Sehubungan dengan telah dilaksanakan Sidang Committee on Food Labelling ke-46,


bersama ini kami sampaikan laporan sidang CCFL ke-46 sebagai berikut:
1. Sidang CCFL merupakan sidang komite yang menetapkan penyusunan standar dan
pedoman pelabelan pangan. Sidang CCFL ke-46 beserta rangkaian sidangnya telah
dilaksanakan secara online pada tanggal 21-22 September 2021 (electronic Working
Group on Front-of-Pack Nutrition Labelling (FOPNL); 27 September – 1 Oktober 2021
(pembahasan agenda sidang); dan 7 Oktober 2021 (adoption report).

2. Sidang dihadiri 95 negara anggota, 1 organisasi anggota, dan observer dari 47 organisasi
internasional antar pemerintah maupun non pemerintah. Sidang dipimpin oleh Kathy
Twardek selaku Chairperson CCFL. Sidang dibuka oleh Dr. Harpreet Kochhar, Associate
Deputy Minister of Health Canada dan sambutan oleh Ms. Mariam Eid (Lebanon), selaku
Vice-Chairpersons CAC dan Mr. Tom Heilandt dari Codex Secretariat.

3. Delegasi Indonesia adalah Direktur Standardisasi Pangan Olahan – selaku Ketua


Delegasi; serta anggota yang terdiri atas Pakar (Dr. Puspo Edi Giriwono, Dr. Rachma
Wikandari), Badan POM (Yeni Restiani, Yusra Egayanti, Sondang Widya Estikasari, Dyah
Setyowati, Erna Rahmawati, Utami Hudi Astuti), Kementerian Kesehatan (Dr. Hera
Nurlita), Kementerian Perdagangan (Ochy Suryatama).

4. Berikut adalah hasil sidang yang perlu menjadi perhatian Badan POM selaku koordinator
mirror committee CCFL:
1. Mencermati lebih lanjut Draft Guidance for the Labelling of Non-Retail Containers dan
Draft Guidelines on Front-of-Pack Nutrition Labelling yang akan diajukan untuk
diadopsi oleh CAC. Kedua pedoman ini dapat menjadi acuan dalam penetapan
kebijakan di Indonesia.
2. Berpartisipasi aktif dalam pembahasan Proposed Draft Guidelines on Internet
Sales/E-Commerce dan Labelling of Foods in Joint Presentation and Multipack
Formats melalui electronic Working Group maupun Circular Letter yang akan
diedarkan Codex Secretariat.

5. Mencermati hasil sidang, Badan POM perlu melakukan tindak lanjut dengan

khususnya terkait e-commerce serta concern lain yang akan dibahas pada sidang CCFL
selanjutnya.

A. PENDAHULUAN
Sidang Codex Committee on Food Labelling (CCFL) ke-46 diselenggarakan secara
virtual pada tanggal 27 September – 7 Oktober 2021. Sidang dipimpin oleh Ms. Kathy
Twardek, Senior Director of the Food Program Integration Division, Canadian Food
Inspection Agency. Sidang dihadiri oleh 95 delegasi negara anggota dan 1 anggota
organisasi serta 47 observer.
Sidang dibuka oleh Dr. Harpreet Kochhar, Associate Deputy Minister of Health Canada.
Vice-chairperson Codex Alimentarius Comission (CAC), Ms. Mariam Eid (Lebanon) dan
Mr. Tom Heilandt selaku Codex Secretary, juga turut memberikan sambutan.

B. DISKUSI DAN HASIL SIDANG CCFL KE-46

Berikut hasil sidang CCFL ke-46 yang memerlukan perhatian dan langkah tindak lanjut
Badan POM selaku Koordinator Mirror Committee CCFL maupun Kementerian/Lembaga
terkait:
1. Agenda item 1 Adoption of the Agenda
Komite mengadopsi 13 agenda yang akan dibahas pada .

2. Agenda item 2 Matters referred to the Committee by the CAC and other Codex
Subsidiary Bodies
Komite mencatat beberapa hal berikut dibahas dalam agenda item terkait:
 Ketentuan pelabelan dari CCNFSDU dan CCSCH akan dibahas pada Agenda
Item 4; dan
 Permintaan CCNFSDU terkait profil gizi akan dibahas dalam Agenda Item 6.

3. Agenda item 3 Matters of interest from FAO and WHO


a. FAO
Perwakilan FAO menyampaikan kegiatan FAO, termasuk juga kegiatan
gabungan FAO dan WHO terkait CCFL:
(1) Pertimbangan ilmiah the Joint FAO/WHO terkait penilaian risiko alergen
pangan, yang akan dibahas pada agenda item 8;
(2) kegiatan FAO untuk mendorong implementasi pelabelan pangan pada
usaha mikro dan kecil;
(3) dukungan FAO terhadap kolaborasi multisektor terkait Zero Hunger, Healthy
Diets from Sustainable Food Systems, Food is Never Waste, and School
Meals.
b. Perwakilan WHO menyampaikan update terutama terkait UN Food Sistem
Summit.
c. Komite mencatat informasi yang disampaikan dari FAO dan WHO yang
diantaranya relevan dengan agenda yang dibahas yaitu pelabelan alergen.

4. Agenda item 4 Consideration of labelling provisions in draft Codex standards
a. Sidang menyetujui labelling provisions pada draft standard Codex sebagai
berikut:
1) Regional standard for fermented cooked cassava-based products
2) Regional standard for fresh leaves of Gnetum spp.
3) Draft Regional standard for dried meat
4) Draft Regional standard for fermented Noni fruit juice
5) Regional standard for kava products for use as a beverage when mixed with
water
6) Standard for Kiwi
7) Standard for Garlic
8) Standard for Ware Potatoes
9) Standard for Yam
10) Standard for Mixed Zaatar
11) Review of the Standard for Follow Up Formula : Section A: Follow-Up
Formula for Older Infants, section 9.6.5
12) Draft Standard for Dried Oregano
13) Draft Standard for dried Roots, Rhizomes and Bulbs – Dried or Dehydrated
Ginger
14) Draft Standard for Dried Floral Parts – Cloves
15) Draft Standard for Dried Basil
16) Proposed Draft Standard for Dried Seeds - Nutmeg
b. Terdapat usulan untuk merevisi ketentuan label dalam The General Standard for
Dried Fruits pada Annex C Raisins, pada section 4.2.1 tentang pencantuman
klaim “natural”, yaitu dengan menambahkan ketentuan bahwa harus sesuai
dengan the General Guidelines on Claims (CAC/GL 1-1979).

5. Agenda item 5 Draft Guidance for the Labelling of Non-Retail Containers


a. Komite menyepakati bentuk dokumen berupa standar, sehingga judul dokumen
menjadi General Standard for the Labelling of Non-Retail Containers of Foods.
b. Komite mendiskusikan penggunaan term “should” atau “shall” dalam general
principles, dan diputuskan bahwa yang digunakan adalah “shall”.
c. Pembahasan sub section
 Subsection 5.3
Komite setuju bahwa date marking dan storage instructions harus
dicantumkan jika terkait keamanan dan integritas produk, dan hal ini berarti
memberikan fleksibilitas bahwa date marking dan storage instructions
bersifat sukarela jika tidak terkait keamanan dan integritas produk.
 Subsection 6
Ketentuan 6 (ii) mensyaratkan bahwa semua informasi wajib yang tercantum
dalam General Standard for the Labelling of Prepackaged Foods (CXS 1-
1985), termasuk alergen dan daftar bahan, harus ada dalam dokumen yang

menyertainya atau cara lain. Lebih lanjut disebutkan bahwa ketentuan 6 (ii)
ditulis secara ringkas dan lengkap, dan mencakup semua persyaratan wajib
pelabelan pangan.
Komite setuju dengan ketentuan 6 (ii).
 Subsection 7.1
Seorang delegasi mencatat istilah “bulk transport” telah diganti dengan “food
transportation unit” dengan mengacu pada definisinya dalam Code of
Hygienic Practice for the Transport of Food in Bulk and Semi-Packed Food
(CXC 47-2001).
CCFL setuju untuk memasukkan referensi pada definisi “bulk” pada footnote
dalam judul subsection 7.1.
 Subsection 8.2
Untuk ketentuan 8.2.1, Komite setuju mengubah teks untuk lebih
mencerminkan maksud bahwa dalam hal penggunaan bahasa pada label asli
tidak dapat diterima di negara tujuan, maka bahasa yang diterima di negara
tujuan harus menjadi informasi yang wajib, dan terdapat pilihan cara
pencantumannya, misalnya melalui re-labelling maupun label tambahan
(supplementary labelling).
Untuk ketentuan 8.2.2, Komite membahas mengenai perlunya
mengklarifikasi bahwa informasi yang diterjemahkan pada label tambahan
harus sesuai dengan peraturan di negara tujuan. Diklarifikasi bahwa
ketentuan 8.2.1 mencakup pemenuhan persyaratan wajib di negara tujuan,
dan ketentuan 8.2.2 adalah tentang perlunya keakuratan terjemahan
informasi yang wajib. Komite setuju bahwa teks tambahan untuk 8.2.2 tidak
diperlukan.
 CCFL mencatat bahwa semua isu telah dibahas dan disepakati bahwa draf
siap diadopsi pada Step 8.
d. Consequential Amendments to the Procedural Manual
 Chair menjelaskan bahwa Prosedural Manual yang berlaku saat ini
memberikan panduan tentang bagaimana Codex Commodity Standards
mencakup non-retail container dalam kasus di mana ruang lingkup standar
tidak terbatas pada pangan terkemas. Ketika standar non-retail container
diadopsi oleh CAC, pedoman dalam Prosedur Manual menjadi tidak sesuai.
Komite setuju bahwa perubahan konsekuensial diperlukan dalam
Prosedural Manual (Format for Codex Commodity Standards, section on
labelling).
 CCFL membahas consequential amendment yang diusulkan dan
menyetujui bahwa revisi tersebut akan mencakup referensi ke standar non-
retail containers.
e. Kesimpulan: Komite setuju untuk
 meneruskan kepada CAC44 untuk mengadopsi draf standar pada Step 8 dan
mengadopsi the consequential amendment to the Procedural Manual.

 merekomendasikan bahwa CAC44 meminta Commodity Committees untuk
meninjau ketentuan pelabelan non-retail container, sehubungan dengan
adanya new standard for the labelling of non-retail containers.

6. Agenda Item 6 Proposed Draft Guidelines on Front-of-Pack Nutrition Labelling


a. Draft guideline merupakan bagian dari the Guidelines on Nutrition Labelling
(CXG 2-1985) pada Annex II.
b. Komite menyepakati untuk menambahkan klausul yang menegaskan bahwa
FOPNL bersifat voluntary atau mandatory, tergantung pada kebijakan negara.
c. Amandemen pada Section 5 The Guideines on Nutrition Labelling (CXG 2-1985)
dengan memberikan footnote sebagai penjelasan bahwa prinsip-prinsip FOPNL
sebagaimana dalam draft Guidelines on Front-of-Pack Nutrition Labelling,
terlampir sebagai Annex.
d. CCFL mempertimbangkan laporan EWG beserta rekomendasinya, dan
menyetujui sebagian besar rekomendasi. Selain itu, membuat komentar dan
keputusan berikut:
 Scope
CCFL setuju dengan usulan ruang lingkup, namun juga mencatat
tanggapan Federasi Rusia terhadap daftar pengecualian di bagian 2.2.
Pandangan Federasi Rusia bahwa pengecualian tidak hanya didasarkan
pada Standar Codex seperti yang tercantum dalam 2.2, tetapi juga pada
kategori pangan yang lebih komprehensif seperti minuman beralkohol,
komponen pangan tunggal (misalnya minyak, air, gula, keju), serta
suplemen pangan tidak diperbolehkan untuk FOPNL agar tidak
menyesatkan konsumen. Terkait tambahan pengecualian tersebut, CCFL
menyerahkan ke negara masing-masing.
 Definition
- CCFL setuju untuk mengubah definisi dengan menyertakan
pernyataan FOPNL dapat bersifat sukarela atau wajib sesuai dengan
undang-undang nasional. CCFL juga mencatat tanggapan Federasi
Rusia yang menganggap jika FOPNL wajib akan bertentangan
dengan bagian 5 dari CXG 2-1985 yang menunjukkan bahwa
penggunaan informasi nutrisi tambahan harus opsional. Oleh sebab
itu, CCFL menyerahkan konsep wajib atau sukarela sesuai dengan
keputusan negara.
- CCFL setuju untuk menghapus section 3.2 dari bagian Definisi.
 Section 4 – Principles for the establishment of FOPNL system
CCFL setuju untuk mempertahankan prinsip-prinsip sebagaimana telah
diubah. Pada pembahasan ini, CCFL juga setuju untuk menghapus teks
dalam tanda kurung siku jika tidak diperlukan. Selain itu, CCFL setuju
mengubah Prinsip 9 untuk menunjukkan bahwa pendidikan konsumen
atau penyediaan informasi harus sejalan dengan rekomendasi pemerintah,
sehingga hal ini akan mengatasi masalah potensi konflik kepentingan.
 Other issues / new principles
CCFL setuju untuk tidak memasukkan prinsip baru dan mempertahankan
Prinsip 3 untuk tidak berubah. Namun, Uni Eropa dan Negara Anggotanya

menyatakan keberatan pada Prinsip 3 karena tidak menunjukkan bahwa
FOPNL harus objektif dan tidak diskriminatif. Terkait hal ini, perwakilan
WHO mencatat bahwa konsep non-diskriminasi secara teknis tidak sesuai
dengan tujuan dan sasaran FOPNL.
 Location of the Guidelines
CCFL setuju bahwa Pedoman akan menjadi annex dari Guidelines on
Nutrition Labelling dan dengan pertimbangan keputusan ini setuju untuk
memasukkan footnote ke section 5 dari CXG 2-1985 untuk referensi annex
baru.
 Matter referred by CCNFSDU
CCFL mencatat bahwa pekerjaannya tidak bergantung pada pekerjaan
profil nutrisi di CCNFSDU, sehingga diskusi tentang FOPNL telah selesai.
e. CCFL setuju untuk mengajukan kepada CAC44 untuk:
 Mengadopsi pada Step 5/8 dan dimasukkan sebagai Annex pada
Guidelines on Nutrition Labelling (CXG2-1985);
 Mengajukan amandemen Section 5 Guidelines on Nutrition Labelling ke
CAC44 untuk diadopsi;
 Menginformasikan CCNFSDU bahwa pekerjaan pada Pedoman FOPNL
telah selesai dan tidak tergantung pada pekerjaan pada profil nutrisi di
CCNFSDU.

7. Agenda Item 7 Proposed Draft Guidelines on Internet Sales/E-Commerce


a. United Kingdom sebagai EWG Chair menyampaikan hal-hal yang disepakati
dalam EWG, diantaranya ruang lingkup (scope) pedoman meliputi penjualan
pangan terkemas dan bukan pangan curah (loose food), serta ketentuan
informasi tentang pangan.
b. Chair juga mengklarifikasi bahwa teks pedoman akan menjadi teks tambahan
sebagai lampiran GSLPF dan bukan pedoman tersendiri. Dalam rangka diskusi
dalam sidang CCFL46, dokumen CRD4 telah disiapkan dengan
mempertimbangkan komentar terhadap CL2021/20/OCS-FL dan beberapa
koreksi telah dilakukan terhadap konsistensi penggunaan terms and definitions,
penyertaan kata-kata untuk mengklarifikasi bahwa pengecualian unit kecil yang
diuraikan dalam Section 6 GSLPF tidak berlaku. Pencantuman alergen dan
informasi gizi juga telah masuk dalam teks. CCFL setuju bahwa CRD4 menjadi
bahan diskusi.
c. Diskusi
 Title
Meskipun terdapat kesepakatan umum bahwa teks yang diusulkan akan
menjadi lampiran GSLPF, salah satu delegasi tidak setuju dengan judul yang
diusulkan karena berpandangan bahwa persyaratan pelabelan untuk e-
commerce adalah wajib, karena penggunaan e-commerce dapat bervariasi
antar negara dan kemajuan teknologi dapat mempengaruhi pelabelan untuk
e-commerce. Oleh karena itu, delegasi ini mengusulkan agar judul tersebut
dipertimbangkan kembali dan bahwa teks harus memberikan lebih banyak
fleksibilitas.

Selain itu, delegasi lain menyatakan bahwa bagaimana teks ini ditempatkan
dalam lampiran dapat mempengaruhi diskusi tentang referensi Guidelines on
Nutrition Labelling karena pedoman ini tidak dirujuk dalam GSLPF, dan
dengan demikian pertimbangan harus diberikan untuk konsistensi
penempatan persyaratan pelabelan gizi untuk e-commerce maupun
penjualan pangan secara fisik.
 Section 1. Scope
Beberapa delegasi mengusulkan perubahan untuk lebih memperjelas bahwa
informasi tentang pangan harus tersedia di halaman informasi produk (e-
page) atau pada titik penjualan e-commerce, dan bahwa teks tidak berlaku
untuk informasi yang akan tersedia pada saat pengiriman (point of delivery)
karena informasi tersebut telah diatur dalam GSLPF. CCFL tidak
menetapkan keputusan tertentu, namun secara umum menyetujui konsep
dalam Scope.
 Section 2. Definition of terms
Fokus pembahasan adalah definisi yang sesuai untuk “e-commerce”,
terdapat usulan untuk menggunakan definisi seperti yang ditetapkan WTO
mengingat sudah lazim digunakan dan dipahami. Berbagai pandangan
disampaikan terhadap usulan tersebut, namun tidak ada keputusan CCFL
terkait definisi “e-commerce”.
 Section 3. General principles
1) CCFL setuju untuk mengubah paragraf pertama agar lebih jelas, menjadi
sebagai berikut: “The General Principles in Section 3 of the GSLPF
apply.”
2) EWG Chair menegaskan bahwa maksud dari general principles adalah
untuk memastikan bahwa pangan yang dijual melalui e-commerce akan
diberi label seperti yang dipersyaratkan oleh GSLPF saat dikirimkan ke
konsumen.
 Komite sepakat bahwa EWG, dengan UK sebagai Chair dan Chile, Ghana,
India, dan Jepang sebagai co-Chair akan menyusun kembali draft ini dan
mengedarkan pada step 3 untuk dibahas pada Sidang CCFL47.

8. Agenda Item 8 Food Allergen Labelling


a. Proposed Draft Revision to the General Standard for the Labelling of
Prepackaged Foods – Provisions Relevant to Allergen Labelling (Agenda
Item 8.1)
CCFL setuju untuk melakukan diskusi umum tentang usulan draft proposal revisi
dan mengumpulkan komentar untuk didiskusikan lebih lanjut dalam EWG, dan
tidak mengambil keputusan atas rekomendasi/usulan oleh anggota dan
observer.

 General discussion
Daftar bahan pangan penyebab alergi berdasarkan laporan the Ad hoc Joint
FAO/WHO Expert Consultation on Risk Assessment of Food Allergens akan
menjadi bahan pertimbangan.
 Scope
Ruang lingkup harus diperluas sehingga termasuk pangan tidak terkemas
(non prepackaged foods) di perusahaan katering.
 Definitions
Definisi “allergen” dan “food allergen” perlu dilihat kembali, serta penting
untuk dipertimbangkan bahwa alergen tidak selalu protein, namun juga
senyawa lain misalnya glikoprotein dan karbohidrat, yang bagi beberapa
orang dapat menyebabkan reaksi alergi. Terdapat pandangan juga untuk
memastikan konsistensi definisi dalam the Code of Practice for Allergen
Management for Food Business Operators (CXC 80–2020)
 List of Ingredients 4.2.1.4
- Laktosa dan sulfit seharusnya dikeluarkan dari daftar karena tidak
menyebabkan reaksi alergi, walaupun keduanya menyebabkan food
intolerances
- Perlu dipertimbangkan penggunaan istilah yang obyektif dibanding nama
umum, karena pangan bervariasi di tiap daerah
- Perlu ditetapkan cara lain untuk menyediakan informasi alergen jika tidak
dimungkinkan pencantuman bahan pada kemasan kecil
- Terdapat usulan untuk memasukkan wijen dalam daftar alergen
- Untuk alergen yang tidak ada dalam daftar, perlu dibuat “watch list” untuk
membantu meningkatkan kesadaran konsumen
- Kedelai seharusnya tidak dikeluarkan dari daftar
- Serealia seharusnya tetap berada dalam daftar, namun perlu dipastikan
agar selaras dengan the Standard for foods for special dietary uses for
persons intolerant to gluten (CXS 118-1979, yang juga mencakup spelt;
mengingat spelt biasanya tidak selalu dikenal sebagai wheat cereal.

b. Proposed Draft Guidance on Precautionary Allergen Labelling (Agenda


Item 8.2)
Sidang menyetujui untuk melanjutkan pembahasan ini melalui eWG untuk
membahas lebih lanjut tanggapan yang diterima melalui circular letter maupun
CRDs.

9. Agenda Item 9 Innovation-Use of Technology in Food Labelling (Discussion


Paper)
Komite setuju untuk :
(i) memulai pekerjaan baru tentang the use of technology in food labelling dan
menyerahkan project document untuk disetujui CAC44; dan

(ii) membentuk EWG dengan Canada sebagai Chair untuk menyiapkan draft untuk
dikomentari pada Step 3 dan untuk dipertimbangkan oleh CCFL47

10. Agenda Item 10 Labelling of Alcoholic Beverages (Discussion Paper)


a. Rusia memaparkan pembahasan agenda ini dan menjelaskan tanggapan
terhadap CL2019/86-FL untuk melanjutkan pekerjaan, dengan catatan ada
pemisahan yang jelas terkait pertanyaan apakah pelabelan alkohol memerlukan
panduan atau standar khusus dalam Codex. Rusia menyatakan kesediaan untuk
terus mengembangkan makalah diskusi dan mengusulkan agar informasi lebih

“Food Business” means an entity or


undertaking, carrying out one or more
activity(ies) related to any stage(s) of production,
processing, packaging, storage and distribution

containers is for further food business activities
before being offered to the consumer1.

4. GENERAL PRINCIPLES
The following general principles apply to the
labelling of non retail containers:
4.1 The general principles established in
the General Standard for the Labelling
of Prepackaged Foods (GSLPFCXS 1-
1985) apply equally, as appropriate, to
the labelling of non-retail containers of
foods.

4.2 The labelling requirements for non-retail


containers of foods should be
differentiated clearly from the labelling
requirements for prepackaged1 foods.

4.3 The nNon-retail containers should be


clearly identifiable as such.

4.4 The non-retail status of a container shall


be determined by the food business
selling or distributing the container of
food

4.5 The labelling requirements for non-retail


containers should be established taking
into account the information
requirements and implementation
capabilities of the relevant stakeholders
(food businesses and competent
authorities).

4.6 Subject to the requirements outlined in


Section 5, the information requirements in
respect of non- retail containers of food
may be met through means other than
on a label as allowed by the competent
authority in the country in which it is sold.

4.7 The label and information in the


accompanying documents or information
provided by other means shall be
traceable to the food in the non-retail
container and shall provide information to
enable the labelling of food, intended for
sale to the consumer.

5. MANDATORY INFORMATION
REQUIREMENTS ON THE LABEL:
The following information shall appear on the
label of non-retail containers of food:

3. DEFINITION OF FRONT-OF-PACK
NUTRITION LABELLING (FOPNL)
For the purposes of these guidelines:
3.1. Front-of-pack nutrition labelling
(FOPNL) is a form of supplementary
nutrition information that presents
simplified, nutrition information on the front-
of-pack6 of pre-packaged foods.7 It can
include symbols/graphics, text or a
combination thereof that provide
information on the overall nutritional value
of the food and/or on nutrients included in
the FOPNL at a national level.

3.2. This definition excludes nutrition and health


claims.8

4. PRINCIPLES FOR THE

A FOPNL should be based on the following
principles in addition to the general principles

relating to the presentation thereof, in respect of pre-
packaged foods to be offered via e-commerce. It
clarifies which food information shall be provided at
the point of e-commerce sale.
2. Definition of terms
The following terms shall be used in conjunction
with, Section 2 of the GSLPF (CXS 1-1985).

“e-commerce” A transaction via e-commerce is the


sale or purchase of pre-packaged foods, conducted
over computer networks, through web, extranet or
electronic data interchange, by methods specifically
designed for the purpose of receiving or placing of
orders. The pre-packaged foods are ordered by
those methods, but the payment of the food does
not have to be conducted online.

available to facilitate an informed e-commerce
activity.

3. General Principles
As indicated in section 3 of the GSLPF (CXS 1-
1985).
All food information requirements within the GSLPF
and any other Codex texts shall be met at the point
of delivery through the information provided on the
product label, unless specified otherwise within this
text.

3. DEFINITIONS
For the purpose of these guidelines:
Allergen means an otherwise harmless substance
capable of triggering a response that starts in
the immune system and results in an allergic
reaction in certain individuals. In the case of
foods, it is a protein which is found in food
capable of triggering a response in individuals
sensitised to it.
Allergen cross-contact occurs when an allergenic
food, or ingredient, is unintentionally
incorporated into another food that is not
intended to contain that allergenic food.
[Precautionary allergen or advisory labelling] is
a statement indicating the allergen(s) that may
be present in a food due to allergen cross-
contact during the production, manufacture and
transport of food, which may occur despite
implementing allergen management practices
and controls such as in the Code of Practice on
Food Allergen Management for Food Business
Operators (CXC 80-2020).

4. GENERAL PRINCIPLES
4.1 The decision to use PAL should be based on
the findings of a risk assessment which can include,
but not limited to, quantitative risk assessment. The
use of PAL should be restricted to those situations in
which allergen cross-contact cannot be controlled to
the extent that the product may present a risk to
allergic consumers.

4.2 PAL should only be used if exposure to the


allergen from the food is above an established
reference dose. If a reference dose is not established
for a particular allergen, an estimated reference dose
can be used.If a quantitative risk assessment cannot
be performed, then PAL should only be applied if any
risk of allergen-cross contact identified through a risk
assessment cannot be removed through risk
management actions, such as segregation and
cleaning.
