Level 3 meliputi: kemampuan menganalisis (analyzing-C4), mengevaluasi (evaluating-
C5), dan mengkreasi (creating-C6).
Pada level 3 inilah, soal-soal HOTS digunakan untuk menguji
kemampuan menganalisis(analyzing-C4), mengevaluasi (evaluating-C5),
dan mengkreasi (creating-C6). Ketiga kemampuan ini tidak bisa diperoleh hanya
dengan cara menghafal atau mengetahui.
