Prosedur Permohonan Permit STA

Proses permohonan permit STA terbahagi kepada dua peringkat iaitu:

a. Pra-pendaftaran; dan
b. Permohonan Permit

a. Prosedur Pra-pendaftaran (sekali sahaja oleh pengeksport baru )

1.

Pengeksport/ Syarikat berdaftar dengan Dagang Net Technologies Sdn.Bhd.

(DNT) untuk melanggan perkhidmatan ePermit STA (untuk dapatkan ID
Pengguna dan Katalaluan);

2.

Pengeksport/ Syarikat membuat permohonan pra-pendaftaran secara atas

talian melalui http://www.mytradelink.gov.my;

3.

Permohonan disemak oleh STS/ Agensi Pelesenan yang berkaitan;

4.

Permohonan diluluskan/ ditolak oleh STS/ Agensi Pelesenan; dan

5.

Setiap permohonan yang diluluskan akan dibekalkan dengan Token

Tandatangan Digital (Digital Signature) oleh DNT.

Program Pematuhan Dalaman (ICP)

ICP adalah satu set prosedur yang perlu dikemukakan oleh syarikat sebelum
syarikat tersebut layak memohon permit pelbagaiguna dan pukal. Ia memastikan
bahawa urus niaga memenuhi peraturan-peraturan kawalan eksport yang digubal
oleh Kerajaan.

Di dalam sesebuah syarikat, ICP adalah satu komitmen yang diberi oleh syarikat
secara sukarela bagi menyokong pihak berkuasa dengan memastikan terdapat
kawalan dalaman dan prosedur yang teratur yang boleh melindungi pengeksport
daripada terlibat dengan penyebaran senjata pemusnah besar-besaran adalah
teratur. Ia memberi tahap keyakinan kepada pihak berkuasa untuk melayakkan
syarikat tersebut memohon permit pukal dan pelbagai guna yang membolehkan
pengeksportan dilakukan tanpa perlu mendapatkan permit tunggal STA untuk setiap
eksport. ICP meletakkan tanggungjawab yang lebih besar di atas pengeksport dalam
melaksanakan sistem kawalan eksport yang baik.

Permit Application Procedure

The application process is divided into two phases, as follows:
a. Pre-registration; and
b. Permit Application
a. Pre-registration Procedure ( New exporter needs to apply once only)
1.

Exporters register with Dagang Net Technologies Sdn. Bhd. (DNT) and
subscribe to ePermit (to obtain User ID and Password).

2.

Exporters submit online pre-registration application to STS and the Licensing

Agencies via http://www.mytradelink.gov.my;

3.

Application is processed by STS/ Licensing Agencies;

4.

STS/ Licensing Agencies will verify and approve/reject the application; and

5.

Exporters with approved application will be given a Token (Digital Signature)

by DNT.

b. Permit Application Procedure

1. Activation of Digital Signature by Exporter (only once by new exporter);

2. STS / Licensing Agencies will review and verify the STA permit application;
3. STS / Licensing Agencies will approve/ reject the STA permit application;
4. Details of approved application will be sent to the Customs Information
System (SMK) for validation; and
5. Approved/ Rejected applicants will be notified via online.

Internal Compliance Programme (ICP)

An Internal Compliance Program (ICP) is a pre-requisite before application for bulk

or multiple permit is considered to be approved to an exporter. It ensures that
transactions satisfy the export control regulations enacted by the Government.
An ICP within the enterprise is a voluntary commitment taken by them to support the
authorities in ensuring internal controls and procedures are in place to safeguard the
enterprise from being used by proliferators of weapons of mass destruction. It
provides the authorities some level of confidence to consider offering bulk and
multiple-use permits that allows the enterprise to carry out their exports without
having to apply for STA single permits for every export undertaken. ICP places a
larger share of responsibility in the implementation of good export control system on
the economic operators themselves.
