 LATAR BELAKANG

Memasuki era jaminan kesehatan universal (universal health coverage) dan

situasi penuh disrupsi, penyelenggara layanan kesehatan seperti rumah sakit
harus dapat mengantisipasi perubahan dengan mengedepankan digitalisasi.
Hal ini guna memastikan kemudahan pasien (masyarakat) dalam mengaks-es
Iayanan kesehatan yang bermutu tanpa adanya kendala finansial. Upaya inilah
yang dilakukan Rumah Sakit Pelni dalam lima tahun terakhir.
Digitalisasi rumah sakit bisa dikatakan juga merupakan upaya menyiapkan
smart hosqitql. Bagi
Dokter Fath, menyiapkan sumber daya manusia yang kompeten dan adaptif
adalah hal fundamental dalam menghadirkan smart hospital. Menurutnya,
resepnya adalah "building the people before building the product".
 RUMUSAN MASALAH
1. Bagaimanakah perjalanan RS Pelni menuju Smart Hospital?
 TEORI KASUS
• Dalam kasus ini RS Pelni menerapkan Teori Kaizen dimana filosofi dan
budaya yang berasal dari masyarakat jepang berupa suatu cara berfikir
untuk perbaikan dan kemajuan secara terus menerus dalam kehidupan
seseorang, keluarga, masyarakat atau lingkungan pekerjaan.
• Teori Kaizen juga menerapkan 5 R (Ringkas, Rapi, Resik, Rawat, Rajin).
• Metode ini diterapkan oleh suatu lingkungan kerja agar kondisi tetap
kondusif dan efisien.
• Didalam kasus ini juga menerapkan Teori .M.t.E Hariandja dimana teori ini
salah satu factor yg paling utama pada suatu perusahaan,oleh karena itu
sdm sangat diperlukan untuk mengelola perusahan agar efektivitas dan
efisiensi perusahaan meningkat
 PEMBAHASAN

Permasalahan Studi Kasus Rumah Sakit Pelni

Digitalisasi pelayanan kesehatan RS Pelni.Pada saaat RS Pelni menerima pasien BPJS kesehatan,RS
Pelni sempat mengalami kesulitan Dalam melayani pasien.Pada 2014, registrasi hanya terpusat di
lantai 1 dengan jumlah petugas 5 orang.Waktu tunggu pasien dari pengambilan nomor antrian sampai
terpanggil bisa lebih dari 30 menit.Padahal proses pendaftaran hanya membutuhkan waktu 5 menit.
Tahun berikutnya dilakukan penyebaran titik registrasi untuk mengurai antrian,karena jumlah
kunjungan yang meningkat.Namun ternyata inovasi ini masih kurang efektif.Ada factor
Dari 2.800 rumah sakit di Indonesia saat ini baru ada 26 rs yang menerapkan E-Medical
Record.Mungkin karena regulasi yg belum bisa mendukung dengan kuat.

Pada Rs Pelni studi kasus yang muncul yaitu aspek SDM,kemudian muncul sejumlah kompetensi dan
profesi yg dibutuhkan.kemudian kendala terkait Generation GAP,dimana dokter yang sudah berusia
tua juga harus bias diajak bertransformasi untuk menggunakan teknologi.
 PEMBAHASAN
Dalam menuju Smart Hospital RS Pelni melakukan transformasi budaya organisasi dan
memperbaiki proses pelayanan. Tidak hanya itu, RS Pelni memiliki value ratio yang baik bagi
pasien,langkah selanjutnya adalah digitalisasi. RS Pelni melakukan digitalisasi yang merupakan
upaya dalam menyiapkan Smart Hospital. Pada perubahan ini, RS Pelni juga menyiapkan
sumber daya manusia yang kompeten dan adaptif dalam menghadirkan Smart Hospital. Dalam
hal ini, RS Pelni menerapkan prinsip Kaizen yang diadopsi dari perusahaan otomotif Toyota, yang
berarti suatu proses perbaikan secara terus-menerus.
Dari situlah timbul cara kerja baru dengan dukungan teknologi informasi. Setelah menjadi RS
yang menerima pasien BPJS kesehatan, RS Pelni sempat kesulitan dalam melayani pasien.
Digitalisasi pelayanan kesehatan RS Pelni dimulai dari perbaikan akses pasien sejak datang.
Kemudian pada tahun berikutnya dilakukan penyebaran titik registrasi untuk mengurangi
antrean.
Pada tahun 2018 sendiri dilakukan optimalisasi dan evaluasi, yang disesuaikan dengan
pengguna APM antara lain pada modul pendaftaran dan perubahan jadwal pemeriksaan ke
dokter. Hingga di tahun 2019 ini sedang dikembangkan penggunaan chatbot yang terhubung
dengan APM. Kemudian, hal yang tidak kalah penting rekam medis pasien. RS Pelni telah
mengembangkan electronic medical record sejak 2018.
RS Pelni juga menjalankan “fungsi sosial”,yakni menghadirkan system plug dan play yang
diperuntukkan bagi rumah sakit lain yang kesulitan dalam pengembangan teknologi digitalnya.
Disamping itu, RS Pelni juga mengembangkan fasilitas E-Clinic.Ini semacam klinik online yang
bertujuan menghadirkan rumah sakit langsung kerumah pasien secara online.
Dalam mengembangkan rumah sakit digital,RS Pelni menghadapi beberapa tantangan yang
muncul. Agar transformasi digital ini tetap koridor,manajemen RS Pelni melibatkan tim medis dan
TI dalam merancang tata kelola digital yang baik. Pada akhir 2019,RS Pelni akan mengembangkan
Teknologi AI,khusus untuk membantu penanganan penyakit yang bisa dicegah, seperti pasien
dengan kehamilan resiko tinggi, stunting, kematian anak, dan edukasi penyakit kronis.
Digitalisasi membuat business process flow jadi lebih baik, yang berujung pada kepuasan,
kenyamanan, dan keamanan pasien
REKOMENDASI KASUS
Saran yang dapat kami berikan yaitu sebagai rumah sakit yang saat ini semakin
berkembang pasti akan mengalami kompetisi dalam hal melayani customer yaitu berupa
pasien. RS Pelni sebagai penyedia jasa kesehatan perlu menjaga dan meningkatkan
kualitas pelayanan yang diberikan sesuai dengan kebutuhan pasien untuk memberikan
kepuasan sekaligus menumbuhkan loyalitas pelanggan salah satunya adalah dalam
pelayanan rawat inap dan penggunaan mesin otomatis anjungan pendaftaran mandiri
atau APM. Kemudian melalui system kerja kaizen berbasis TI yaitu rekam medis elektronik
yang sudah di implementasikan dan integrase system TI yang juga dilakukan pada back
office. Lalu pengembangan Pelni Hospital Cloud System dimana system ini merupakan
penyimpanan aplikasi dan data yang diterapkan RS Pelni.
