 Kebijakan Penduduk
Definisi :
● Menurut Eldrige kebijakan kependudukan merupakan keputusan legislatif, program administrasi dan berbagai
usaha pemerintah lainnya yang dimaksudkan untuk merobah kecenderungan penduduk yang ada demi
kepentingan kehidupan dan kesejahteraan nasional.

● DR. Elibu Bergman (Harvard university) Mendefinisikan kebijakan penduduk sebagai tindakan-tindakan
pemerintah untuk mencapai suatu tujuan dimana didalamnya termasuk pengaruh dan karakteristik
penduduk.

Kebijakan kependudukan adalah langkah-langkah dan program-program yang membantu tercapainya tujuan-tujuan
ekonomi, sosial, demografis, dan tujuan-tujuan umum lain dengan jalan memengaruhi variabel-variabel utama
demografi.

pemerintah yang dilakukan untuk pemerintah yang hanya secara tidak langsung
mempengaruhi situasi demografis memiliki beberapa akibat demografis, seperti
tertentu, seperti: pola migrasi , kelahiran, misalnya mendorong pendididikan perempuan
kematian dll. agar terjadi penurunan angka kelahiran

umum sifatnya dapat dibedakan
menjadi dua, yaitu kebijakan
kependudukan yang pronatalis dan
kebijakan kependudukan yang vs

Kebijakan yang pro-natalis adalah kebijakan
yang secara tidak langsung memberikan
persetujuan kepada penduduk untuk
memiliki banyak anak.

Kebijakan Antinatalis
Kebijakan ini mempunyai tujuan untuk
menurunkan angka kelahiran. Negara-negara
yang menjalankan program KB termasuk ke
dalam kelompok negara yang antinatalis.

A. Transmigrasi
Kebijakan kependudukan ini dimulai dari Kebijakan Koloni
pada tahun 1905 dimana sebanyak 155 keluarga petani dari
kedu dipindahkan ke desa baru yang didirikan dekat gedong
tataan, Lampung Selatan (Hardjono,1982). Koloniasi
melakukan pemindahan penduduk dari jawa ke luar jawa
merupakan usaha redistribusi penduduk. Setelah merdeka,
pemerintah Indonesia meneruskan program pemindahan
penduduk yang disebut dengan Transmigrasi.

Ide dasar tentang pembangunan keluarga sejahtera
merupakan landasan flosofis pemerintah dalam
merumuskan kebijakan kependudukan. pada masa-masa
awal gerakan kependudukan lebih ditekankan pada upaya
untuk memengaruhi tingkat pertumbuhan penduduk,
persebaran, kepadatan, dan struktur umur penduduk,
Dalam kerangka demikian, program KB menjadi agenda
utama dalam gerakan kependudukan di Indonesia
