 BAB 1
PENDAHULUAN
 Orde Baru merupakan sebuah tatanan seluruh
kehidupan rakyat dan negara yang mana
diposisikan kepada keautentikan dalam
pelakasanaan yang berlandaskan Pancasila dan
Undang-Undang Dasar 1945. Orde Baru Hadir
untuk menjawab atas reaksi dan kritik principal
terhadap implementasi yang disalahgunakan
pada masa lalu, yang dikenal dengan
masa Orde Lama. Penjelasan tentang Orde Baru
yang utama yakni suatu Orde yang memiliki
A. LATAR BELAKANG sikap dan tekad mental yang mendalam untuk
mengabdikan kepada rakyat dan bangsa yang
dilandasi dengan Pancasila dan menjunjung
tinggi azas Undang-Undang Dasar 1945.
Berbicara Orde Baru tidak akan pernah ada
ujungnya. Kekuatan politik yang dimilikinya
tersimpan kedigjayaannya, meskipun banyak
kritik, sejak adanya pemerintahan Orde Baru.
Pemerintahan Orde Baru hadir sejak tahun 1966-1998,
dengan terbitnya Surat Perintah Sebelas Maret
(SUPERSEMAR) yang mana terjadi salah penafsiran
sebagai peralihan kekuasaan dari Presiden Soekarno
kepada Jendral Soeharto. Tepatnya pada tanggal 27
Maret 1968, Jenderal Soeharto resmi diangkat menjadi
presiden karena berdasarkan keputusan dari ketetapan
MPRS No.XLIV/MPRS 1968, sampai ditetapkannya
hasil pemilu ditanggal 10 Maret 1983 dan Presiden
mendapatkan gelar sebagai Bapak Pembangunan
Nasional. Dengan presiden Soeharto memegang
kekuasaan sebagai hasil Pidato Pejabat Presiden/Ketua
Presidium Kabinet Ampera pada Sidang Paripurna
Kabinet Ampera mengenai Pokok-pokok Kebijaksanaan
Kabinet Ampera Selanjutnya Setelah Sidang Istimewa
MPRS/1967 dan Rencana Pembangunan.
Selanjutnya, tanggal 19 April ketetapan MPRS
dan MPR sejak tahun 1973.
Kekuasan eksekutif yang pada waktu itu memiliki
dominasi kekuatan dalam pemerintahan Indonesia
yang mana telah tertulis dalam UUD 1945 pasal 5,
yang berbunyi bahwa Presiden berhak atas
pembentukan Undang-Undang atas pengesahan
dari Dewan Perwakilan Rakyat, dari hal tersebut
terlihat bahwasannya Presiden memiliki hak ganda
yakni dapat berperan sebagai Eksekutif dan
Legislatif dalam roda pemerintahan. Kiprah
gemilang Orde Baru Ketika terjadinya peristiwa
Malaria ditahun 1974 dominasi oleh kelompok
Militer dan jaringan Politik lainnya. Metode dalam
menciptakan kestabilan politik rezim Orde Baru
tidak hanya pada ranah perpolitikan dengan
kekuatan yang mayoritas partai partai yang masuk
kedalam tubuh pemerintahan seperti dengan
munculnya Golkar (Golongan Karya), PDI (Partai
Demokrasi Indonesia), dan PPP
(Partai Persatuan Pembangunan).
Namun, upaya dalam penyelarasan asas dengan menggunakan
Pancasila menjadi sortiran langkah selanjutnya bagi Soeharto dan
para jajaran didalam pemerintahan Orde Baru. Maka ide yang
direncanakan agar selaras validitas partai politik dan beberapa
organisasi sosial-keagamaan dilakukan. Ide penyelarasan pada
awalnya hanya tertuju pada partai Politik, kemudian berkembang
pada organisasi sosial-budaya dan keagamaan yang lainnya,
bahkan pada ranah pelajar dan Mahasiswa. Proses politik Orde
Baru bukan hanya tentang kekuasaan yang mendominasi pada
militer Tetapi direalisasikan dengan berbagai rencana konsolidasi
politik yang Mencakup tentang :
1) Konsolidasi Ideologi,
2) Konsolidasi sistem Kepartaian,
3) Depolitisasi massa,
4) konsolidasi teknorat,
5) Konsolidasi Birokrasi,
6) Konsolidasi Ormas, LSM, dan Gerakan mahasiswa, dan
7) Konsolidasi Pers.
 Berjalannya kekuasaan pemerintahan Orde Baru tidak dapat
lepas dari Faktor hegemoni yang melekat dan terlembagakan
dalam tubuh pemerintahan. Sebenarnya masa depan susksesi
Indonesia terhadap pemerintahan Orde Baru telah terlembagakan
bahkan banyak dukungan dan sebaliknya dalam menanggapi
pertanyaan tersebut. Didalam tubuh pemerintahan sendiri
terdapat Aktor kedua dalam mendominasi Orde Baru yaitu
Angkatan Bersenjata Republik Indonesia (ABRI). Namun,
nyatanya terjadi perselisihan dalam tubuh ABRI tetapi bukan
karena Internalnya sendiri melainkan pusat dari perselisihan itu
ada pada Soeharto sebagai presiden, pemegang kekuasaan
tertinggi sipil dan dalam Militer. Semua kelompok dan Individu
mencari pusat perhatian kepada Soeharto dengan tujuan untuk
menjadi pemenang bagi rivalitas mereka, yang akhirnya
terjadilah perpecahan. Dibalik konflik yang terjadi, Orde Baru
memiliki keberhasilan dalam menguasai aturan politik nasional
dan pada aspek Pers yang telah berjalan dalam mengikuti
dinamika keadaan politik yang menarik.
Kelas-kelas baru yang muncul pada masa Orde Baru terlahir
dari Industrialisasi yang cepat. Pemerintahan melakukan
pembangunan yang luar biasa sehingga melupakan Hak Asasi
Manusia (HAM) dan hak politik yang dimiliki rakyat yang
menyebabkan terjadinya pemerintahan Otoriter, Permasalahan
Sosial yang menjadi gugatan pada pemerintahan Orde Baru
korupsi dan penyelundupan. Perkembangan ini terus di
kontrol oleh Mahasiswa. Gerakan mahasiswa yang
mengkritisi dari segi strategi pembangunan dan
kepemimpinan pada tahun 1977-1978 yang dapat
mengakibatkan kali pertamanya beberapa perguruan tinggi
ditundukkan oleh militer. Hal tersebut diiringi dengan
dihilangkannya Dewan Mahasiswa dan diimplementasikannya
kebijakan Normalisasi Kehidupan Kampus/Badan Koordinasi
Kemahasiswaan (NKK/BKK) yang mana didalamnya terdapat
kebijakan yang mengubah susunan organisasi mahasiswa
dengan tidak mengizinkan mahasiswa turun lapangan
kedalam politik praktis,
 yaitu dengan SK Menteri Pendidikan dan kebudayaan No.
0457/0/1990 tentang pola pembinaan dan pengembangan
kemahasiswaan di dalam Perguruan Tinggi, dimana
organisasi kemahasiswaan pada tingkat Perguruan Tinggi
Bernama SMPT (Senat Mahasiswa Perguruan Tinggi).
NKK/BKK menjadi dua abreviasi yang menjadi puaka
bagi aktivis Gerakan mahasiswa pada saat itu.Setelah
diterapkannya NKK/BKK, garis perjuangan yang
ditempuh oleh Mahasiswa dengan menggunakan sarana
lain untuk menghalau sikap represif pemerintahan yaitu
dengan berbaur dan aktif di Organisasi kemahasiswaan
ekstra kampus seperti HMI (Himpunan Mahasiswa Islam),
PMII (Pergerakan Mahasiswa Islam Indonesia (PMII),
GMNI (Gerakan Mahasiswa Nasional Indonesia), PMKRI
(Pergerakan Mahasiswa Katolik Republik Indonesia),
GMKI (Gerakan Mahasiswa Kristen Indonesia) atau yang
dikenal dengan Organisasi Mahasiswa Cipayung,
didalamnya juga diciptakan ruang-ruang diskusi dan Pers
Mahasiswa.

pengetahuan kepada pendengar mengenai pelaksanaan
demokrasi di Indonesia pada masa Orde Baru.
