1.1 The Minute of Meeting No: 2022/23 was confirmed correct. All Noted

2.0 AMENDED KM(LCP) SUBMISSION

Based on the Minutes of the Council Meeting dated 30/1/2023, MDTM has All Noted
no objection to approve the application for amended KM (LCP) with
conditions that all comments by external technical authorities must be
complied as follows; -

2.1 AKSB: commented on 11/9/2022 (DZI received on 30/1/2023); -

i. Tee-off point at existing 450 diameter AKSB mild steel pipe All Noted
located about 4.0 km from BHTM site.
ii. Proposed suction tank size to be at 36m x 41m, and elevated tank
size at 42m x 42m.
iii. To complete the water tank at phase 1 (complied)
• YC informed that based on their discussion with Pn Syida from AKSB on YC
12/3/23, the size mentioned in the letter is the size of the required lands
not the size of the tanks. YC to follow up with the official revised letter
from AKSB

2.2 JKR: to submit the requirements for TIA and RSA (Stage 1 & 2).
• YC informed that they are coordinating with RSA consultant for RSA YC
report stage 3.

2.3 JMG: commented on 5/12/2022 (DZI received on 30/1/2023) YC

• YC missed original target to comply with the four JMG requirements
before 27/3/2023. New target to be submitted by 12/4/2023

2.4 TNB: 2nd comment on 5/1/2023; - All Noted

i. To propose site/land (46mx46m) for 1-unit PPU
ii. 1-unit SSU (complied)
iii. 2 units DC Sub-station (complied)
iv. To proposed 2 units single chamber sub-station for Hypermarket
& Drive Through Restaurant each.
• Pending TNB’s feedbacks on submitted appeal with updated calculation KNS
& project title on 23/2/23. KNS to follow up with TNB.

2.5 JPS Tanah Merah: commented on 1/1/2023; -

i. Proposed Wet Pond to be at least 3% from the development area
(5% total required for OSD from the development area).
• YC has submitted an appeal on 27/2/23. YC to follow up with JPS YC
• Failing which, YC to suggest proposals to comply with the said YC
requirements. Status remained - 3

2.6 IWK: commented on 5/2/2023.

• YC to comply with 19 new comments from IWK and obtain the approval YC
letter for PDC 1.
• YC has commented on DZI proposal for the new area for NPS at Phase YC
4b due to insufficient buffer zone. YC to forward their proposal for the
new location for NPS to DZI.

3.0 BP SUBMISSION FOR PHASE 1.

3.1 Based on letter from MDTM dated 12/12/2022, full BP Approval will be issued All Noted
subject to payment of RM182,205.00 that need to be made to MDTM.
• EHSB has made payment to MDTM via cheque on 19/3/2023. All Noted
• However, MDTM has mentioned that some of the cheque was bounced. KP88/EHSB
KP88 to liaise with EHSB on the bounced cheque as follows;
i. ISF Contribution: RM 84,695.00 – bounced cheque.
ii. Deposit Kebersihan: RM 30,000.00 – bounced cheque.
• EHSB is currently preparing new cheques for the above & the payment will EHSB
be made ASAP.

4.0 PROPOSED ROAD NAMES FOR BANDAR HALAMAN @ TANAH MERAH.

4.1 KP88 informed that based on the letter issued by MDTM on 8/2/2023, the All Noted
application was given Conditional Approval. Conditions imposed; -
i. Amend proposed ‘Nama Taman’ to BANDAR HALAMAN TANAH
MERAH
ii. To get confirmation from DBP in term of the correct spelling
iii. To comply with the standard ‘papan tanda Majlis’ in term of colour
& size.
• Condition i & iii; KP88 has submitted to comply with condition i & iii to KP88
MDTM on 20/3/23. KP88 to follow up with the approval.
• Condition ii; KP88 informed that MDTM will arrange for internal meeting to KP88
check the jawi spelling. KP88 to follow up with the approval.

5.0 BUILDING PLAN PROPOSAL: COMMERCIAL UNITS (2 Story Shop

Office) @ PHASE 4a & 4b.

5.1 EHSB informed that a further direction will be given after the Amended KM EHSB
Approval is issued. Status remained - 11

6.0 EARTHWORKS

6.1 YC informed that on MDTM letter dated 1/1/2023 full approval will be issued All Noted
once payment is done as follows; -
i. Processing fees : RM 6,988.00
ii. Site visit fee : RM 120.00
iii. Deposit : RM 215,668.00 (Got discount 50%)

6.2 EHSB has received official letter from MDTM on their appeal (on 19/2/23) for YC/EHSB
reduction in earthwork deposit. Based on MDTM letter dated 12/2/23 ref:
MDTM/KJ/2022/028(07), MDTM has granted 50% discount on the Deposit
Kerja Tanah.

6.3 EHSB has made payment on 19/3/2023 via cheque but was bounced as EHSB
informed by MDTM. EHSB is currently preparing new cheques & the payment
will be made ASAP.

6.4 The above Earthwork approval is for phase 1. YC to submit the updated YC
Earthworks for overall Phases to MDTM as required. Target to be submitted
on 27/3/23 after payment for phase 1 been made & approved by MDTM.
