Direktorat Jenderal Perkebunan untuk menjadi data perkebunan nasional, serta data

PREFACE
Publication of The 2019 Indonesian Oil Palm Statistics is an annual publication

of BPS-Statistics Indonesia. This publication presents data of area and production on
palm oil by province and by category of producers, and the export and import of palm
oil by country of destination and by country of origin. The data sources are the result of
the Plantation Estate Survey 2019, smallholders data from Directorate General of Estate
Crops, and data compilation of custom documents from Directorate General of Customs.
Hopefully this publication will be useful for the decision makers in government

I. PENDAHULUAN
1.1. Latar Belakang
Sektor pertanian mempunyai peranan yang cukup penting dalam kegiatan

perekonomian di Indonesia, hal ini dapat dilihat dari kontribusinya terhadap
Produk Domestik Bruto (PDB) yang cukup besar yaitu sekitar 12,72 persen pada
tahun 2019 atau merupakan urutan ketiga setelah sektor Industri Pengolahan dan
Perdagangan Besar dan Eceran (19,70 persen), serta Reparasi Mobil dan Sepeda
Motor (13,01 persen).
Salah satu subsektor yang cukup besar potensinya adalah subsektor

perkebunan. Kontribusi subsektor perkebunan tahun 2019 yaitu sebesar 3,27

persen terhadap total PDB dan 25,71 persen terhadap sektor Pertanian, Kehutanan,

dan Perikanan atau merupakan urutan pertama pada sektor tersebut. s.
Kelapa sawit merupakan salah satu komoditas hasil perkebunan yang

mempunyai peran cukup penting dalam kegiatan perekonomian di Indonesia

karena kemampuannya menghasilkan minyak nabati yang banyak dibutuhkan

oleh sektor industri1. Sifatnya yang tahan oksidasi dengan tekanan tinggi dan

kemampuannya melarutkan bahan kimia yang tidak larut oleh bahan pelarut

lainnya, serta daya melapis yang tinggi membuat minyak kelapa sawit dapat
tp
digunakan untuk beragam peruntukan, diantaranya yaitu untuk minyak masak,

minyak industri, maupun bahan bakar (biodiesel)2.

Sebagai negara penghasil minyak sawit terbesar di dunia3, Indonesia
mempunyai potensi yang besar untuk memasarkan minyak sawit dan inti
sawit baik di dalam maupun luar negeri. Pasar potensial yang akan menyerap
pemasaran minyak sawit (CPO) dan minyak inti sawit (PKO) adalah industri
fraksinasi/ranifasi (terutama industri minyak goreng), lemak khusus (cocoa
butter substitute), margarine/shortening, oleochemical, dan sabun mandi.
Dalam rangka menunjang peningkatan pembangunan industri minyak sawit

1.2. Ruang Lingkup
Publikasi ini memuat data dan ulasan ringkas tentang perkembangan luas
areal dan produksi kelapa sawit yang dirinci menurut status pengusahaannya
yaitu perkebunan besar negara, perkebunan besar swasta, dan perkebunan rakyat,
serta disajikan menurut provinsi. Perkembangan ekspor dan impor kelapa sawit
Indonesia disajikan menurut jenis komoditas (kode HS - Harmonized System) dan
negara tujuan/asal.
1.3. Metodologi
Data yang disajikan dalam publikasi ini berupa tabel-tabel, gambar/grafik dan
ulasan ringkas yang berupa analisis deskriptif dengan melihat pada pertumbuhan,

seluruh Indonesia. Pada tahun 2018, terdapat penambahan cakupan administratur

perusahaan kelapa sawit dari 1.731 administratur menjadi 2.052 administratur,

sehingga dilakukan perbaikan data tahun 2018. Selanjutnya, terjadi penurunan

cakupan administratur perusahaan kelapa sawit pada tahun 2019 menjadi 2.044
administratur dikarenakan terdapat perusahaan yang tutup/tidak beroperasi.
Perubahan cakupan administratur perusahaan kelapa sawit menyebabkan series
data sebelum tahun 2018 tidak dapat dibandingkan dengan data tahun 2018 dan
2019. Selain perubahan cakupan administratur, pada tahun 2019 diimplementasikan
sistem baru yaitu SEDAPP Online yang merupakan aplikasi untuk pelaporan data
perusahaan perkebunan secara mandiri (Self Enumeration). Perusahaan yang
belum melaporkan data secara mandiri, pengumpulan data dilakukan dengan cara
wawancara langsung oleh petugas BPS ke kantor administratur, lalu data diolah
dengan aplikasi SKB Online berbasis web.
Berdasarkan status angka, data luas dan produksi tahun 2018 merupakan
angka tetap. Data luas dan produksi perkebunan besar tahun 2019, baik perkebunan
negara dan swasta, merupakan angka tetap. Sementara data luas dan produksi
perkebunan rakyat merupakan angka sementara.

Data Ekspor diperoleh dengan cara pengumpulan data berdasarkan
dokumen ekspor/Pemberitahuan Ekspor Barang (PEB) dan Pemberitahuan Ekspor
Barang Tertentu (PEBT) yang diisi oleh eksportir dan telah diberikan ijin muat oleh
Direktorat Jenderal Bea dan Cukai dan selanjutnya mengirimkannya ke BPS.
Data Impor diperoleh dengan cara pengumpulan data berdasarkan
dokumen impor/Pemberitahuan Impor Barang (PIB) yang diisi oleh importir dan
telah diberikan ijin bongkar oleh Direktorat Jenderal Bea dan Cukai dan selanjutnya
mengirimkan dokumen tersebut ke BPS.
1.4. Konsep dan Definisi
Perusahaan Perkebunan adalah pelaku usaha perkebunan warga negara Indonesia

atau badan hukum yang didirikan menurut hukum Indonesia dan berkedudukan di

Tanaman Belum Menghasilkan (TBM) adalah tanaman yang sampai pada saat

pengamatan belum pernah memberikan hasil, karena masih muda atau tanaman
sudah cukup umur tetapi belum dapat menghasilkan karena tidak cocok dengan
iklim, ketinggian tempat, kondisi tanah dan sebagainya.
Tanaman Menghasilkan (TM) adalah tanaman yang sebelum saat pengamatan
pernah memberikan hasil dan masih akan memberikan hasil, meskipun pada saat
pengamatan sedang tidak menghasilkan.
Tanaman Tidak Menghasilkan/Tua/Rusak (TTM) adalah tanaman yang sudah
tua, rusak, dan tidak memberikan hasil yang memadai lagi, walaupun ada hasilnya
tetapi secara ekonomi sudah tidak produktif lagi (produksi kurang dari 15 persen
dari produksi normal).
Produksi kelapa sawit yang disajikan pada publikasi ini berupa produksi olahan
yaitu produksi primer yang telah diolah menjadi suatu bentuk barang jadi atau
barang setengah jadi, sehingga nilai ekonomisnya lebih tinggi, dalam hal ini minyak
kelapa sawit Crude Palm Oil (CPO).

II. ULASAN RINGKAS
2.1. Perkembangan Luas Areal Perkebunan Kelapa Sawit
Pada tahun 2018, luas areal perkebunan kelapa sawit sebesar 14,33 juta
hektar dengan produksi mencapai 42,9 juta ton. Peningkatan luas dan produksi
tahun 2018 dibanding tahun-tahun sebelumnya disebabkan peningkatan cakupan
administratur perusahaan kelapa sawit. Selanjutnya diperkirakan pada tahun 2019,
luas areal perkebunan kelapa sawit meningkat sebesar 1,88 persen menjadi 14,60
juta hektar dengan peningkatan produksi CPO sebesar 12,92 persen menjadi 48,42
juta ton.

Areal perkebunan kelapa sawit tersebar di 26 provinsi yaitu seluruh provinsi

di Pulau Sumatera dan Kalimantan, Provinsi Jawa Barat, Banten, Sulawesi Tengah,
Sulawesi Selatan, Sulawesi Tenggara, Sulawesi Barat, Gorontalo, Maluku, Maluku
Utara, Papua dan Papua Barat. Dari ke 26 provinsi tersebut, Provinsi Riau merupakan
provinsi dengan areal perkebunan kelapa sawit terluas di Indonesia yaitu 2,71 juta
hektar pada tahun 2018 atau 18,89 persen dari total luas areal perkebunan kelapa
sawit di Indonesia. Pada tahun 2019, luas areal perkebunan kelapa sawit di Provinsi

Riau diperkirakan meningkat menjadi 2,82 juta hektar. Luas areal perkebunan
kelapa sawit di Indonesia menurut provinsi tahun 2019 selengkapnya dapat dilihat
pada Tabel 3.2.
Menurut status pengusahaannya, sebagian besar perkebunan kelapa sawit
diusahakan oleh perkebunan besar swasta sebesar 55,09 persen pada tahun 2018.
Lahan terbesar selanjutnya dikuasai oleh perkebunan rakyat sebesar 40,62 persen
dan sisanya 4,29 persen dikuasai oleh perkebunan rakyat. Perbandingan luas lahan
pada tahun 2019 tidak jauh berbeda dari tahun 2018. Diperkirakan sebesar 7,94
juta hektar (54,42 persen) lahan kelapa sawit dikuasai oleh perkebunan swasta,
sebesar 6,04 juta hektar (41,35 persen) dikuasai oleh perkebunan rakyat, dan 0,62
juta hektar (4,23 persen) dikuasai perkebunan besar negara (lihat Gambar B).

2.2. Perkembangan Produksi Minyak Sawit (CPO)
Produksi minyak sawit (CPO) pada tahun 2019 diperkirakan mengalami

peningkatan sebesar 12,92 persen dibanding tahun 2018 menjadi 48,42 juta ton.
Produksi minyak sawit (CPO) terbesar tahun 2019 berasal dari Provinsi Riau dengan
perkiraan produksi sebesar 9,87 juta ton atau sekitar 20,38 persen dari total produksi
Indonesia. Produksi terbesar selanjutnya berasal dari Provinsi Kalimantan Tengah
dengan perkiraan produksi sebesar 7,44 juta ton atau 15,37 persen. Produksi
perkebunan kelapa sawit di Indonesia menurut provinsi tahun 2019 selengkapnya
dapat dilihat pada Tabel 3.2.
Berdasarkan status pengusahaannya, pada tahun 2018 sebesar 59,32 persen
dari produksi minyak sawit (CPO) atau 25,44 juta ton minyak sawit (CPO) berasal
dari perkebunan besar swasta, sebesar 35,67 persen atau 15,30 juta ton dari
perkebunan rakyat dan 5,01 persen atau 2,15 juta ton berasal dari perkebunan
besar negara. Pada tahun 2019 diperkirakan sebesar 30,06 juta ton CPO (62,08
persen) berasal dari perkebunan swasta, sebesar 16,22 juta ton (33,51 persen) dari
perkebunan rakyat dan 2,13 juta ton (4,41 %) berasal dari perkebunan besar negara
(lihat Gambar C).
Sementara jika dilihat dari segi produktivitas tahun 2019, perkebunan besar
swasta mempunyai produktivitas tertinggi lalu diikuti perkebunan besar negara
dengan produktivitas masing-masing sebesar 4.445 kg/ha dan 4.417 kg/ha.
Sementara produktivitas perkebunan rakyat diperkirakan sebesar 3.436 kg/ha.

2.3. Perkembangan Ekspor Impor Minyak Sawit
Ekspor dan impor minyak sawit dirinci berdasarkan kelompok kode

Harmonized System (HS) sebagai berikut :

• Other Palm Oil (Kode HS 15119000)
• Crude Oil of Palm Kernel (Kode HS 15132110)
• Other Palm Oil Kernel (Kode HS 15132900)

2.3.1. Perkembangan Ekspor Minyak Sawit
Berdasarkan kelompok HS minyak sawit, pada tahun 2019 ekspor terbesar

adalah Other Palm Oil (HS 15119000) sebesar 69,09 persen terhadap total ekspor.
minyak sawit Indonesia Selanjutnya, kontribusi ekspor minyak sawit terbesar adalah
Crude Palm Oil (HS 15111000), Other Palm Oil Kernel (HS 15132900), dan Crude
Oil of Palm Kernel (HS 15132110) dengan kontribusi masing-masing sebesar 24,50
persen, 4,26 persen, dan 2,15 persen terhadap total ekspor (lihat Gambar D).

Total ekspor minyak sawit empat tahun terakhir cenderung mengalami

peningkatan, kecuali pada tahun 2016 yang mengalami penurunan. Peningkatan

ekspor minyak sawit terbesar terjadi pada tahun 2017 dengan volume ekspor
ht
sebesar 29,07 juta ton atau meningkat 19,44 persen dibanding tahun 2016.
Peningkatan volume ekspor tersebut tidak diiringi dengan peningkatan nilai ekspor.
Nilai ekspor minyak sawit justru mengalami penurunan sebesar 12,03 persen pada
tahun 2018 dibanding 2017 dan 12,32 persen pada tahun 2019 dibanding 2018.
Berdasarkan publikasi World Bank Commodities Price Data (The Pink Sheet) yang
dirilis pada tanggal 3 November 2020, tercatat rata-rata harga minyak sawit di
pasar dunia cenderung mengalami penurunan. Pada tahun 2017, tercatat rata-rata
harga minyak sawit sebesar 751** US$/mt. Selanjutnya terjadi penurunan harga
pada tahun 2018 dan 2019 menjadi 639** US$/mt dan 601** US$/mt.

2.3.2. Perkembangan Impor Minyak Sawit
Volume impor minyak sawit selama periode tahun 2015 sampai 2019
cenderung fluktuatif. Total volume impor minyak kelapa sawit pada tahun 2015
tercatat sebesar 7,58 ribu ton dengan nilai 4,66 juta US$. Selanjutnya pada tahun
2019 terjadi peningkatan impor minyak sawit secara signifikan dengan volume
impor sebesar 93,56 ribu ton atau meningkat 110,7 kali dibanding tahun 2018 dan
nilai sebesar 45,68 juta US$. Berdasarkan jenis HS, volume impor minyak sawit
terbesar yaitu Other Palm Oil (HS 15119000) dengan volume sebesar 87,96 ribu
ton dengan nilai 43,20 juta US$.
