ABSTRAK

Kehadiran teknologi CDMA dalam dunia telekomunikasi mulai diperhitungkan

oleh masyarakat dan beberapa operator-operator telekomunikasi lainnya baik yang
berasal dari dalam negeri maupun luar negeri. Salah satu contoh telepon selular
berbasis CDMA adalah Flexi yang diluncurkan oleh Telkom. Sebagai teknologi
baru tentunya Telkom Flexi diluncurkan dengan banyak kelebihan antara lain
kualitas suara jernih, kecepatan data lebih tinggi dan sebagainya. Namun
demikian timbul masalah yang dihadapi oleh Telkom Flexi pada saat ini yang
salah satunya adalah buruk nya performansi. Dengan tujuan untuk mempermudah
penentuan rangking urutan BTS yang performansi nya jelek sebagai penunjang
kegiatan Optimasi, skripsi ini dibuat. Proses pengambilan data dilakukan dengan
Laporan Data Mingguan, didapatkan data berupa nilai CSSR, Drop Call, Handoff,
Ratio answer data dan Ratio fail yang merupakan parameter-parameter indikator
performansi jaringan. Kemudian besaran-besaran tersebut dibandingkan dan diuji
dengan menggunakan Metode Analytic Network Proses (ANP) untuk mengetahui
urutan data BTS yang mempunya performansi paling buruk sehingga
mempermudah unit OPCA untuk mengadakan optimasi BTS. Hasil Dari
pengujian data M4-Januari, M1-Februari dan M2-Februari hasil perhitungan ANP
untuk menentukan prioritas bad performance 100% match dengan perhitungan
manual untuk rangking-1, jika di perluas 3 rangking teratas maka tingkat error
30%

ABSTRACT

Now days the presence of CDMA in communication technology began to be seen

by the public and other telecommunication operators both from domestic and
abroad. One example of mobile phone by CDMA-based is Flexi, which launched
by some advantages advantages such as clear voice quality, higher data rates, and
etc. However some problem arise and must be faced by Flexi, that one of them is
the bad performantion. In the aim to facilitate the determination of the rank order
of its poor performance of base stations to support optimization, this paper is
written. Collecting data process is done by Weekly Report. Data obtained are
value of CSSR, Drop Call, Handoff, Ratio answer data and Ratio fail which are
the parameter indicators of network performance. Those value are then compared
and tested by using ANP method to determine the order of the data base stations
that have the worst performance, making it easier to hold the unit OPCA BTS
optimization. Results from the testing of data-January M4, M1 and M2-FebruaryFebruary ANP calculations to determine the priority of bad performance 100%
match with the manual calculation for rank-1, if it is extended, then the third
highest ranking error rate of 30%
