menegakkan hukum .
● Adanya lembaga/badan antikorupsi yang dibentuk oleh pemerintah dengan wewenang yang sangat
luas yaitu ICAC
Penegakan hukum:
● Mengangkat pejabat-pejabat yang bersih
● Gaji yang diberikan kepada pejabat ICAC 10% lebih tinggi daripada gaji pegawai negeri biasa di
Hong Kong dengan pangkat yang setara
● Menentukan imbalan dan hukuman yang berat.

o Korupsi terjadi dalam hubungan segi tiga: negara, pengusaha, dan masyarakat.
Karena itu usaha dan strategi pemberantasan korupsi harus dimulai dari ketiga
unsur tersebut.
o Pemerintah melalui penegakan hukum, tekat yg kuat, inegritas, komitmen,
kesungguhan dan keseriusan.
o Masyarakat dan pengusaha harus memberikan dukungan yang penuh terhadap
usaha-usaha yang dilakukan oleh pemerintah dalam memberantas korupsi.
 Singapura

Sama halnya di Indonesia, lahan yang paling basah‟ dan

sarat dengan praktek korupsi di Singapura adalah
Departemen Bea Cukai dan impor yang ilegal. Contoh:
film porno, kaset video, majalah-majalah hiburan

• Ada Biro Penelitian Praktek Korupsi (Corruption Practices

Investigation Bureau/CPIB).didirikan tahun 1950-an.
• Adanya Undang-Undang Pencegahan Korupsi (Prevention of
Corruption Act/PCA) sejak tahun 1960.
• CPIB telah berhasil mengungkap korupsi yang dilakukan oleh
Menteri Negara, pengacara, ahli bedah, akuntan, bahkan pekerja
rendahan di kantor pos serta bagian pengumpulan sampah.
• CPIB sebagai badan mandiri, “amat bersih”, secara teknis terampil,
secara politis berkuasa, dan dipersenjatai dengan berbagai macam
alat penyidikan serta perangkat hukum yang lengkap
