1. Tatanan perkotaan rentan terhadap


penyakit menular -> pusat aktivitas,
lalulintas orang dan perdagangan;
2. Evaluasi kerentanan kota dan hunian
terhadap wabah;
3. Peningkatan “kesiapasiagaan”
melalui integrasi:
• kebijakan kesehatan
• Perencanaan perkotaan (urban
planning)
• penyediaan air dan sanitasi
• perlindungan lingkungan hidup dan
sektor sector lain terkait, serta
• peran kepemimpinan daerah dan
keterlibatan masyarakat.

Peran Perencanaan Kota dan Wilayah
untuk Ketahanan kesehatan

• Pada awal kejadian, perencanaan kota memberikan rekomendasi tempat yang


paling efektif dan efisien untuk dilakukan pemeriksaaan awal (early check-up)
pada area yang diduga menjadi awal kejadian dan area yang diduga akan
terjangkiti virus tersebut.
• Pada saat kejadian, perencanaan kota dapat merekomendasikan tempat-
tempat yang paling aman dan memenuhi standar dan fasilitas ruang isolasi
bagi para flu suspect.
• Pada saat penanganan krisis, perencanaan kota dapat merekomendasi sistem
lockdown yang tepat bagi pihak berwenang, terutama identifikasi jalur-jalur
keluar/masuk orang melalui kendaraan umum dan pribadi, terutama dari
simpul-simpul pergerakan besar dan tempat berkumpulnya warga (melting
pot)
• Pada saat pasca-kejadian, perencanaan kota dapat melakukan evaluasi
keefektifan penerapan lockdown dan merumuskan berbagai perbaikan
terhadap standar perencanaan kota agar lebih tangguh terhadap kejadian luar
biasa

Hendricus Andy Simarmata, PhD, IAP
A certified urban planner who has 18 years of experience in research, consultancy, and advocacy in the field of
sustainable urban development. In the last ten years, he has focused his works to develop an intertwining concept
of social and economic resilience and environmental sustainability for various development projects in Southeast
Asian region, mostly in Indonesia. Mr. Simarmata earned his Dr.Phil (Ph.D.) in Development Studies from one of the
leading research universities in Germany, The University of Bonn in August 2016. Following completion of his
doctoral studies, Mr. Simarmata has directed the Research Center of Urban and Regional Studies, Universitas
Indonesia (PRPW-UI) and has been working for numerous development projects from both international
organizations and Indonesian government offices. Since November 2019, he has been elected as the President of
the Indonesian Association of Urban and Regional Planners (IAP)
