Global Gateway dan European Fund for Sustainable Development Plus (EFSD+),
inisiatif dan instrumen pembiayaan unggulan dari Uni Eropa, berpotensi memberikan
manfaat sosial dan ekonomi yang signifikan bagi pembangunan berkelanjutan global,
termasuk di Indonesia. Sampai dengan tahun 2027, Global Gateway mengalokasikan
hingga EUR300 miliar investasi di sejumlah sektor strategis, mencakup perubahan iklim,
energi, digital, transportasi, kesehatan, pendidikan, dan riset, dengan mempertimbangkan
kebutuhan negara mitra dan manfaat jangka panjang bagi masyarakat. Sementara itu,
EFSD+ berperan dalam memobilisasi investasi melalui penjaminan dan blending grants,
termasuk technical assistance untuk meningkatkan kualitas proyek dan implementasinya.
Dalam pertemuan Pemerintah Indonesia dengan Directorate General for International
Partnerships (DG INTPA) European Commission dan sejumlah institusi keuangan Eropa
yang difasilitasi oleh Uni Eropa melalui ARISE+ Indonesia pada bulan Mei 2023, kami
melihat ketertarikan cukup besar terhadap proyek-proyek berkelanjutan serta keinginan
untuk meningkatkan portofolio investasi hijau di Indonesia sebagai mitra strategis UE di Asia
Pasifik.
Menindaklanjuti pertemuan tersebut serta diskusi antara Pemerintah Indonesia dan
Delegasi UE di Jakarta pada bulan Juli 2023, Delegasi DG INTPA European Commission
akan berkunjung ke Indonesia untuk berdialog dan mengidentifikasi lebih detil peluang
kerjasama dalam kerangka Global Gateway dan EFSD+. Untuk itu, Kementerian
Investasi/BKPM mengundang Bapak/Ibu untuk hadir dalam pertemuan dengan Delegasi
European Commission pada:

Activity overview:
The EU’s Global Gateway Initiative aims to mobilize EUR 300 billion of investments from the EU to
partner countries, including Indonesia, in key areas that include the digital sector, climate and energy,
transport, healthcare, education and research by 2027. Additional resources to support energy
transition in Indonesia are available through the Just Energy Transition Partnership (JETP), which aims
to mobilise an initial USD 20 billion (EUR 19.4 billion approximately) in public and private financing over
five years.
Following an introduction to Global Gateway for investment officials from the Ministry of
Investment/BKPM and the Ministry of National Development Planning/Bappenas as part of a visit to
Europe organised by ARISE+ Indonesia in May 2023, a delegation of officials from the EU’s DG for
International Partnerships (INTPA) will visit Indonesia from 7-9 September 2023, presenting the ideal
opportunity for detailed follow-up dialogues with both ministries, as well as related entities that have an
interest in Global Gateway and related EU instruments such as the European Fund for Sustainable
Development Plus (EFSD+).
The intention is that this meeting will focus on a small selection of investment projects which Indonesia
is promoting and which are of interest to the EU’s DG INTPA and relevant to its Global Gateway
programme.

Ministry of Investment/BKPM:
Electric Vehicles (EVs) are needed to help reduce Indonesia’s carbon emissions. For the domestic EV
market to succeed, it is necessary to develop the supporting infrastructure, including the construction
of Public Electric Vehicles Charging Stations (SPKLU). This project is for an Integrated EV Charging
Station Facility in South Jakarta.

This project offers the construction of production and supporting facilities, as well as Research and
Development (R&D) for Brushless Direct Current (BLDC) electric motors and is located in Greenland
International Industrial Center (GIIC) in Central Cikarang District, Bekasi Regency, West Java
Province.
The project aims to construct a bridge connecting Batam and Bintan, which are located in the Riau
Islands province. The project will utilize a Public-Private Partnership (PPP) scheme, with a user
charge as the return of investment scheme.

The Project is located on Tiga Dihaji Dam, Komering River Basin, South Ogan Komering Ulu (OKU)
Regency, South Sumatera Province. The Project is proposed by using Unsolicited PPP through
Design, Build, Finance, Operate, Maintain and Transfer (DBFOMT) scheme. It is estimated the
project, once operational, will have an electricity generation capacity of 40 MW.

Due to the increase in waste volume entering Piyungan Landfill, the capacity of the landfill has been
exceeded. It is essential to implement appropriate waste management technology and professional
operation management to address this issue effectively. With the implementation of suitable waste
management practices, including efficient waste segregation, recycling, and disposal techniques, the
landfill's operations can be improved to handle the increasing waste volume in a sustainable manner.

The waste management facility, Manggar Landfill, located in Balikpapan City, East Kalimantan,
handles a daily waste volume of 415 tonnes. The project encompasses the design, construction,
financing, operation, and maintenance of waste processing using sustainable technology. It
involves the processing and disposal of waste, as well as generating additional income through the
sale of by-products derived from the waste treatment process.
