Responsibility centre merupakan sebuah unit yang dipimpin oleh
manajer yang memiliki tanggung jawab terhadap unit-unit yang
dikelolanya, misalnya seorang direktur utama dari perusahaan
holding atau dari anak usahanya, direktur atau kepala divisi dari
perusahaan holding atau kepala unit dalam suatu entitas.

SISTEM PENGENDALIAN MANAJEMEN SEKTOR PUBLIK

Sistem pengendalian manajemen sebagai rangkaian sistem yang terdiri
dari suatu proses yang digunakan oleh manajemen untuk mempengaruhi
anggota organisasi agar melaksanakan strategi yang telah ditetapkan oleh
manajemen untuk mencapai tujuan organisasi.
Elemen-elemen yang memungkinkan pengendalian berjalan dengan
baik

Detector/ Suatu alat untuk mengidentifikasi apa yang sedang terjadi

sensor dalam suatu proses yang sedang dikendalikan.

Assesor/pembanding Suatu alat untuk menentukan ketepatan. Biasanya ukuran

yang digunakan adalah dengan membandingkan kenyataan.

Suatu alat yang digunakan untuk mengubah

Efektor sesuatu yang diperoleh dari assessor.

Jaringan komunikasi Suatu alat yang mengirim informasi antara

detector dan assessor serta antara assessor
dan efektor.

Mardiasmo (2009: 45) menjelaskan bahwa “sistem
pengendalian manajemen sektor publik sangat
diperlukan untuk menjamin terlaksananya strategi
secara efektif dan efisien sehingga tujuan Sedangkan Mahmudi (2007) membagi
organisasi tercapai. sistem pengendalian manajemen menjadi 2
a. Perencanaan (dua) bagian yaitu proses pengendalian
b. Koordinasi antar berbagai bagian dalam manajemen dan struktur pengendalian
organisasi manajemen.

STRUKTUR PENGENDALIAN MANAJEMEN SEKTOR PUBLIK

Pusat pertanggungjawaban sebagai budget holder, maka proses penyiapan dan

pengendalian anggaran harus menjadi fokus perhatian manajer pusat
pertanggungjawaban. “Pusat pertanggungjawaban juga dapat berfungsi sebagai
jembatan untuk melakukan buttom up budgeting atau parcitipative budgeting” (Halim
dan Kusufi, 2016:112). Mardiasmo (2009:48) menyebutkan bahwa “aturan pengendalian
dapat dibagi menjadi aturan pengendalian dan aturan pelaksanaan dan pada setiap
pusat pertanggungjawaban manajer memiliki kebijaksanaan untuk memilih dan
mengimplementasikan tindakan sehingga pusat pertanggungjawaban merupakan
bagian penting dalam pelaksanaan dan pengendalian anggaran".
Tujuan dibuatnya pusat-pusat pertanggung jawaban menurut
Mardiasmo (2009), yaitu:

a. Sebagai basis perencanaan, pengendalian, dan penilaian kinerja

manajer dan unit organisasi yang dipimpinnya
b. Untuk memudahkan mencapai tujuan organisasi
c. Memfasilitasi terbentuknya goal congruence
d. Mendelegasikan tugas dan wewenang ke unit-unit yang memiliki
kompetensi sehingga mengurangi beban tugas manajer pusat
e. Mendorong kreativitas dan daya inovasi bawahan
f. Sebagai alat untuk melaksanakan strategi organisasi secara efektif
dan efisien
g. Sebagai alat pengendali manajemen.
