I. GAMBARAN UMUM

1. Kebijakan Pemerintah Republik Indonesia saat ini salah satunya adalah

percepatan pembangunan infrastruktur. Untuk mendukung dan mengimbangi
kebijakan tersebut, Polri memerlukan sarana dan prasarana komunikasi dan
informasi yang memadai dalam rangka mewujudkan situasi Keamanan dan
ketertiban masyarakat (Kamtibmas) yang aman dan kondusif serta
meningkatkan pelayanan prima kepada masyarakat;

2. Divisi Teknologi Informasi dan Komunikasi Polri (Div TIK Polri) bertugas
menyelenggarakan fungsi pembinaan dan pengembangan Sistem Teknologi
Informasi dan Komunikasi di lingkungan Polri meliputi perencanaan,
pembangunan, pengembangan, dan pemeliharaan serta penyusunan
standarisasi terhadap perangkat keras dan perangkat lunak di lingkungan Polri
guna mewujudkan Sistekinfokomlek Polri yang terpadu dan tepat guna;

3. Penggunaan teknologi drone telah menjadi pilihan dalam berbagai bidang,

termasuk kepolisian. Dengan kemampuan untuk mencapai ketinggian yang sulit
dijangkau dan memberikan pandangan yang luas dari udara, drone telah
menjadi inovasi dalam strategi penegakan hukum dan keamanan masyarakat.
Dalam konteks kepolisian, penggunaan drone menjanjikan peningkatan dalam
pengawasan, penegakan hukum, dan respon cepat terhadap kejadian-kejadian
darurat;

4. Dalam konteks ini, kajian teknis drone di kepolisian bertujuan untuk

mengeksplorasi berbagai aspek, mulai dari spesifikasi teknis dan kemampuan
operasional drone hingga kebijakan penggunaannya, serta tantangan teknis
dan etika yang terkait;

5. Kebutuhan yang diidentifikasi oleh Div TIK adalah kebutuhan akan drone yang
dilengkapi dengan kamera dan pengeras suara yang mampu menyampaikan
pengumuman untuk mengelola dan berkomunikasi dengan kerumunan dan
orang-orang yang menjadi perhatian dari jarak jauh secara efektif;

6. Penguatan Alat Material Khusus (Almatsus) Drone Taktis yang akan

memperkuat tugas Kepolisian, dalam menjalankan tupoksinya sebagai
Pelindung, Pengayom dan Pelayan Masyarakat.

II. SPESIFIKASI KUALITAS
