1. PENDAHULUAN
Proposal Teknis ini diajukan oleh PT. MIPCON PRIMA INDUSTRI untuk pekerjaan “Jasa
Penyehatan dan Reaktivasi Nitrogen Plant”. Proposal teknis ini terdiri dari deskripsi umum
pekerjaan, tujuan pekerjaan, lokasi pekerjaan, ruang lingkup pekerjaan, daftar tenaga kerja,
daftar peralatan dan bahan habis pakai, stuktur organisasi proyek, metode pelaksanaan
pekerjaan, jadwal pekerjaan, manpower planning dan HSE Plan.

2. DESKRIPSI UMUM PEKERJAAN


Pertamina RU II Dumai berencana akan melakukan penyehatan dan reaktivasi Nitrogen Plant
di Kilang Dumai. Nitrogen Plant merupakan salah satu fasilitas pendukung yang berperan
penting dalam sebuah Kilang. Nitrogen gas digunakan untuk pekerjaan drying, purging,
inerting, blanketing, pressure testing, reactor cooling down dan pipe freezing. Dengan
penggunaannya yang sangat vital dalam sebuah Refinery Plant, maka kehadiran Nitrogen Plant
yang handal sangat dibutuhkan untuk menunjang semua kegiatan operasional tersebut.

3. TUJUAN PEKERJAAN
Terlaksananya pekerjaan Jasa Penyehatan dan Reaktivasi Nitrogen sesuai dengan dengan
requirement dari Pertamina RU II Dumai secara aman, tepat waktu dan tepat kualitas.

4. LOKASI PEKERJAAN
Pekerjaan ini berlokasi di Pertamina RU II – Dumai, Provinsi Riau.

5. RUANG LINGKUP PEKERJAAN


Ruang lingkup pekerjaan yang termasuk dalam proposal ini adalah sebagai berikut:

8. PROJECT SPESIFICATION
a) Material
1) Spesifikasi Equipment dan Material yang akan disuplai mengacu kepada
Lampiran 1
b) Metode Pekerjaan
1) Pekerjaan painting sesuai dengan kriteria sebagai berikut:
- Surface Preparation menggunakan power tools
- Primary Coat sebesar 50 micron dengan menggunakan epoxy coat
- Secondary Coat sebesar 75 micron dengan menggunakan epoxy coat
2) Pekerjaan Pressure Test akan dilakukan dengan tekanan uji = 1.5 x MAWP
sesuai ASME VIII Div. I
3) Chemical cleaning hanya dilakukan pada Feed Air Cooler (300-E-90) bagian shell
side.
4) Flushing & Blowing akan dilakukan secara parsial mengacu pada ASME B 31.3
5) Kualitas hasil pengelasan (apabila diperlukan) akan dilakukan menggunakan PT
check.
6) Metode Loading untuk Molsieve dan Perlite menggunakan Manual Sock Load.
7) Cleaning Vessel dan Heat Exchanger menggunakan High Pressure Water Jet
tekanan 14000 Psi
8) Apabila dibutuhkan Mipcon akan melibatkan OEM ( Linde ) untuk assistance di
lapangan.

9. SYARAT DAN KETENTUAN PENAWARAN


a) Pekerjaan overhaul total untuk 2 unit Air Compressor (300-C-81A/B) menjadi tanggung
jawab dari Pertamina RU II Dumai. Pertamina harus memastikan 2 unit Air Compressor
dapat berfungsi dengan baik sesuai dengan Timeframe Schedule pada Lampiran 2.

b) Penggantian material hanya meliputi item pada Tabel di Point 7 Matrix Ruang Lingkup
Pekerjaan. Penggantian material sesuai dengan hasil temuan di lapangan untuk
material yang rusak dan tidak dapat dilakukan perbaikan (refurbishment)
c) Apabila pada saat pelaksanaan pekerjaan, terdapat temuan item material baru di luar
Tabel di Point 7 Matrix Ruang Lingkup Pekerjaan yang membutuhkan penggantian,
maka item tersebut akan masuk ke dalam kerja tambah.
d) Apabila terdapat sisa material yang telah disediakan, maka akan diserahkan dan
menjadi milik Pertamina RU II Dumai
e) Masa pemeliharaan selama 3 bulan semenjak Berita Acara Serah Terima Pekerjaan
ditandatangani
f) Masa garansi untuk equipment dan material supply adalah 12 bulan
g) Acceptance criteria adalah sebagai berikut:
- Purity Nitrogen yang dihasilkan mencapai min. 99.5 %
Dengan catatan parameter feed air sesuai dengan logsheet operation terakhir
Tanggal 27 Januari 2018 (Lampiran 3) sebagai berikut:
- Feed Air Flowrate (m3/h) from Air Compressor = 5200 (Nor), 6200 (Max)
- Temp. Feed Air from 2nd stage Air Compressor C-81 (oC) = 51.5 (Max)
