1.1. Gambaran Umum Perekonomian Indonesia
Dari sisi lapangan usaha, kontraksi terdalam dialami oleh Transportasi dan

pengurang untuk PDB menurut pengeluaran pun terkontraksi sebesar 14,71 persen.
Sementara hampir seluruh komponen pengeluaran terkontraksi, PK-P masih tumbuh
positif meskipun mengalami perlambatan dengan pertumbuhan sebesar 1,94 persen.
Sekalipun mengalami perlambatan, PK-P dapat tumbuh positif didorong oleh belanja
modal pemerintah untuk penanganan COVID-19.

Lebih lanjut, pandemi COVID-19 di Indonesia sejak tahun 2020 telah

kontribusi lapangan usaha tersebut untuk ekonomi Indonesia tidak terlalu besar
namun secara konsisten bergerak meningkat dari tahun ke tahun bahkan di masa
pandemi COVID-19. Hal serupa juga terjadi pada komposisi komponen pengeluaran
terhadap perekonomian Indonesia. Kontribusi komponen-komponen pengeluaran
terhadap ekonomi cenderung menurun, meskipun terdapat dua komponen yang
meningkat dibandingkan dengan tahun 2019. Dua komponen tersebut adalah PK-RT
dan Pengeluaran Konsumsi Pemerintah (PK-P). Meskipun PK-P bukan termasuk salah
satu kontributor tertinggi dalam pembentukan PDB, besaran kontribusi komponen ini
menunjukkan peningkatan dari 8,81 persen pada tahun 2019 menjadi 9,29 persen
pada tahun 2020. Hal ini disebabkan oleh peningkatan belanja pemerintah dalam
rangka penanganan pandemi COVID-19 dan pemulihan ekonomi nasional.

lapangan usaha dan pengeluaran. Ruang lingkup berisi penjelasan jenis kegiatan
ekonomi yang tercakup untuk setiap lapangan usaha atau komponen PDB. Penentuan
ruang lingkup lapangan usaha dan komponen PDB mengacu pada System of
National Accounts (SNA) 2008 dengan beberapa penyesuaian berdasarkan kondisi

5. Perubahan Inventori
Inventori didefinisikan sebagai aset berupa barang dan jasa yang disimpan
untuk dijual, digunakan untuk kegiatan produksi, atau penggunaan lainnya di waktu
mendatang. Pada prinsipnya inventori dapat dikelompokkan menjadi bahan baku dan
penolong, barang dalam penyelesaian, barang jadi, barang untuk dijual kembali,
serta inventori militer. Perubahan inventori menunjukkan transaksi dalam inventori
atau perubahan posisi barang inventori yang dapat bermakna penambahan (positif)
atau pengurangan (negatif).

PDB adalah jumlah nilai tambah atas barang dan jasa yang
dihasilkan oleh berbagai unit produksi di suatu negara pada periode
waktu tertentu (biasanya satu tahun) ditambah pajak atas produk neto
(pajak kurang subsidi atas produk).
b. Pendekatan Pendapatan
PDB adalah jumlah balas jasa yang diterima oleh faktor-faktor
produksi yang ikut serta dalam proses produksi di suatu negara pada

bantuan sosial dideflasi menggunakan IHPB umum tanpa ekspor, konsumsi barang
modal tetap dideflasi menggunakan implisit PMTB, penerimaan dari penjualan
barang dan jasa serta raskin dideflasi menggunakan IHK umum.
A. Pendekatan Langsung
Penghitungan PMTB berdasarkan pendekatan langsung dilakukan dengan
menjumlahkan seluruh nilai PMTB pada setiap lapangan usaha. Barang modal untuk
setiap lapangan usaha sudah dicatat atas dasar harga berlaku pembelian dimana
didalamnya sudah termasuk biaya yang dikeluarkan. Untuk barang modal yang
berasal dari impor di dalamnya sudah mencakup bea masuk serta pajak yang terkait
dengan pengadaan atau alih kepemilikan barang modal tersebut. Untuk memperoleh
nilai atas dasar harga konstan, PMTB atas dasar harga berlaku dideflasi dengan

metode deflasi, yaitu membagi ekspor atau impor atas dasar harga berlaku dengan
indeks harga (deflator) yang bersesuaian. Deflator kelompok barang adalah Indeks
Harga Perdagangan Internasional. Sementara deflator kelompok jasa adalah IHK
domestik dan internasional.

tahun terakhir telah terjadi banyak perubahan baik pada tatanan global maupun
lokal yang berpengaruh pada perekonomian nasional. Perubahan taun dasar
dalam penghitungan PDB sudah berpedoman pada SNA 2008. SNA 2008 adalah
rekomendasi internasional tentang bagaimana menyusun ukuran aktivitas ekonomi
yang sesuai dengan standar neraca buku berdasarkan prinsip-prinsip ekonomi.

menurut pengeluaran menggambarkan struktur pengeluaran untuk permintaan akhir
baik dari dalam negeri (domestik) maupun luar negeri. Permintaan domestik terdiri
dari konsumsi rumah tangga, konsumsi LNPRT, konsumsi pemerintah, PMTB, serta
perubahan inventori. Sementara itu, permintaan dari luar negeri dicerminkan oleh
kegiatan ekspor. Untuk memenuhi permintaan akhir domestik, barang dan jasa tidak
hanya berasal dari produksi dalam negeri tetapi juga bergantung pada produk

From the industry side, Transportation and Storage suffered the deepest
contraction by 15.04 percent mainly due to the shrink of all transportation activity

From the expenditure side, Exports of Goods and Services suffered the deepest

contraction by 7.70 percent. Imports of Goods and Services as the deduction factor
of GDP by expenditure also experienced this condition that fell by 14.71 percent.
Despite this fell condition, GFCE managed to grow positively by 1.94 percent even
though its grew slower compared to 2019. This condition was impacted by the
increasing of government spending during the COVID-19 pandemic.
Describing the circumstances of the Indonesian economy can be seen from the
state of its structure and growth. The economic structure of Indonesia shows the role
of each industry as well as the expenditure components in generating GDP. From the
industry side, the structure of the Indonesian economy shows insignificant changes
during 2016-2020. It has always been dominated by Manufacturing; followed
by Agriculture, Forestry, and Fishing; also Wholesale and Retail Trade; Repair of
Motor Vehicles and Motorcycles. In 2020, each of these industries contributed to the
economy by 19.88 percent; 13.70 percent; and 12.93 percent.

Service Activities. Although the contribution of these industries to the Indonesian

economy is subtle, it showed an upward trend from year to year, especially during

the Pandemic era. Not only on production sides, but this condition has also taken

total economy tended to decline but two components showed increasing movement

Consumption Expenditure (GFCE). Although GFCE was not the biggest contributor
ht
to the economy, yet it showed an upward trend from 8.81 percent in 2019 to 9.29
percent in 2020. This condition happened due to the increase of government spending
for handling the COVID-19 and National Economy Recovery.
The COVID-19 Pandemic led to the sharp downturn of economic growth not
only for Indonesia but also countries all over the world. This pandemic condition
brings the largest economic shock the world has experienced in decades. Based
on International Monetary Fund (IMF), most of the ASEAN members suffered from
economic contraction during 2020. The deepest contraction was experienced by the
Philippines at 9.51 percent, followed by Thailand at 6.09 percent. As an advanced
economy country, Singapore also suffered from this condition where its growth rate
contracted by 5.39 percent. However, several countries could manage their growth at
a positive rate despite the slowing down pace. Those are Vietnam, Brunei Darussalam,

The impact of the COVID-19 Pandemic not only affected the ASEAN members
but also affected the developed countries with higher income, such as United

States, United Kingdom, and others. Based on IMF, G7 countries (Canada, France,

Germany, Italy, Japan, United Kingdom, and the United States) suffered from the
sharp downturn of the economy that fell by 5.05 percent in 2020. This figure was
deeper than the average economic word rate that contracted by 3.27 percent and
ASEAN-5 rate that contracted by 3.39 percent. In all of the G7 member countries,
the deepest contraction experienced by the United Kingdom fell by 9.92 percent.
However, the United Kingdom, which fell by 3.51 percent, has the lowest contraction
rate compared to other G7 members. Table 1.2 shows the economic growth rate data
of the G7 member countries.

This section will describe the coverage used in the compilation of GDP by
industry and expenditures. It contains the technical explanation of the kind of economic
activity which covered for each industry or component of GDP. In establishing the
coverage for industries and other components of GDP, it is all according to the 2008
System of National Accounts (SNA) with several adjustments based on economic
conditions in Indonesia.
The industries included for compiling the GDP will be grouped into 17

on inventories or a change in the position of inventory items which can mean addition
(positive) or reduction (negative).

base year were conducted as during the last ten years, there are many changes
both in global and local structures that have had an impact on the national economy.
The basic year change in calculating GDP is based on the 2008 System of National
Accounts (SNA). The 2008 SNA is an international recommendation on how to compile
a measure of economic activity according to balance sheet standards based on
economic principles.

GDP reached 19.88 percent in 2020, an increase compared to the previous year
with a contribution of 19.70 percent. Meanwhile, the growth rate of the manufacturing

During 2016-2020, both the total value of exports and imports has increased
significantly. Nominally, the total export value in 2016 was 2,367,365 billion rupiahs
then increased to 2,649,787 billion rupiahs in 2020. Meanwhile, the total nominal
value of imports was 2,273,528 billion rupiahs in 2016 and 2,472,899 billion rupiahs
in 2020. In real terms, the total value of exports in 2016 amounted to 1,971,183
billion rupiahs, increased further to 2,092,038 billion rupiahs in 2020. For imports,
the total real value in 2016 was 1,818,133 billion rupiahs then decreased to 1,740
.166 billion rupiahs in 2020.
The contribution of goods and services exports to GDP decreased from 19.09
percent in 2016 to 17.17 percent in 2020, likewise, the contribution of goods and
services imports decreased from 18.33 percent in 2016 to 16.02 percent in 2020.
