DEBAT
1. PENGHAKIMAN

I. Hakim Pertandingan Bahas Piala Merdeka terdiri daripada wakil dari EMDC, MARA, Kedutaan Malaysia dan wakil dari
setiap Malaysian Students Association dari Universiti di Amerika Syarikat.

II. Semua pertandingan bahas pusingan awal dan pusingan kedua mestilah dihakimi oleh barisan panel hakim yang terdiri
daripada tidak kurang tiga (3) orang hakim.

III. Para hakim mestilah diberi taklimat tentang peraturan penghakiman sebelum pertandingan dimulakan.

IV. Sekiranya seseorang hakim tidak dapat melaksanakan tugas yang diamanahkan atas sebab-sebab tertentu, maka hakim tersebut
wajib memaklumkan kepada ahli jawatankuasa Piala Merdeka secara bertulis secepat mungkin.

V. Para hakim dilarang mengadili pertandingan yang melibatkan pasukan sekolah mereka sendiri. Larangan ini akan terbatal jika
tiada hakim lain pada ketika itu setelah mendapat persetujuan kedua- dua pasukan yang bertanding.

VI. Pasukan yang mendapat undi majoriti panel hakim akan diumumkan sebagai pemenang pertandingan. Markah terkumpul
setiap pasukan tidak akan dijadikan asas untuk menentukan pemenang pertandingan.

VII. Ketua Hakim hendaklah mengesahkan dan menandatangani borang keputusan pertandingan.Ketua Hakim akan mengumumkan
keputusan pertandingan bagi setiap sesi pusingan awal.Keputusan hakim adalah muktamad.

VIII. Speaker Dewan akan memungut borang keputusan semua hakim selepas keputusan diumumkan. Para hakim tidak dibenarkan
berbincang atau merujuk sesama mereka berhubung dengan keputusan yang telah dibuat.

IX. Pembahas terbaik akan diputuskan melalui sistem majoriti. Setiap hakim akan memilih seorang pembahas terbaik. Jika semua
hakim memilih pembahas berbeza, hakim hendaklah berbincang dan menentukan pembahas terbaik.

X. Semua hakim dikehendaki membuat ulasan selepas perbahasan berakhir.Hanya satu (1) minit diperuntukkan untuk para hakim
membuat ulasan.

DEBATE
JUDGES GUIDE

I. The judges for this event are the representatives from MARA, EMDC, Malaysian Embassy and representatives from Malaysian
Students Association from the schools in the United States of America.

II. The judges need to write down the names of the debaters. The team on the right of the Speaker is the Government while the team on
the left is the Opposition

III. While adjudicating, the judges are required to observe whether each debater has played his/her role. Adjudicate and award marks
immediately after each debater has delivered his/her speech. The judges should ignore whatever has been spoken once the time limit is
up i.e. 7 minutes for the Primary Speeches and 4 minutes for the reply speeches.

IV. Use the Adjudicators Comment Sheet to note down briefly the keywords/ideas for instance :

This information will help when awarding marks to the respective speakers.

V. Scoring should be done in this manner:

After listening to the debate, consider whether he/she should be categorized as Excellent, Good, Average, Fair and Poor. Then
decide on the marks and fill in the appropriate box.
Marks can be adjusted when both sides have presented their arguments.

VI. The Chief adjudicator will then collect the adjudicators score sheets.

a. The Chief adjudicator will determine the winning team and Best Speaker based on the score sheet.

b. The Speaker will then invite all adjudicators to give their comments on the debate in the areas of Substances, Strategy, Style
and Language respectively.

c. The Chief Adjudicator will give his/her comment before announcing the Best Speaker and the winning team.

1. Peraturan Pemarkahan

1.1 Pembahagian Markah Pidato Bahagian Pertama

A. Idea / Isi (30 markah)

Peserta pidato akan diadili dari segi pengutaraan tiga idea/isi. Isi/idea hendaklah bernas yang disokong
oleh data/bahan yang tepat/logik sebagai peneguh huraiannya.

Huraian 4 markah
Data / contoh 3 markah
Markah penuh bagi setiap isi/ idea ialah 9 markah (9m x 3 = 27 markah + 3 markah takrifan tajuk =
30 markah).


B. 4.5.1.2 Bahasa (20 markah)

Peserta pidato akan diadili dari segi bahasa yang jelas, baku (struktur dan sebutan), gaya bahasa
yang berkesan dan tepat dengan maksud yang hendak disampaikan.

C. Penyampaian dan Persembahan (50 markah)

Peserta pidato akan diadili dari segi persembahan yang lancar dan menyakinkan, gaya yang menarik
dan susunan isi yang tertib. (Pergerakan tangan yang keterlaluan tidak digalakkan dan akan
menjejaskan markah persembahan)

Intonasi dan nada yang sesuai. (nada suara yang tinggi, menjerit, menyanyi, berlakon, dialog,
bersyair tidak dibenarkan dan akan menjejaskan markah persembahan)

Peserta pidato WAJIB memberikan salam terlebih dahulu sebelum memulakan pidato. Peserta juga
digalakkan memberikan kata alu-aluan selepas memberi salam. Lima markah maksimum akan
dipotong jika peserta menyentuh isu sensitif/menunjukkan pelakuan/ tutur kata yang kurang sopan.




1.2 Pembahagian Markah Pidato Bahagian Kedua (Spontan)

A. Isi (40 markah)

Peserta pidato akan diadili dari segi pengutaraan dua idea/isi. Idea/isi hendaklah bernas/logik dan
dihurai dengan jelas.

Huraian 10 markah
Data / contoh 4 markah
Markah penuh bagi setiap isi/ idea ialah 19 markah (19m x 2 = 38 markah + 2 markah takrifan tajuk
= 40 markah).


B. Bahasa (30 markah)

Peserta pidato akan diadili dari segi bahasa yang jelas dan baku (struktur dan sebutan), gaya bahasa
yang berkesan dan tepat dengan maksud yang hendak disampaikan.


C. Penyampaian dan Persembahan (30 markah)

Peserta pidato akan diadili dari segi persembahan yang lancar dan menyakinkan, gaya yang
menarik dan susunan isi yang tertib. (Pergerakan tangan yang keterlaluan tidak digalakkan
dan akan menjejaskan markah persembahan)

Intonasi dan nada yang sesuai. (nada suara yang tinggi, menjerit, menyanyi, berlakon, dialog,
bersyair tidak dibenarkan dan akan menjejaskan markah persembahan)

Peserta pidato WAJIB memberikan salam terlebih dahulu sebelum memulakan pidato. Peserta juga
digalakkan memberikan kata alu-aluan selepas memberi salam. Lima markah maksimum akan
dipotong jika peserta menyentuh isu sensitif/menunjukkan pelakuan/ tutur kata yang kurang sopan.





2. Panduan Kepada Panel Hakim

A. Peserta pidato setiap bahagian akan diadili dari segi isi/idea, bahasa dan persembahan. Panel hakim tidak
boleh terpengaruh dengan reaksi emosi/tepuk sorak penyokong.

B. Panel hakim diingatkan agar tidak memilih peserta pidato yang membaca nota/teks, menyentuh isu sensitif,
menggunakan bahasa yang kurang sopan dan tidak sempat membuat kesimpulan (semua kesalahan
tersebut/mana-mana satu daripadanya) sebagai pemenang tempat pertama, kedua dan ketiga.

C. Keputusan panel hakim adalah muktamad.

1. Judge's Roles and Responsibilities

A. Read the entire Judge's Orientation Package to ensure you are familiar with the special procedures members are taught.
Please keep in mind that these special procedures are not rules, but offer general information of what is expected.
Contact a member of the organizing committee if you have questions (See the information letter on the front of the
package for the name of the contact person).

B. Organizers will provide score sheets for you (a sample has been included in this booklet). Each speaker gives one
prepared speech and one impromptu speech. The prepared speech is marked out of a possible 150 points. The
impromptu is out of a possible 50 points. The total maximum score is 200. The scores are to help you rank the speakers
(first place, second place and so on). Below are some general guidelines to help you score the competitors:
Base decisions on facts and material presented and not your own personal opinion. Be impartial.
Evaluate each speech using the following points:
Did I listen? Why?
Did I lose my train of thought? Why?
Was I convinced? Why?
Will I remember this speech? Why?

C. Use the score sheet to score and rank each speaker. The score sheet is a guide to help you evaluate each speaker and
does not have to be filled in completely if you choose not to do so.

D. Deduct any time faults that the timer gives you at the end of the competition. You must deduct these time faults before
totaling the scores and ranking the speakers.

E. Notify competition officials of any concerns you may have before you tally your scores.

F. Break your own ties in ranking. (For example, you cannot have two speakers tied for third place. You must decide
between the two competitors and place one as third place and one as fourth place).

G. Double-check your addition and place rankings on the placing sheet. Give only your placing sheet to the tellers.
Destroy your score sheet(s) and give them to the competition organizer.

H. Do not converse with other judges.

2. Comment Guidelines
A. Provide written comments to all speakers on the comment sheets.
B. Keep comments in point form to save time and avoid writing lengthy sentences.
C. Maintain the self-esteem of the speaker during the evaluation process.
D. Respond in terms of the speaker's effect on you; use personal statements.
E. Begin and end your comments with something positive about the member's work.
F. Give honest and guiding feedback.
G. Ensure that the tone of your feedback indicates a true desire to help the member.
H. Focus your evaluation on items that the speaker can do something about.
I. Provide specific suggestions for improvement but reinforce with positive comments.
J. Emphasize the speaker's strengths as you see them.
K. Describe behavior by quoting the speaker's exact words or describing specific actions, voice tone and body language.
L. Encourage and aid the development of the speakers. Emphasize the educational value of the experience, so that
winning is not the sole purpose of involvement in Merdeka Cup public speaking.
M. Emphasize that content is as important as delivery. You will have approximately three minutes to write your
comments following each speech. Be prepared to remain after the competition to briefly explain comments to speaker,
if requested. You may be called upon to give general comments to the audience on behalf of the other judge.
