Menimbang : Considering :

a. bahwa untuk menjamin keamanan dan keselamatan a. that to guarantee work security and safety on oil

PERATURAN MENTERI PERTAMBANGAN REGULATION OF MINISTER OF MINING RE

TENTANG KEWAJIBAN MEMILIKI SERTIFIKAT OBLIGATION TO OWN CERTIFICATES OF
KELAYAKAN KONSTRUKSI UNTUK CONSTRUCTION WORTHINESS FOR OIL AND
PLATFORM MINYAK DAN GAS BUMI DI GAS PLATFORM IN THE OFFSHORE AREA.
DAERAH LEPAS PANTAI.

Pasal 1 Article 1

Yang dimaksud dengan platform minyak dan gas bumi
di daerah lepas pantai dalam Peraturan Menteri ini,
selanjutnya disebut platform, adalah setiap bangunan
di atas dan atau di bawah air, yang dipasang secara
tetap dan digunakan untuk operasi minyak dan gas
bumi di daerah lepas pantai.
Meant with oil and gas platform in the offshore area in
this Ministerial Regulation, to be further called
platform, is each construction on and or under the
water, which is permanently installed and used for oil
and gas operation in the off-shore area.

Pasal 2 Article 2

(1) Setiap platform termasuk yang sedang didirikan
dan yang sudah didirikan sebelum berlakunya
Peraturan Menteri ini, harus memiliki Sertifikat
Kelayakan Konstruksi yang dikeluarkan oleh
Departemen Pertambangan cq. Direktorat Jenderal
Minyak dan Gas Bumi setelah diadakan
pemeriksaan teknis atas platform tersebut.
(1) Each platform including those which are being
constructed and have been constructed before the
coming into effect of this Ministerial Regulation,
must own Certificate of Construction Worthiness
issued by Department of Mining cq. Directorate
General of Oil and Gas, after technical inspection
on the platform has been conducted.

(2) Pemeriksaan teknis atas platform dilakukan oleh
Direktorat Jenderal Minyak dan Gas Bumi c.q
Direktorat Miyak dan Gas Bumi atau dengan
bantuan pihak lain atau pihak-pihak ketiga yang
ditunjuk Direktorat Minyak dan Gas Bumi.
(2) The technical inspection on the platform in done
by Directorate General of Oil and Gas cq. Oil and
Gas Directorate or with the assistance of the third
party or parties appointed by Oil and Gas
Directorate.

Pasal 3 Article 3

Jenis pemeriksaan teknis atas platform antara lain The kinds of technical inspection on the platform
meliputi segi-segi sebagai berikut : among other cover the following aspects:

A. Penilaian perencanaan (design appraisal) A. Design Appraisal

1. Untuk keperluan penilaian diperlukan 1. For the purpose of appraisal shall be needed

 j. Spesifikasi pengelasan sambungan-
sambungan las;
k. Petunjuk operasi (operations manual);
2. Pemeriksaan atas perencanaan (design) antara
lain untuk mengetahui :
a. Faktor keamanan (safety factor) dari
konstruksi dan pondasi termasuk faktor
keamanan dalam keadaan laut yang
terburuk yang mungkin terjadi dalam
setiap jangka waktu 100 (seratus) tahun
(one hundred year return period);
b. Daya tahan terhadap kelelahan bahan
(fatigue life estimation);
c. Daya tahan terhadap gempa bumi dan
pergeseran oleh pengaruh-pengaruh lain;
d. Daya tahan terhadap getaran (vibration).
B. Pemeriksaan fisik terdiri atas antara lain :
a. Penelitian umum untuk menilai keadaan
umum platform dan dalam hal platform baru
untuk menentukan sesuai tidaknya platform
dengan perencanaan dan baik tidaknya cara
pembuatan (workship) dan pendirian
platform;
b. Pemeriksaan di dasar laut antara lain untuk
menentukan pengawasan setempat;
c. Pemeriksaan atas bagian-bagian platform di
daerah sekitar permukaan air (splash zone);
d. Pemeriksaan sambungan-sambungan las
untuk mengetahui kemungkinan retak;
e. Pemeriksaan ketebalan material pada bagian-
bagian platform untuk mengetahui
kemungkinan korosi;
f. Pemeriksaan sambungan pada bagian-bagian
platform untuk mengetahui kemungkinan
deteriorasi, rusak dan retak;
g. Pemeriksaan atas sistim pencegahan korosi;
h. Penelitian atas laporan-laporan kecelakaan;
i. Penelitian atas laporan pemeriksaan berkala
yang dilaksanakan oleh perusahaan yang
menggunakannya;
j. Pemeriksaan khusus atas kerusakan pada
platform yang pernah terjadi dan perbaikan-
perbaikan yang pernah dilaksanakan.
Pasal 4
(1) Pelaksanaan pemeriksaan teknis atas platform
diperinci sebagai berikut :
a. Pemeriksaan Permulaan;
b. Pemeriksaan Berkala;
c. Pemeriksaan Khusus.

j. Specifications of the welding work of the
welding joints;
k. Operations manual.
2. The inspection on the design among others to
know:
a. Safety factor of the construction and
foundation, including safety factor in the
worst sea condition which mat occur
within one hundred year return period;
b. Fatigue life estimation;
c. Power of resistance against earthquake
and friction by other impacts;
d. Power of resistance against vibration.
B. Physical inspection consists of:
a. General study to appraise general condition of
the platform and in the case of the new
platform, to determine whether or not the
platform is conformed with the design and
whether the workmanship and platform
construction is good or not;
b. Inspection on the seabed is among others to
determine local exhaust-ness;
c. Inspection on the platform parts in the splash
zone;
d. Inspection on the welding joints to know the
possibility of cracks;
e. Inspection the material thickness on the
platform parts to know the possibility of
corrosion;
f. Inspection the joints on the platform parts to
know the possibility of deterioration, damage
and cracks;
g. Inspection on the corrosion preventing system;
h. Study on the reports of accidents;
i. Study on report on periodic inspection done by
the operating company.
j. Special inspection on the damage of the
platform which has over occurred and the
repairs, which have ever been done.
Article 4
(1) The execution of technical inspection on the
platform is specified as follows:
a. Preliminary Inspection;
b. Periodic Inspection;
c. Special Inspection.

 (2) A. Pemeriksaan permulaan untuk platform baru (2) A. Preliminary Inspection for the new platform
terdiri dari :
a. Penilaian perencaan;
b. Pemeriksaan pada waktu platform …….
nilai sesuai tidaknya perakitan platform
dengan perencanaan;
c. Pemeriksaan pada waktu platform
didirikan untuk menilai apakah pendirian
platform serta pondasinya tidak
mengalami kelainan yang dapat
mempengaruhi kekuatan, … dan
kegunaannya.
B. Pemeriksaan Permulaan untuk platform yang
sedang didirikan dan yang sudah berdiri
sebelum berlakunya Peraturan Menteri ini
terditi dari :
a. Penilainan perancanaan;
b. Pemeriksaan fisik termaksud dalam Pasal
3 huruf B.
C. Untuk menjamin kelancaran pembangunan
platform baru, penilaian perencanaan dapat
diatur secara bertahap dengan cara pengajuan
bagian demi bagian dari perencanaan
disesuaikan dengan perkembangan
perencanaan platform termaksud. Pemeriksaan
secara bertahap dapat pula diterapkan untuk
pemeriksaan-pemeriksaan pada saat platform
dirakit dan didirikan.
(3) Pemeriksaan Berkala diatur sebagai berikut :
a. Pemeriksaan Kecil dilaksanakan selambat-
lambatnya 1 (satu) tahun dan 3 (tiga) tahun
setelah tanggal Pemeriksaan Permulaan atau
tanggal Pemeriksaan Lengkap terakhir, yang
meliputi sekurang-kurangnya pemeriksaan
atas bagian-bagian platform di daerah sekitar
permukaan air (splash zone) dan semua riser.
b. Pemeriksaan Besar dilaksanakan selambat-
lambatnya 2 (dua) tahun setelah tanggal
Pemeriksaan Permulaan atau tanggal
Pemeriksaan Lengkap terakhir, yang terdiri
dari sekurang-kurangnya pemeriksaan
tersebut pada huruf a diatas, pemeriksaan atas
bagian-bagian tertentu dari platform di bawah
air untuk mengetahui kerusakan,
pertumbuhan binatang dan tumbuh-tumbuhan
laut, korosi, pengausan dan …. lainnya yang
melekat pada konstruksi serta pemeriksaan
atas kemampuan sistim pencegahan korosi.
c. Pemeriksaan Lengkap dilaksanakan selambat-
lambatnya 4 (empat) tahun setelah tanggal
Pemeriksaan Permulaan atau tanggal

consists of:
a. Design appraisal;
b. Inspection at the moment the platform is
…. evaluate whether or not the platform
assembling is conformed with the design;
c. Inspection at the moment the platform is
constructed to evaluate whether the
platform construction and its fundament
do not suffer irregularity, which may
influence the strength, ….. and benefit.
B. Preliminary inspection for the platform
which is being constructed and which has
been constructed before the coming into
effect of this Ministerial Regulation consists
of:
a. Design appraisal;
b. Physical inspection referred to Article 3
letter B.
C. To guarantee to smooth construction of new
platform, the design appraisal can be
arranged stage by stage by submitting part by
part of the design to be adjusted stage by
stage inspection can also be applied for
inspection at the moment the platform is
assembled and erected.
(3) Periodic inspection is arranged as follows:
a. Minor inspection is done at the latest 1 (one)
year and 3 (three) years after the date of the
Preliminary Inspection or the date of the
Complete Inspection, covering at least the
inspection on the platform parts in the splash
zone and all risers.
b. Major Inspection is done at the latest 2 (two)
years after the date of the Preliminary
Inspection or the date of the last Complete
Inspection, at least consisting of the
inspection stated under letter (a) above,
inspection on certain parts of the platform
under the water to know damage the growing
of sea animals and plants (fouling),
corrosion, exhaust-ness and other debris
sticking on the construction and inspection
on the capacity of corrosion preventing
system.
c. Complete Inspection is done at the latest 4
(four) years after the date of the Preliminary
Inspection or the date of the last Complete

 Periksaan Lengkap berakhir, yang meliputi
sekurang-kurangnya pemeriksaan termaksud
dalam Pasal 3 huruf B. Hanya apabila
Direktorat Minyak dan Gas Bumi
menganggap keadaan platform memuaskan
berdasarkan hasil pemeriksaan - pemeriksaan
sebelumnya, maka Direktorat Jenderal
Minyak dan Gas Bumi dapat menentukan
keringanan atas jenis-jenis pemeriksaan
termaksud dalam Pasal 3 huruf B.
(4) Pemeriksaan Khusus dilaksanakan apabila :
a. platform mengalami kerusakan;
b. diadakan perubahan atas platform;
c. keadaan platform diragukan;
d. diadakan pelaksaan perbaikan dan perubahan
prinsipil atas platform.
Untuk keperluan Pemeriksaan Khusus perusahaan
yang menggunakan platform wajib melaporkan
kepada Direktorat Jenderal Minyak dan Gas Bumi
cq. Direktorat Minyak dan Gas Bumi segala
kerusakan yang timbul dan perubahan prinsipil
yang akan dilaksanakan.
Pasal 5
(1) Sertifikat Kelayakan Konstruksi termaksud dalam
Pasal 2 diberikan pertama kali sesudah
dilaksanakan pemeriksaan atas platform dan hasil
memenuhi syarat keamanan dan keselamatan kerja.
Sertifikat tersebut berlaku untuk jangka waktu 4
(empat) tahun.
(2) Pemberian Sertifikat Kelayakan Konstruksi yang
baru untuk setiap 4 (empat) tahun berikutnya dapat
dipertimbangkan oleh Direktorat Jenderal Minyak
dan Gas Bumi apabila Pemeriksaan Berkala
termaksud dalam Pasal 4 ayat (4) dilaksanakan,
sampai tercapainya batas umur yang direncakanan
untuk platform tersebut.
(3) Setelah batas umur yang direncakanan untuk
platform tersebut dilampaui, maka Direktorat
Jenderal Minyak dan Gas Bumi dapat
mempertimbangkan untuk memberikan Sertifikat
Kelayakan Konstruksi untuk jangka waktu
tertentu, apabila platform tersebut masih
memenuhi syarat.
Pasal 6
Permohonan pemeriksaan teknis atas platform harus
diajukan oleh perusahaan yang menggunakan platform
kepada Direktorat Jenderal Minyak dan Gas Bumi
dengan disertai :

Inspection, at least covering the inspection
stated under Article 3 letter B. Only if the
Directorate General of Oil and Gas considers
the platform condition is satisfied based on
the previous inspection results, then the
Directorate General of Oil and Gas shall
determined compensation on the types of
inspection as meant in Article 3 letter B.
(4) Special Inspection is done if:
a. the platform suffers damage;
b. change is made on the platform;
c. the platform condition is doubted;
d. principle repair and change are executed on
the platform.
For Special Inspection purpose the company
using the platform is required to report to
Directorate General of Oil and Gas, cq. Oil and
Gas Directorate on all the damage which occur on
the principle changes which will be executed.
Article 5
(1) The Certificate of Construction Worthiness
referred to under Article 2 is granted for the first
time after the inspectioning on the platform has
been carried out and the results meets the
requirements on work security and safety. The
Certificate is valid for the period of 4 (four) years.
(2) The issuance of new Certificate of Construction
Worthiness for another 4 (four) years can be
taken into consideration by Directorate General of
Oil and Gas, if the Periodic Inspection referred to
under Article 4 paragraph (4) is carried out, until
the reaching of the age limit designed for the said
platform.
(3) After passing over the age limit designed for the
said platform, Directorate General of Oil and Gas
may consider to issue the Certificate of
Construction Worthiness for a certain period of
time, if the said platform still meets the
requirements.
Article 6
The application for special inspection on the platform
should be submitted by the company using the
platform to Directorate General of Oil and Gas,
punished with:

 a. Lokasi platform dalam wilayah kerja / wilayah
kuasa pertambangan perusahaan yang
bersangkutan;
b. Nama penanggung jawab platform;
c. Data lain yang diperlukan.
Pasal 7
(1) segala biaya yang diperlukan untuk mengadakan
pemeriksaan menggunakan platform bersangkutan.
(2) Direktorat Jenderal Minyak dan Gas Bumi dapat
menentukan batas maksimum dari biaya
pemeriksaan teknis termaksud pada ayat (1) Pasal
ini.
Pasal 8
(1) Apabila platform dianggap berbahaya untuk
operasi, maka Direktorat Jenderal Minyak dan Gas
Bumi dapat melakukan tindakan-tindakan sebagai
berikut :
a. teguran untuk meniadakan bahaya termaksud
dalam jangka waktu yang ditetapkan, kepada
perusahaan yang menggunakan platform 3
(tiga) kali berturut-turut dalam jangka waktu
1 (satu) bulan;
b. Apabila teguran tersebut pada huruf a di atas
tidak diindahkan maka Direktorat Jenderal
Minyak dan Gas Bumi dapat melakukan
penghentian untuk sementara waktu
penggunaan platform sampai platform
tersebut diperbaiki sebagaimana tersebut pada
huruf a di atas;
c. Apabila tindakan tersebut pada huruf b diatas
tidak dipatuhi, maka Direktorat Jenderal
Minyak dan Gas Bumi dapat melakukan
tindakan penghentian penggunaan platform
dan mencabut Sertifikat Kelayakan
Konstruksi.
(2) Apabila platform menurut penilaian Direktorat
Jenderal Minyak dan Gas Bumi dianggap
berbahaya sedemikan rupa, maka Direktorat
Jenderal Minyak dan Gas Bumi dapat segera
menghentikan penggunaan platform tersebut dan
mencabut Sertifikat Kelayakan Konstruksi.
Pasal 9
(1) Direktorat Jenderal Minyak dan Gas Bumi dapat
mencabut atau menangguhkan pemberian
Sertifikat Kelayakan Konstruksi apabila ternyata :
a. Data yang diberikan pada waktu permohonan
Sertifikat Kelayakan Konstruksi tidak benar;

a. The platform location within the working
region/mining authority/Concession region of the
company concerned;
b. The name of those in charge of the platform;
e. Other data needed.
Article 7
(1) All expenses needed to carry out the technical
inspection on the platform are imposed on the
company using the platform concerned.
(2) Directorate General of Oil and Gas may fix the
maximum limit of the technical inspection
expenses referred.
Article 8
(1) When a platform is regarded dangerous for
operation, Directorate General of Oil and Gas
may take the following measures:
a. Warning to eliminate the said danger within
the fixed period of time, to the company
using the platform 3 (three) successive times
within the period of 1 (one) month;
b. If the warning stated under letter (a) above is
disregarded, Directorate General of Oil and
Gas may stop for the time being the
operation of the platform until the said
platform is repaired as stated under letter (a)
above.
c. If the measure stated under letter b above is
not obeyed, Directorate General of Oil and
Gas may taken the measure by stopping the
operation of the platform and revoking the
Certificate of Construction Worthiness.
(2) If the platform according to the appraisal of
Directorate General of Oil and Gas is regarded
dangerous as such, Directorate General of Oil and
Gas can immediately stop the operation of the
platform and revoke the Certificate of
Construction Worthiness.
Article 9
(1) Directorate General of Oil and Gas can revoke or
postpone the issuance of the Certificate of
Construction Worthiness, if it is proved that:
a. The data, which are given at the time of
applying for the Certificate of Construction

b. Platform tidak sesuai lagi penggunaannya di
daerah lepas pantai;
c. Telah diadakan perubahan-perubahan
prinsipil pada platform tanpa pemberitahuan
terlebih dahulu kepada Direktorat Jenderal
Minyak dan Gas Bumi cq. Direktorat Minyak
dan Gas Bumi.
(2) Sebelum Sertifikat Kelayakan Konstruksi dicabut
sesuai dengan ketentuan termaksud pada ayat (1)
Pasal ini, maka Direktorat Jenderal Minyak dan
Gas Bumi memberitahukan terlebih dahulu secara
tertulis kepada perusahaan yang menggunakan
platform dengan disertai alasan-alasannya.
Pencabutan Sertifikat Kelayakan Konstruksi mulai
berlaku 30 (tiga puluh) hari setelah tanggal
pemberitahuan tersebut diatas.
Pasal 10
(1) Perusahaan yang sedang mendirikan atau telah
menggunakan platform sebelum berlakunya
Peraturan Menteri ini diwajibkan mengajukan
permohonan pemeriksaan teknis atas platform
kepada Direktorat Jenderal Minyak dan Gas Bumi
sesuai dengan ketentuan Pasal 6 selambat-
lambatnya dalam jangka waktu 3 (tiga) bulan
sesudah berlakunya Peraturan Menteri ini.
(2) Apabila terdapat kekurangan-kekurangan pada
platform, maka dalam jangka waktu yang
ditetapkan oleh Direktorat Jenderal Minyak dan
Gas Bumi perusahaan yang menggunakan
platform wajib mengadakan perbaikan atau
perubahan, sehingga platform tersebut memenuhi
hal-hal yang disyaratkan oleh Direktorat Jenderal
Minyak dan Gas Bumi.
(3) Perusahaan yang menggunakan platform sebelum
berlakunya Peraturan Menteri ini, apabila tetap
akan menggunakan platform tersebut sebelum
dikeluarkan Sertifikat Kelayakan Konstruksi
untuk pertama kalinya termaksud dalam Pasal 5
ayat (1) wajib mengajukan permohonan izin
penggunaan platform kepada Direktorat Jenderal
Minyak dan Gas Bumi cq. Direktorat Minyak dan
Gas Bumi.
Pasal 11
(1) Apabila perusahaan yang menggunkaan platform
tidak dapat menerima keputusan Direktur Jenderal
Minyak dan Gas Bumi mengenai hasil

Worthiness are untrue.
b. The use of the platform is no longer suitable
in the offshore area.
c. Principle changes have been made on the
platform without giving prior notice to
Directorate General of Oil and Gas, cq. Oil
and Gas Directorate.
(2) Before revoke the Certificate of Construction
Worthiness in comply with the provision stated
under paragraph (1) of this Article, Directorate
General of Oil and Gas will first give written
notice to the company using the platform
accompanied with the reasons.
The revocation of the Certificate of Construction

the coming into effect of this Ministerial
Regulation.
(2) If shortcomings are found on the platform, within
the period of time as fixed by Directorate General
of Oil and Gas, the company using the platform is
obligatory to make the repair or change, so that
the said platform meets the requirements
stipulated by Directorate General of Oil and Gas.
(3) Company which has been using the platform
before the coming into effect of this Ministerial
Regulation, if it will remain to use the said
platform before the issuance of the Certificate of
Construction Worthiness for the first time as
referred to under Article 5 paragraph (1) is
obligated to submit application for the permit to
use the platform the Directorate General of Oil
and Gas, cq. Oil and Gas Directorate.
Article 11
(1) If the company using the platform can not accept
the decree of Directorate General of Oil and Gas
on the result of the technical inspection on the
