1. Pasien adalah seorang penderita stroke dan dibawa ke puskesmas untuk diperiksa
2. Pasien sebelumnya telah ditangani oleh seorang dokter, bernama dr. Yossi
3. Namun pada hari itu dr. Yossi sedang tidak ada, sehingga keluarga pasien mengharapkan pasien untuk
dirawat oleh tenaga kesehatan yang lain
4. Keluarga pasien mengira bahwa tenaga kesehatan yang lain tidak mau memeriksa sang pasien karena
sebelumnya telah diperiksa oleh dr. Yossi
5. Keluarga pasien mengira bahwa tenaga kesehatan di puskesmas tersebut membeda – bedakan antar
pasien
6. Keluarga pasien menduga telah terjadi konflik internal di puskesmas tersebut antara dr. Yossi dengan
tenaga kesehatan lainnya karena pasien yang sebelumnya pernah dirawat oleh dr. Yossi tidak ada yang
mau merawat menggantikan untuk sementara
7. Ormas telah melakukan pengumpulan tanda tangan yang meminta untuk menjadikan dr. Yossi sebagai
kepala puskesmas, karena menurut mereka dr. Yossi adalah pribadi yang baik dan merakyat.
8. Ormas juga telah melaporkan hal ini kepada Dinas Kesehatan dan meminta kepada mereka agar
konflik internal di puskesmas tidak memengaruhi pelayanan kesehatan
9. Plt Sekretaris Dinas Kesehatan, Asril SKM, M.Kes membantah adanya konflik internal di puskesmas
yang berakibat pada kurangnya pelayanan kesehatan terhadap pasien.
10.Menurut perkataan Asril, pasien telah dirawat oleh tenaga kesehatan yang lain. Tetapi, di puskesmas
tidak memiliki fasilitas perawatan lebih lanjut untuk penyakit pasien. Perawatan yang dapat puskesmas
lakukan hanyalah sekedar pemberian infus dan oksigen sementara untuk pasien.
11.Pasien pun kemudian dirujuk ke RS Balai Tanjung Karimun dengan menggunakan biaya dari
Jamkesda Pelalawan.
12.Ketua Dinas Kesehatan Pelalawan, Drs. Darwis Alkadam, M.Si mengatakan bahwa ia tidak
mengetahui konflik internal di Puskesmas Kuala Lampar. Dan jika memang benar adanya, makai a
tidak segan untuk menegur tenaga kesehatan di puskesmas tersebut.

6. The patient's family suspected that there had been an internal conflict at the puskesmas between dr.
Yossi with other health workers because the patient who had previously been treated by dr. Yossi no
one wants to take care of replacing it for a while
7. The mass organization has collected signatures asking to make dr. Yossi as the head of the puskesmas,
because according to them, dr. Yossi is a kind and popular person.
8. Ormas have also reported this to the Health Office and asked them that internal conflicts at the
puskesmas do not affect health services
9. Acting Secretary of the Health Office, Asril SKM, M.Kes denied that there was an internal conflict at
the puskesmas which resulted in a lack of health services for patients.
10.According to Asril's words, the patient has been treated by another health worker. However, the
puskesmas does not have further treatment facilities for the patient's illness. The only treatment that
the puskesmas can do is provide temporary infusion and oxygen for patients.
11.The patient was then referred to the Balai Tanjung Karimun Hospital using funds from Jamkesda
Pelalawan.
12.Head of the Pelalawan Health Office, Drs. Darwis Alkadam, M.Si said that he was not aware of the
internal conflict at the Kuala Lampar Health Center. And if it's true, then he doesn't hesitate to
reprimand the health workers at the puskesmas.
