly) at
the time when farmers

5.1 Food Crops
Luas lahan sawah di Kabupaten

Boalemo adalah 4.898 hektar,
dengan 58,55 persen dari lahan
tersebut terletak di Kecamatan
Wonosari.
Paguyaman
Pantai
adalah satu-satunya kecamatan di
Boalemo yang tidak memiliki lahan
sawah dalam daerahnya. Tanaman
pangan dengan produktivitas paling
tinggi di Boalemo untuk tahun 2015
adalah ubi kayu, yang nilainya
mencapai 83,04 kuintal per hektar.
Paddy field area in Boalemo

Regency is 4.898 hectare. More than
half of them (58,55 percents) is
located in Wonosari Subdistrict.
Paguyaman Pantai is the only
subdistrict in Boalemo Regency that
doesnt has paddy field in its area.
In 2015, type of food crops with the

Industri yang paling dominan di

dan pengolahan lainnya. Pada tahun
2013 banyaknya industri furniture

ada di Kabupaten Boalemo adalah
14, yang seluruhnya merupakan
hotel non-bintang. Angka ini turun
dibanding tahun 2013 yang
menunjukkan bahwa ada 18
hotel/penginapan di Kabupaten
Boalemo. Hotel/penginapan dengan
paling banyak kamar dan tempat
tidur adalah Hotel Citra Ayu dan
Putra Tunggal, masing-masing
dengan 22 kamar dan 24 tempat
tidur.

Boalemo Regency, which were nonstarred hotel. This number is less
than number of hotels in 2013.

DESCRIPTION
Status jalan menurut kewenangan

dan sumber pembiayaannya dapat
dibedakan menjadi tiga kelompok,
yaitu jalan negara, jalan propinsi,
dan jalan kabupaten. Di tahun 2015,
panjang jalan negara di Kabupaten
Boalemo tercatat sepanjang 150,24
km, bertambah 48,24 km dari tahun
2014. Panjang jalan provinsi tidak
mengalami
perubahan
dibandingkan tahun 2014, yaitu 73
km. Sementara itu, jalan kabupaten
semakin panjang daripada tahun
2014, dengan nilai 724,15 km.

type of surface, then most of the
roads in the Baolemo Regency is
gravel (40,3%) when compared to
other types of surfaces such as
asphalt and dirt. As for the length of
the road according to the road
conditions are dominated by having
good condition at around 40.97%.

Jika dicermati menurut jenis

permukaan, maka sebagian besar
permukaan jalan di kabupaten
Baolemo adalah kerikil dengan
persentase sekitar 40.3% jika
dibandingkan
dengan
jenis
permukaan lainnya seperti aspal
dan tanah. Sedangkan untuk
panjang jalan menurut kondisinya
didominasi
oleh
jalan
yang
mempunyai kondisi baik yaitu
sekitar 40,97%

Pada tahun 2015, kantor pos

Boalemo telah melayani 22.408
pengiriman surat dan paket pos.
Layanan ini meningkat signifikan
dari tahun 2014 yang berjumlah
4.008. Diantara seluruh layanan
tersebut yang paling banyak adalah
pelayanan surat kilat khusus yaitu
sekitar 53,73%.

mengalami
peningkatan
22,29% bila dibandingkan dengan
pendapatan daerah pada 2014. Jika
dilihat
lebih
detail
maka
peningkatan pendapatan tersebut
bersumber dari peningkatan dana
perimbangan
dan
lain-lain
pendapatan daerah yang sah. Untuk
PAD sendiri mengalami peningkatan
sekitar 35,78%.

Pengeluaran
penduduk

kabupaten Boalemo di bedakan
menjadi dua kelompok besar yaitu
kelompok barang makanan dan non
makanan. Pada 2015, persentase
pengeluaran
barang
makanan
adalah 52,40%, lebih besar dari
barang non makanan sebesar
47,60%. Pengeluaran barang non
makanan 2015 mengalami kenaikan
yang signifikan dari tahun 2014
sebesar 27,90%.
Expenditure of Boalemo Regency is

grouped into two major groups: the

non-food that is 47.60%. Non-food
expenditure have been increased
significantly since 2014 in the

Diantara kelompok barang bukan

makanan tersebut yang memiliki
rata-rata per kapita per bulan
dikeluarkan paling besar adalah
untuk
konsumsi
padi-padian,
makanan dan minuman jadi, dan
rokok yaitu sebesar Rp 62.621, Rp
49.437, dan Rp 41.856. Berbeda di
2014, pengeluaran terbesar ke dua
dan tiga adalah ikan dan makanan
jadi.

lainnya menyumbang nilai tambah

Jumlah penduduk berdasarkan

Proyeksi penduduk di provinsi
Gorontalo pada tahun 2015 adalah
1.133.237 jiwa. Jumlah tersebut
terbagi di 6 kabupaten/kota.
Penduduk terbanyak adalah di
kabupaten
Gorontalo
dengan
jumlah penduduk sebanyak 370.441
jiwa. Sedangkan jumlah penduduk
paling sedikit adalah di kabupaten
Gorontalo Utara dengan jumlah
penduduk 110.700 jiwa.
Population projections based on the

number of residents in Gorontalo
province in 2015 was 1.133.237
people. The amount is divided in 6
districts / cities. Largest population
is in Gorontalo district with a
population of 370.441 people. While
the population is at least in North
Gorontalo district with a population
of 110.700 people.
