Draf rencana strategi untuk wilayah yang diakibatkan


oleh Tsunami dirancang berdasarkan pada:
1. Rencana Strategi Negara Tahun Kelima 2009 dan
Rencana Strategi 2020 WV Indonesia.
2. Kebijakan-kebijakan dan Petunjuk untuk Kementrian di
Aceh [Papan Pertemuan, Feb 2005].
3. Petunjuk-petunjuk dari Rod Jackson [15 Agustus, 2005].
4. Diskusi dengan Rod Jackson di Aceh [21 Agustus, 2005]

Dasar Pemikiran/Latar Belakang N AL
1. Tidak memiliki pengalaman sebelumnya dan kementrian di Aceh.
2. Aceh telah memiliki Hukum Syariah dengan beberapa implikasinya.
3. Pemerintah Indonesia dan GAM baru saja menandatangani Kesepakatan
Damai mereka setelah konflik yang panjang. Tiga kemungkinan:
1. Jika berhasilmungkin untuk menemukan kebutuhan masyarakat
jangka panjang
2. Jika tidak berpengaruhmungkin untuk melanjutkan program di
Aceh setelah masa rehabilitasi dan recontruksi suatu perbaikan
dengan resiko tinggi.
3. Jika terjadi kemerosotan yang berartitidak ada alternatif lain selain
menghentikan operasi
4. Nias secara keseluruhan situasinya berbeda [tidak ada pemberontakan
melainkan kemiskinan]

• Memberikan Kesaksian.
1. Memperkenalkan diri sebagai organisasi Kristen
2. Tidak berinisiatif dan mengajak berbicara tentang kepercayaan tetapi
siap untuk menanggapi tentang dasar kepercayaan [Pernyataan
Kepercayaan].
3. Tidak membandingkan kepercayaan tetapi membagikan cinta Tuhan dan
panggilan Tuhan untuk mencintai yang lainnya.
4. Melayani orang-orang yang membutuhkan di Aceh tanpa mengenal
keadaan
5. Memberikan kesaksian yang tetap dan arah yang peka/tatakrama
6. Dokumen dan penyebaran cerita tentang transformasi kehidupan
7. Tidak menganjurkan perbedaan antara staff-staff di Aceh

menyadari potensi pemberian Tuhan kepada mereka.
5. Meningkatkan kesadaran masyarakat untuk metode pendidikan dan
kedisplinan sikap/ kelakuan anak.
6. Menggunakan prinsip ‘Do No Harm/ tidak haram’ di semua programnya dan
dalam memajukan perdamaian.
7. Memberikan sumber penghasilan kepada korban tsunami untuk mengetahui
dan mempergunakan gagasan dan ketrampilan mereka sendiri

Program ITR akan diadakan sedemikian rupa bahwa reputasi dan profil WV indonesia
akan diperkuat..

Dana meningkat untuk 3 lokasi ADP-ADP  memakai banyak cara pendekatan dan
kesempatan dalam masyarakat kristen dengan jelas sasaran dan strategi spesifik

Dana meningkat untuk Aceh dan Nias’low profile’ approach, not aggressive, no
intensive marketing and target, just being a receiver for funds collected from
different stakeholders.

Statement:
1. We still have 3 on-going ADPs that still needs assistance and fund.
2. All local funds raised for Aceh and Nias should not be pooled in ITR Office in order
to avoid complexity in procedure & mechanism.
3. All local funds raised for Aceh and Nias must have priority & should be treated
as WVIDN GIK

HR Strategy includes:
1. Transfer knowledge, skills and experiences are the basic principle for all staff placed in the
Tsunami affected areas.
2. There is no discrimination [different treatment-given] among local, national staff and
expatriates.
3. Local staff has high priority whereas World Vision’s identity and Core Values are still
maintained properly.
4. Staff are recruited locally as far as possible, with the first preference being Aceh or Nias as
appropriate. If necessary to obtain the appropriate level of skill recruits will be sought
nationally, and if necessary, internationally. Appointment to any position will be on the basis of
the best person for the job.

Basic Principle [additional for Tsunami affected areas]
“Considering that we are in the middle of disaster stricken community, the
presence of WV Indonesia must reflect simplicity in its life style. “

ITRT’s Program Goal:


To support disaster affected communities in developing safe and sustainable environments
where children thrive.

ITRTs primary point of entry to village communities is through a community based housing
program. World Vision will build on the housing program by continuing to work holistically in
partnership with communities at least until 2009 to:
1. support and foster the recovery of children and their families from the trauma they have
suffered, leading to a situation where children are able to thrive;
2. achieve a full level of infrastructure, economic, social and livelihood recovery
3. provide adequate health and education services and facilities
4. foster an equitable, safe and sustainable environment.

This approach supports and is in line with the Government of Indonesia’s Bureau of
Rehabilitation and Reconstruction.
OPERATIONAL STRATEGY for Tsunami Context FI

1.  Field responsibility for implementation of ITRs program resides with Zone Managers
Banda Aceh, Lhoong, Lamno, Meulabo and Nias.
2. The sectors in which ITR is operating are:
Child Protection; Economic Recovery; Education; Health; Watsan; Shelter;
Public Buildings; Infrastructure; Food Commodities, Humanitarian Protection
and Peace Building
3.  Sectoral groups is in a central office located in Banda Aceh  provide high level quality
advice to the zones in their sectors
4. Zone staff and sectoral staff work closely
5. Work more closely with local NGOs and/or community small business groups to ensure the
sustainability of the programs.
6. For those ministry that can be accommodated by our core competencies, they will be carried
out by WV Indonesia itself and for others beyond our competencies [i.e. construction], they
will be carried out in cooperation with or through other parties.
ADVOCACY & MEDIA RELATION STRATEGY for Tsunami Context

1. Our ministry must be ‘adequately covered’ by the


national media and not just international media.
2. This might give greater impacts on other WV
Indonesia ministry in Muslim areas, namely Jakarta,
Surabaya-East Jakarta and Pontianak-West
Kalimantan.
3. Peace building is also the main focus of WV
Indonesia advocacy in Aceh and Nias.

• LEGAL
1. Legally, WV Indonesia works with Department of Social Affairs. Therefore, everything
happens in WV’s service areas in Indonesia,including in Aceh must be under WV
Indonesia supervision and control.
2. All legal contracts and agreement must be signed by or on behalf of WV Indonesia.
3. HR manager of World Vision office in Aceh must be Indonesia citizenship.
4. All expatriates must have a working visa and not visa on arrival/social visit visa.
• REPORTING
1. All projects of WV Indonesia, including projects in Aceh must submit their government
reports to the Department of Social Affairs and the Provincial Government on a regular-
base.
2. The Government Report must be in line with WV Indonesia communication policies and
the content of the report must be agreed by WV Indonesia.
3. All reports submitted to Asia Tsunami Response must be copied to the National Office of
WV Indonesia

• Human Resources [staffing] L
– Expatriate
1. The number of expatriate must be as minimum as possible. It depends on positions that
cannot be fulfilled by Indonesian staff.
2. S/he must be professional where her/his capacity cannot be filled by the national staff.
3. S/he must respect and honor local culture and not initiate or invite talk about faith and any
social/culture gap with the national and local staff.
4. S/he must have plan to transfer her/his knowledge and skills to the national and local staff.
5. S/he must have good performance and promote the quality of the program
– Seconded staff
1. S/he must have good performance and promote the quality of the program.
2. S/he must have a clear image of WV Indonesia.
3. The proportion of seconded staff for managerial and operational positions must be gradually
increased based on the strict phases [shown on the table later].
4. S/he must prepare her/his replacement before leaving Aceh.
– Local staff
1. S/he must have good performance and appropriate capacity for the required position.
2. S/he must promote the quality of the program.
3. S/he must be ready to continue WV programs in Aceh.

• Funding System
1. All funding must be sent to the National Office in Jakarta to be disbursed to the offices
needed.
2. Bank approval must be signed by the appointed persons at the National Office
3. All procedures of funding disbursement must be in line with policies, regulations,
systems and procedures of WV Indonesia.
• Program
1. All programs in Aceh must be planned in line with WV Indonesia’s policies, on going
programs and strategy.
2. All programs in Aceh must empower local potential in Aceh.
3. All programs must focus on children and use community-participative approach.
4. All programs must be sustainable and must bring peace in Aceh and promote dignity.
5. As much as possible, programs must partner with local people and organizations from
the beginning for sustainability and capacity building.
6. Strategy for Aceh must include economy recovery.

1. We are faithful to the purpose for which those resources
are given and manage them in a manner that brings
maximum benefit to the Tsunami victims.
2. We ensure that our ministry activities are ecologically

competence and accept the need to be accountable
through appropriate structures for achieving these
standards.

1. Being accused of proselytization and trafficking children

1. Become a target of partial journalists and NGOs.
2. Other NGOs view WV Indonesia not as a neutral organization.

1. WV Indonesia does not ‘know’ who is behind the local organizations [the real political
players].
2. Need considerable time to empower local/other organizations that partner with WV
Indonesia, to be accountable and transparent.
3. Possibility of partnering with organizations that cannot work accountably and
transparently.
4. Possibility of policy of other organization that partners with WV Indonesia to terminate
collaboration with WV Indonesia.
• Working with the Government
1. WV Indonesia has to comply to implement Government’s policies and programs.
2. WV Indonesia is prohibited to further operate in Aceh.
3. WV Indonesia may be perceived as a government agent.
4. Possibility of partnering with government agencies that cannot work accountably and
transparently.

1. Serving in Tsunami affected areas [Aceh and Nias] must strengthen


the existence of WV Indonesia in Indonesia.
2. At this stage, we state that we will exist in Aceh at least until FY 2009.
3. As a result, currently there is no plan to open an ADP in Aceh.
4. We maximize our relief programs by scale and experience with any
possibilities of working with Local NGOs including Muslim
organizations.
5. Nias is very feasible for opening an ADP.
6. Opening MFI is a big opportunity but also a big challenge
7. All funds from National donors raised for Aceh and Nias must be treated
specifically with priority for Indonesia NRD future and should be
viewed as WV Indonesia GIK.
8. WV Indonesia must work more closely with Government
agencies and Media especially National media .
