Pertama-tama saya mengajak kita sekalian memanjatkan puji dan syukur

kehadirat Tuhan Yang Maha Kuasa karena atas rahmat-Nya kita masih diberikan
kekuatan untuk terus berkarya mengabdikan jiwa dan raga sebagai Aparatur Sipil
Negara, yang senatiasa siap melayani masyarakat dan turut serta berjuang secara
terus-menerus untuk memajukan bangsa dan rakyat khususnya di Kabupaten Rote
Ndao.
Saya menyambut baik dengan diterbitkannya Buku Profil Potensi dan
Peluang Investasi di Kabupaten Rote Ndao oleh Dinas Penanaman Modal dan
Pelayanan Terpadu Satu Pintu Kabupaten Rote Ndao, dimana penyusunan buku ini
merupakan salah satu langkah yang ditempuh oleh Pemerintah Daerah dalam upaya
peningkatan kesejahteraan masyarakat; karena potensi dan peluang investasi yang
ada di daerah ini cukup besar terutama Potensi Sumber Daya Alam dan Sumber
Daya Manusia yang dapat dijadikan sebagai modal dasar untuk berinvestasi.
Potensi sumber daya alam di Kabupaten Rote Ndao sebagian besar belum
sepenuhnya diolah dengan optimal dan bahkan ada yang belum diolah, sehingga
nilai tambahnya belum sepenuhnya dirasakan oleh masyarakat. Upaya ini
membutuhkan peran kalangan dunia usaha dengan kemampuan investasi serta
penguasaan kemampuan dalam merespon implementasi dan aktivitas ekonomi
yang berlangsung sangat dinamis baik dalam lingkup domestik maupun global.
Harapan saya kiranya dengan adanya buku ini, para calon invetor dapat
memperoleh informasi yang bermanfaat melalui data yang disajikan dan selanjutnya
menindaklanjuti sesuai mekanisme dan prosedur yang berlaku, sehingga dapat
terwujud investasi di daerah ini yang dapat membawa dampak perkembangan dan
kemajuan perekonomian di daerah.
Akhinya dalam semangat kebersamaan dan suasana penuh sukacita kami

First of all let's raise our players of glory and thanks to the almighty God for all his blessing
and grace so we, as public servants, are still enabled to keep on carrying out valuable things for the
prosperity of our nation especially people in Rote Ndao regency.
I do really appreciate the publication of this book entitled profile of potential and
investment opportunity compiled by the compiling team, of course, the book is very much in line
with the Local Government efforts in improving the welfare of society. It is realized that are
opportunities found in this country especially on natural resources and human ones that would be
the basic points in investment.
Rote Ndao regency with its 1280,10 km2 area is administratively divided into 10 sub
districts and 82 villages and 7 urban villages. Natural resources potentials available include land for
agriculture , coast lines surround Rote Ndao regency are suitable for seaweed cultivation, grouper
and sea shell aquaculture, tourism development, and the likes, sea area for capture and fisheries,
agriculture, animal, husbandry, plantation. All kinds of investment potential above will be the
opportunities for community, regional investment and foreign investment.
We expect with this book, that prospective investors will be able to scan information
supplied and further can implement their action plan properly based on the mechanism and the
right moment of discussion group forum meet the real investment in this regency for the sake of
the development of economic progressiveness. Government of Rote Ndao regency is voluntarily

Pemerintah Kabupaten Rote Ndao menyadari bahwa untuk mewujudkan
peningkatan kesejateraan masyarakat melalui peningkatan perekonomian memerlukan
perjuangan dan kerja keras serta kerjasama yang optimal dari seluruh unsur terkait baik
pemerintah, masyarakat, pengusaha maupun organisasi kemasyarakatan lainnya untuk
saling melengkapi.
Guna mewudkan peningkatan perekonomian masyarakat Rote Ndao, maka

calon investor maupun masyarakat luas pada umumnya di Kabupaten Rote Ndao.

FOREWORD
The Government of Rote Ndao Regency realize that in order to realize the improvement of
social welfare melalaui economic development requires hard work and struggle and optimal
cooperation of all relevant elements including government , communities , businesses and other
community organizations to complement each other .

To implementing the increasing of the people economics in Rote Ndao Regency , the
government through investment board of Rote Ndao Regency as one of departament to do
the program, in making this profile booklet of the potential and investment opportunity.

This booklet is made to give information to the business community , especially the
prospective investors and the public at large about a brief overview of various natural resources ,
the conditions supporting infrastructure investment and business opportunities are expected to
benefit the business community , especially the candidates investors and society at large to invest
in Rote Ndao Regency.

BAB I PENDAHULUAN

A. Latar Belakang

Pengelolaan potensi sumber daya alam daerah harus mampu

meningkatkan peluang daerah untuk dijadikan target dan tujuan
investasi yang menarik.Salah satu upaya peningkatan tersebut
pendekatan berbagai aspek/ sektoral yang secara umum
menggambarkan kondisi geografis, sosial dan perekonomian, serta
menunjukan lokasi kegiatan sektoral tersebut dapat dikembangkan.
Ketersediaan data dan informasi tentang potensi daerah dan
keberadaannya menjadi sangat penting dalam perumusan kebijakan
investasi di daerah. Informasi potensi sumber daya tersebut juga
diharapkan dapat membantu para calon investor memilih dan
memutuskan minat investasinya.
Kajian potensi daerah dilakukan dengan menampung aspirasi dan
permintaan Pemerintah Daerah terkait dengan potensi investasi serta
memperhatikan arahan rencana pembangunan jangka menengah dari
setiap sektor atau kementerian yang terkait dengan investasi daerah.

B. Maksud dan Tujuan

1) Memberikan informasi mengenai berbagai potensi dan peluang

usaha/ investasi yang akan dikembangkan di Kabupaten Rote Ndao.
2) Memberikan informasi gambaran serta informasi mengenai sarana
dan prasarana penunjang yang telah di bangun oleh pemerintah
maupun lembaga swasta.

CHAPTER I INTRODUCTION

A. Background

The exploitation of our natural resources has to be able to increase local

opportunity in making it as an interesting target or goals to do the investment.
One of the increasing efforts is to negotiate various aspects / sectors that
generally illustrate our geographic condition, social and economic, also to show
some sector activity locations that can be developed.
The data and information availability about local potency and its existence
becomes very important in the formulation of local investment policies. The
Information about the resource potencies are hoped to help the aspirant
investors to decide their investment.
The exploration of our local potencies is done through the negotiation and the
proposal applied by local authority in conjunction to the investment potencies
that goes with the middle-term development planning from every sectors or any
related departments with their local investment.

B. Aim and Goals

1) To give information about kinds of potential and business opportunity/

investment that will be implemented in Rote Ndao regency.
2) To give a description and information deals with the supporting infrastructure
which had been built by both government and non government organization.

BAB II GAMBARAN UMUM WILAYAH

1. Geografis
Kabupaten Rote Ndao terletak pada posisi paling selatan dari wilayah
kepulauan Nusantara yaitu antara 10°25' LS sampai 11°00' LS dan antara
121°49' BT sampai 123°26' BT. Kabupaten Rote Ndao dibentuk pada
tanggal 2 Juli 2002 berdasarkan Undang – Undang Nomor 9 Tahun 2002,
dan merupakan pemekaran dari wilayah Kabupaten Kupang Provinsi
Nusa Tenggara Timur.
Batas – batas Kabupaten Rote Ndao adalah sebagai berikut :
Sebelah Utara : Laut Sawu
Sebelah Selatan : Samudera Hindia
Sebelah Barat : Laut Sawu
Sebelah Timur : Selat Pukuafu / Laut Timor
Luas Wilayah Kabupaten Rote Ndao 1.280,10 Km² dan wilayah laut 2.376
Km². Perincian luas wilayah daratan sebagai berikut:

2. Wilayah administratif
Kabupaten Rote Ndao mencakup 10 Kecamatan, 83 Desa dan 7
Kelurahan serta 30 desa persiapan, dengan jumlah Desa/Kelurahan
Pantai sebanyak 58 Desa/Kelurahan.
Kabupaten Rote Ndao merupakan daerah
kepulauan dengan jumlah pulau 107
pulau, 8 diantaranya berpenghuni yakni
Pulau Rote, Pulau Ndao, Pulau Nuse,
Pulau Landu, Pulau Nusa Manuk, Pulau
Usu I, Pulau Usu 2 dan pulau Ndana yang
merupakan pulau terluar. Di pulau ini
pula telah berdiri megah Monumen
Panglima Besar Jenderal Sudirman
sebagai batas terselatan dari wilayah
NKRI yang mana saat ini dijaga oleh TNI ,
sedangkan 88 pulau tidak berpenghuni.

CHAPTER II GENERAL OVERVIEW

1. Geographic
Rote Ndao regency is in the southernmost region in Indonesian archipelago, it
stretching between 10°25' South Latitude until 11°00' South Latitude and between
121°49' East Longitude until 123°26' East Longitude. Rote Ndao regency was

established ada on 2 July 2002, based on act of regional autonomy regulation
Number 9, 2002, and it is a development autonomy from Kupang regency in the
Province of Nusa Tenggara Timur.

South : Hindia ocean
West : Sawu sea
East : Pukuafu strait / Timor sea
The total land area of Rote Ndao regency is 1.280,10 Km² and the ocean is 2.376

2. Administratively
Rote Ndao regency covers 10 districts, 82 villages and 7 sub-disrticts, with the total
viallges/sub-districts of beaches are 30 villages/sub-districts. Rote Ndao regency is
consists of one main island Rote and some 96
small islets, 8 among them are occupied;
they are Rote island, Ndao island, Nuse,
Landu, Pulau Nusa Manuk, Pulau Usu I, Pulau
Usu 2 and Ndana islet which is the outer
part. In this islet, there is a gigantic
monument. It is called commander in chief
General Sudirman's monument that marked
the southern territorial border of Indonesia.
This island is protected by Indonesian Navy,
while 88 islets remain unoccupied.

knot, tekanan udara rata – rata Tahun 2015 : 3,99 %

Dari Jumlah tersebut, yang termasuk angkatan kerja 69.429 orang,

dimana telah bekerja 67.782 orang , sedang yang mencari kerja 1.647
orang ( Sumber data : Rote Ndao Dalam Angka 2016 ).

wind speed 19,2 knot and the average
air pressure is 1008,5 milibar.

The demography is the basic
component and it is very important
to reach the goal in the
development. Based on the public
annual report, the number of Rote
Ndao people increase yearly as

Of the total, which includes workforce 53 866 people, of which 50 199 people have
been working, looking for work were 6,112 persons (Data source: Department of
Manpower and Transmigration District Rote Ndao 2013).

6. Perekonomian
Salah satu barometer ekonomi yang dapat digunakan untuk
mengukur dampak pembangunan terhadap tingkat pertumbuhan
ekonomi daerah dan kesejahteraan masyarakat adalah melalui hasil
perhitungan Produk Domestik Regional Bruto ( PDRB ).

Struktur perekonomian Kabupaten Rote Ndao Tahun 2015 masih

didominasi oleh sektor pertanian, Kehutanan dan Perikanan sebesar Rp.
1.039.338,35 ( 48,05 % ) dan sektor Administrasi Pemerintahan, Pertahanan
dan Jaminan Sosial sebesar Rp. 270.456,01( 12,50 % ).

6. Economy

One of the economic barometers used to measure the result of the

development towards the rate of regional economic growth and the prosperity of the
society is by the calculation result of Gross Domestic Regional Product (PDRB).

The Economic Structure of Rote Ndao regency in 2012 still dominated in agriculture
sectors ( 41,23 % ) and public service ( 30,49 % ).

A. POTENSI

1. PERTANIAN

Kabupaten Rote Ndao memiliki potensi pertanian yang besar

dan beraneka ragam, namun masih sedikit atau belum optimal
pemanfaatannya. Luas areal potensi pertanian lahan basah sebesar
19.464 Ha, yang dimanfaatkan seluas 18.172 Ha. Sedangkan luas areal
lahan kering 13.091 Ha, yang dimanfaatkan untuk budidaya komoditas
agribisnis sebesar 4.854 Ha.
Komoditas yang menonjol sebagai komoditas andalan dan
mempunyai peluang bisnis adalah padi, jagung, bawang merah,
semangka, ubi kayu dan kacang tanah.

We have some large and various potentials in agriculture, but the

exploitations remain in a small number or still un-optimal. Wet land potential area
in agriculture is 17.515 Ha, the land being exploited is 16.405 Ha. While the dry
land area is 8.771 Ha, for agribusiness commodity cultivation is 6.790,20 Ha. The
prominent commodities to be considered are: paddy, corn, onion, watermelon,
cassava and peanuts.

9. PARIWISATA

Pariwisata merupakan salah satu sektor unggulan daerah Kabupaten

Rote Ndao dimana terdapat banyak potensi wisata yang sangat
menjanjikan.
Jumlah kunjungan wisatawan ke Kabupaten Rote Ndao tahun 2013 :1.178
wisatawan mancanegara dan 2.210 wisatawan nusantara, tahun 2014:1.385
wisatawan mancanegara dan 2.699 wisatawan nusantara sedangkan tahun 2015
:1.538 wisatawan mancanegara dan 1.107 wistawan nusantara.
Rote Ndao memiliki sekitar 99 obyek wisata alam, pantai, bahari maupun
budaya di antaranya terdapat obyek daya tarik wisata (ODTW) sudah
dikembangkan yaitu:

a) Pantai Nemberala ;
Pantai ini terletak di Kecamatan Rote
Barat yang berjarak + 30 km dari Kota Baa
dan dapat ditempuh menggunakan
kendaraan bermotor + 60 menit. Pantai ini
cocok untuk kegiatan Surfing, diving and sailing.
Fasilitas pendukung yang sudah ada yaitu 1
hotel bintang (investor asing) dan 13 hotel melati
dan Viila serta jalan setapak sepanjang pantai.

Tourism is one of the main superior sectors in Rote

Ndao regency where there are still many potential and
attractive tourism objects to be visited.
The number of tourists visiting the Rote Ndao
Regency in 2011: 975 foreign tourists and 1,675 domestic
tourists, in 2012: 1,189 and 1,750 foreign tourists while
domestic tourists in 2013: 1,193 and 2,000 foreign tourists
wistawan archipelago.
Meanwhile, in the field of culture, there are 80 dance

a) Nemberala Beach
This coastal area located in the sub-district of The Sasando
music instrument
west Rote, and it is about + 30 km from Baa as the
main town. It can be reached using vehicle + 60
minutes. This is a suitable beach for surfing, diving
and sailing.
Supporting facilities in Nemberala : 1 resort hotel,
4 star class (belong to a foreign investor) and 2 other
home stays run by the locals along the foot-lane to the
beach

b) Pantai leli (Batu Termanu)

Wisata alam Batu Termanu
Pantai ini terletak di Kecamatan
Rote Tengah yang berjarak + 7 km
dari Kota Baa dan dapat ditempuh
menggunakan kendaraan bermotor
+ 15 menit. Pantai ini cocok untuk
kegiatan diving and sailing karena
memiliki terumbu karang yang indah
dan berbagai jenis ikan di sekitar batu
termanu.pantai ini sangat terkenal
dengan Batu Termanu yang memiliki
nilai sejarah.
Fasilitas pendukung yang sudah
ada yaitu adanya sebuah hotel yang
terletak di lokasi ini yaitu Hotel
Tiberias.

c) Pantai Bo'a.
Pantai ini terletak di Kecamatan Rote
Barat yang berjarak + 32 km dari Kota
Baa dan dapat ditempuh menggunakan
kendaraan bermotor + 75 menit. Pantai ini

cocok untuk kegiatan Surfing, diving and
sailing. Pantai ini sangat terkenal dengan
hamparan pasir putih yang indah dan
gulungan gelombang yang menarik ( 9
kali gulungan dan pecahannya ke kanan )

peselancar dunia.
Fasilitas pendukung yang sudah ada
yaitu 4 buah hotel dan villa disertai fasilitas
speedboat, papan surfing dan lain – lain.

b) Leli Beach (Termanu stone)

Located in the sub-district of central Rote.
It is about + 7 km east of Baa and can be
reached by vehicles in + 15 minutes. This
beach is suitable for diving and sailing because
it has kinds of beautiful coral reef with its
colourful kinds fish around the area. This
place is well known for its traditional and
historic ceremonies about the 'the Batu
Termanu.'
There is an accommodation here, such as
Pantai Leli
a 'Tiberias' hotel, located next to the stone.

Pantai Bo’a

b) Bo'a Beach
It is located in west Rote sub-district,
and it is about + 32 km from Baa. It
takes about + 45 minutes by vehicles.
This is a suitable beach for Surfing, diving
and sailing.
Bo'a beach is also popular for its
spectacular white sandy beach and its
spectacular waves (9 times of rolling
waves break to the right hand side). This
is also another adventure for the world
class surfers. There are some traditional
thatched houses like hut called lopo. It is
made of the long grass. There is one (1)
big command lopo and another 5 small
ones for chill out.

Investasi swasta sampai dengan Tahun 2017 sudah ada 22 perusahaan yakni 16
PMA dan PMDN yang menanamkan modalnya di Kabupaten Rote Ndao
yaitu:

a. PT. Nemberala Paradise (PMA) yang bergerak dalam bidang jasa

akomodasi (hotel) dengan nilai investasi US $ 475.000,- yang berlokasi di
Desa Nemberala Kecamatan Rote Barat dengan tenaga kerja terserap 1
WNA dan 30 WNI.
b. PT. Telkomsel (PMA) yang bergerak di bidang Jasa Telekomunikasi Seluler
yang telah membangun 30 BTS di 10 Kecamatan.
c. PT. Indosat (PMA) yang bergerak dalam bidang Jasa Telekomunikasi
Seluler yang telah membangun 2 BTS di Kecamatan Lobalain dan
Kecamatan Rote Barat Laut.
d. PT. Bali Island Realty yang bergerak dalam bidang Jasa Akomodasi
(Cotage) US$ 2.500.000,- yang berlokasi di Desa Nemberala Kecamatan Rote
Barat dengan tenaga kerja 55 WNI.
e. PT. T-Land Resord yang bergerak dalam bidang Jasa Akomodasi (Cottage)
dengan investasi sebesar US$ 1.000.000, yang berlokasi di Desa Nemberala
Kecamatan Rote Barat dengan tenaga kerja 1 WNA dan 12 WNI.
f. PT. Villa Oenggaut yang bergerak dalam Bidang Jasa Akomodasi (Cottage)

It has been invested 3 units of accomodation from both Foreign and Private investors
until 2010. They have been investing in our Rote Ndao regency as follows:
a. Nemberala Paradise Ltd. (Foreign Investment) serves accomodation (hotel) with the
investment US $ 475.000,- It is located in Nemberala village Rote Barat sub-district
and employed 1 foreigner and 30 local people.
b. Telkomsel Ltd., (Foreign Investment) serves cellular telecommunication services and
it has built 8 BTS in 8 sub-districts.
c. Indosat (Foreign Investment) also serves cellular telecommunication services and it
has built 2 BTS in both the Lobalain and north-west Rote sub district.
d. CV. Hiro limited partnership (PMDN) that serves in pearl cultivation with the
investment US $ 200.000,- located in Landu island Oebou village south-west
Rote, and it employed 17 local people. The total number of production of the pearl
in 2009 was 4.250 snails, with the production results 3.877 grams.
Apart from it, there are some companies that gain financial support from the local
government as follows:
1. Local company called Ita Esa, which is a local business company in Rote Ndao
regency that serves not only in construction building, animal nutrition, and the
fertilizer supplier but also serves official's utensils/ foto-copy. It employs 37
workers. This company gains its financial support from the local government Rp.
2.000.000.000,-(Two Billion Rupiahs)
2. Local company called PDAM which serves clean water supplier and running water
for the people in Rote Ndao regency. This company gains its financial support from
the local government Rp. 4.000.000.000,-(Four Billion Rupiahs).

Kesimpulan

1. Rote Ndao memiliki beberapa komoditas unggulan lokal yang dapat

menjadi produk unggulan ekonomi daerah.

2. Pengembangan potensi unggulan daerah adalah mutlak untuk semua

jenis komoditi unggulan daerah yang berkualitas dan berdaya saing
serta memiliki nilai tambah dalam peningkatan pendapatan asli
masyarakat lokal.

3. Dibutuhkan komitmen bersama dengan kearifan lokal antar

stakeholder dalam kabupaten, termasuk kebijakan perencanaan dan
penganggaran yang mendukung investasi.

4. Dukungan politik dan regulasi yang kondusif untuk menjamin

kepastian hukum dalam berinvestasi.

5. Perlunya pemberian insentif dalam menstimulasi investor untuk

berinvestasi di Kabupaten Rote Ndao dan kemudahan perijinan
