Surveilans Kesehatan adalah kegiatan pengamatan yang sistematis dan
terus menerus terhadap data dan informasi tentang kejadian penyakit
atau masalah kesehatan dan kondisi yang mempengaruhi terjadinya
peningkatan dan penularan penyakit atau masalah kesehatan untuk
memperoleh dan memberikan informasi guna mengarahkan tindakan
pengendalian dan penanggulangan secara efektif dan efisien. (Permenkes
No. 45 Thn 2014)

Surveilans Kesehatan yaitu pengumpulan, analisis, dan interpretasi data

terkait kesehatan yang berkelanjutan dan sistematis yang penting untuk
perencanaan, implementasi, dan evaluasi praktik kesehatan masyarakat.
(CDC, 2018)
 Tujuan Surveilans
Surveilans kesehatan masyarakat bertujuan untuk menyediakan dan
menafsirkan data untuk memfasilitasi pencegahan dan pengendalian
penyakit.
Tujuan ini harus mencakup deskripsi yang jelas tentang bagaimana data
dikumpulkan, dikonsolidasikan dan dianalisis untuk surveilans akan
digunakan dalam mencegah dan mengendalikan penyakit.
 Manfaat Surveilans
Memperkirakan besarnya masalah kesehatan yang penting, sebagai
gambaran perjalanan alami suatu penyakit, sebagai deteksi KLB,
dokumentasi, distribusi, dan penyebaran peristiwa kesehatan, bermanfaat
untuk epidemiologi dan penelitian laboratorium, untuk keperluan evaluasi
pengendalian dan pencegahan, sebagai tool monitoring kegiatan karantina,
dapat memperkiraan perubahan dalam praktek kesehatan, dan sebagai.
Surveilans mencakup dua fungsi manajemen:
• Fungsi inti (core activities) mencakup kegiatan surveilans dan
langkah-langkah intervensi kesehatan masyarakat.
- Kegiatan mencakup deteksi, pencatatan, pelaporan data, analisis
data, konfirmasi epidemiologis maupun laboratoris,umpan-balik
(feedback)
- Langkah intervensi kesehatan masyarakat mencakup respons segera
(epidemic type response) dan respons terencana (management type
response).

• Fungsi pendukung (support activities) mencakup pelatihan, supervisi,

penyediaan sumber daya manusia dan laboratorium,manajemen
sumber daya,dan komunikasi

Memantau penyakit secara pasif, dengan
menggunakan data penyakit yang harus
dilaporkan yang tersedia di fasilitas
pelayanan kesehatan.
• Kelebihan surveilans pasif, relatif murah
dan mudah untuk dilakukan.
• Kekurangan surveilans pasif adalah
kurang sensitif dalam mendeteksi
kecenderungan penyakit.
 Surveilans Aktif
Menggunakan petugas khusus surveilans untuk
kunjungan berkala ke lapangan, desa-desa, tempat
praktik pribadi dokter dan tenaga medis lainnya,
puskesmas, klinik, dan rumah sakit, dengan tujuan
mengidentifikasi kasus baru penyakit atau
kematian, disebut penemuan kasus (case finding),
dan konfirmasi laporan kasus indeks.
• Kelebihan surveilans aktif, lebih akurat dan
dapat mengidentifikasi outbreak lokal.
• Kelemahan surveilans aktif, lebih mahal dan lebih
sulit untuk dilakukan
Surveilans Efektif

Karakteristik surveilans yang efektif: cepat, akurat, reliabel,

representatif, sederhana, fleksibel, akseptabel.
● Kecepatan : Informasi yang diperoleh dengan cepat
(rapid) dan tepat waktu (timely) memungkinkan
tindakan segera untuk mengatasi masalah yang
diidentifikasi.
● Akurasi : Sensitivitas tinggi. Sistem surveilans perlu
memastikan kebenaran laporan ke lapangan,
untukmengkonfirmasi apakah benar terjadi
peningkatan kasus/ outbreak
 Standar, seragam, Representatif dan Sederhana, fleksibel, dan Penggunaan
reliabel, kontinu lengkap akseptabel. (uptake)
