 Pengertian
Apa itu Omnibus Law?

Dikutip dari laman resmi DPR RI, istilah omnibus berasal dari bahasa latin yang berarti untuk semuanya.  Sementara makna
omnibus law adalah satu undang-undang yang sekaligus merevisi beberapa undang-undang untuk menyasar isu besar di sebuah
negara. 
Omnibus law yang dikenal dengan UU sapu jagat ini dimaksudkan untuk merampingkan dan menyederhanakan berbagai
regulasi agar lebih tepat sasaran. Omnibus law itu akan mengubah puluhan UU yang dinilai menghambat investasi, termasuk di
antaranya UU Ketenagakerjaan. Setidaknya, ada 74 UU yang terdampak UU ini. 
Selain itu, omnibus law juga dikenal dengan omnibus bill. Omnibus bill artinya sebuah RUU yang terdiri dari sejumlah bagian
terkait tetapi terpisah yang berupaya untuk mengubah dan/atau mencabut satu atau beberapa undang-undang yang ada dan/atau
untuk membuat satu atau beberapa undang-undang baru.
Omnibus law sendiri hal lazim di negara-negara common law dan kurang dikenal di negara bersistem civil law seperti
Indonesia. Di Amerika Serikat, omnibus law telah digunakan sebagai UU lintas sektor. 
Sedangkan awal gagasan omnibus law sebenarnya dari kekecewaan Presiden Joko Widodo (Jokowi) lantaran minimnya
investasi di Indonesia. Padahal investasi merupakan salah satu penggerak ekonomi terutama di era ekonomi digital. Salah satu
prediksi Jokowi, regulasi, biroktasi, dan hukum yang berbelit membuat investasi tidak menarik. 
 Penyebab
Ancaman virus corona tidak mengurungkan niat para buruh, termasuk juga mahasiswa dan beberapa kelompok
masyarakat, melakukan demonstrasi menuntut pembatalan Undang-Undang Omnibus Law.
Mereka memandang ancaman yang akan dimunculkan UU Omnibus Law jauh lebih besar dibandingkan dengan dampak
terinfeksi virus corona.
"Virus corona berdampak pada beberapa orang hingga satu generasi, tapi UU Omnibus Law akan berdampak pada tujuh
generasi dan menciptakan generasi pekerja kontrak yang bisa diberhentikan kapan saja, tanpa ada keamanan dan jaminan
pekerjaan," kata Solihin, buruh di Jakarta kepada wartawan BBC News Indonesia Raja Eben Lumbanrau, Kamis (08/10).
Dari banyak pasal yang dinilai bermasalah, terdapat tiga di antaranya yang mengancam kehidupan para pekerja jika aturan itu
diberlakukan.

01 Tidak adanya batas waktu dan jenis pekerjaan dalam sistem kontrak yang menyebabkan
para pekerja dapat dikontrak seumur hidup tanpa ada kewajiban mengangkat sebagai
pegawai tetap.

02 Status kontrak itu akan berimplikasi pada hilangnya jaminan sosial dan kesejahteraan,
seperti tunjangan hari raya, pensiun dan kesehatan.

03 Dihapusnya upah minimum sektoral (provinsi dan kabupaten), dan adanya persyaratan
dalam penerapan upah minimum kabupaten/kota, serta diwajibkannya penerapan upah
minimum provinsi (UMP) yang nilainya jauh lebih rendah.
