Pendidikan Nasional Indonesia
diselenggarakan berdasarkan jiwa UUD
1945 dan UU RI No. 4 Tahun 1950 de facto
digunakan sebagai pedoman
penyelenggaraan pendididkan, pengajaran,
dan kebudayaan untuk seluruh daerah
Negara Kesatuan RI.

Pada masa sesudah proklamasi


kemerdekaan, arah pendidikan kita menjadi
lebih jelas, meskipun hakikat dan tujuannya
pada dasarnya tetap sama, yaitu
mencerdaskan serta meningkatkan kualitas
kemampuan bangsa.
A. KONSEP SISTEM PENDIDIKAN NASIONAL
Pengertian Sistem Dan Sistem
Pendidikan Nasional

Kazik (1969:1) mendefinisikan sistem sebagai “organisme” yang dirancang dan dibangun
strukturnya secara sengaja, yang terdiri dari komponen-komponen yang berhubungan
dan berinteraksi satu sama lain yang harus berfungsi sebagai suatu kesatuan yang
utuh untuk mencapai tujuan khusus yang telah ditetapkan sebelumnya.
Sistem menunjuk kepada 2 hal pokok yaitu : 1. Sistem Fisik 2. Sistem Abstrak.

Kazik (1969:1) menyebutkan bahwa suatu system memiliki 3 unsur (komponen)


pokok, yaitu : (1) Tujuan, (2) Isi atau Komponen, (3) Proses.
TUJUAN PENDIDIKAN
NASIONAL

Tujuan pendidikan nasional dapat diciptakan sesudah kemerdekaan


karena pada masa penjajahan system pendidikannya bersifat
diskriminatif dan elitis.

Pada masa kemerdekaan, tujuan pendidikan telah mengalami


beberapa perubahan, sesuai dengan situasi pollitik yang terjadi pada
masa tersebut. Berikut adalah perubahan-perubahan yang terjadi :

1. S.K. Menteri Pendidikan, Pengajaran, DAN Kebudayaan No.


104/Bhg. 0, tanggal 1 maret 1946.
2. UU No. 4 Tahun 1950 (Pasal 3).
3. Keputusan Presiden RI No. 145 Thun 1965.
4. S.K. MPR Sementara RI No. XXVII/MPRS/1966.
5. Ketetapan No. IV/MPH/1973 (GBHN).
6. UU No. 2 Tahun 1989 (Pasal 4).
7. UU No. 20 Tahun 2003 Bab II Pasal 3.
