semacam standard industri.
Aktualita
atau ramuan bahan yang berupa bahan tumbuhan,
bahan hewan, bahan mineral, sediaan sarian
(galenik) atau campuran dari bahan tersebut, yang
secara turun-temurun digunakan untuk pengobatan
berdasarkan pengalaman.
Rp 7,2 triliun. Angka ini terus membaik sampai di
tahun 2010 sudah menembus Rp 10 triliun. Bila pada
tahun 2012 angkanya mencapai Rp 12 triliun, maka
diharapkan tahun ini mampu mencapai Rp 15 triliun,
lebih tinggi dari pencapaian tahun 2012 yang sudah
naik lagi menjadi Rp 14 triliun.
Mengurangi Ketergantungan Impor
Berada dalam satu kelompok industri,
apabila membicarakan industri kosmetika, maka
karakteristiknya adalah termasuk industri padat
karya yang menyerap banyak tenaga kerja khususnya
wanita, sifatnya mengikuti trend pasar, sehingga
kerap berubah-ubah setiap tahunnya mengikuti
trend pasar. Kendati bahan bakunya bersifat
alamiah, tetapi 99% bahan baku industri kosmetik
masih diimpor.
Ketergantungan impor untuk bahan baku
industri kosmetika masih tinggi, sehingga kami
bawah wewenang Kemenperin. Tujuannya kami ingin
mengurangi ketergantungan impor, kendati kami
sangat berharap industri pendukung dan penyedia
bahan bakunya juga harus bertumbuh, ungkap Toeti
Rahajoe selaku Direktur Industri Kimia Hilir Ditjen
Basis Industri Manufaktur, Kemenperin.
Aluminium Khlorhydroksi, Ammonium Sulfida, Asam
Merkapto Asetat, Asam Oksalat, Asam Paraamino
Benzoat, Diaminofenol, Diklorofenol, Etoksietil,
Metoksisinamat, Formaldehyde, Glisene Pramix
Benzoat, Metanol, Natrium Hidroksida, Light Kalsium
Menghadapi terbentuknya Masyarakat Ekonomi
ASEAN (MEA) bulan Desember tahun 2015, maka
pemerintah masih menyisakan sejumlah pekerjaan
rumah sesuai kewenangan masing-masing. Sebab
kendati industri kosmetika sendiri sebenarnya
sudah sejak tahun 2011 diliberalisasi, maka vocal
point-nya ditentukan oleh Kementerian Kesehatan
(Kemenkes). Sesuai wewenangnya, BPOM melatih
para pengusaha (khususnya UKM) dalam hal CPOTB
(Cara Produksi Obat Tradisional yang Baik) dan juga
CPKB (Cara Buat Kosmetika yang Baik).
Di Kemenperin juga sudah dibagi dalam tiga
direktorat teknis.

The Jamu industry turnover has continously
increased from year to year, which in the year 2006 it
reached Rp 5 trillion, and in the year 2008 it reached
Rp 7.2 trillion. This amount continued to increase and
in the year 2010 it reached more than Rp. 10 trillion. As
in the year 2012 the figure amounted at Rp 12 trillion,
it is expected that this year it could reach Rp 15 trillion,
higher than the figure of the year 2012, which went up
again to Rp 14 trillion.
Reducing the Import Dependence
As one of industry sector, as far as the cosmetics
industry is concerned, one of its characteristics is a laborintensive industry that absorbs lots of workers, especially
women. It also follows the market trends, frequently
changing from year to year following the market need.
Although the raw materials are natural materials, but
99% ofcosmetics raw materials are still to be imported.
Dependence on imported raw materials for
cosmetics industry is still high, so we expect that the
development of this industry will be under the authority
of the Ministry of Industry. Our objective is to reduce
the dependence on imports, while we also expect that
supporting industries and providers of raw materials
should also grow, said Toeti Rahajoe, Director of
Downstream Chemical Industry, Base Manufacturing
Industry Directorate General, Ministry of Industry.
The raw materials to be imported, among others
are Khlorhydroksi Aluminum, Ammonium sulfide,
mercapto Acetic Acid, Oxalic Acid, Acid Paraamino
Benzoate, Diaminofenol, diklorofenol, Etoksietil,
Methoxycinnamate, Formaldehyde, Glisene Pramix
Benzoate, Methanol, Sodium Hydroxide, Light Calcium
Carbonate, and Capobhol. Meanwhile cosmetic raw
materials that can be supplied by local market and using
the natural resources exploited from Indonesia homeland
are, for examples, turmeric, ginger, and beras kencur
for drink. There are also lulur (scrubs) and Mangir for
skin care, as well as aloe vera and merang for hair tonic.
There are many that do not understand that so many
products has been already made by local producers but
still many business players prefer to import the similar
products.
Facing the establishment of the ASEAN Economic
Community (AEC) in December 2015, the government
still leaves a number of homeworks for some related
authorities. Despite the cosmetics industry itself has
already been liberalized since 2011, the vocal point for
the development of jamu industry is determined by
the Ministry of Health (MoH). In accordance with
its authority, BPOM trains the business players or
entrepreneurs (in particular SMEs) in terms of the Good
Production Process ofTraditional Medicine and also the
Good Production Process to Produce Cosmetics .
At the Ministry of Industry, there are three technical
directorates involving in jamu industry. For SMEs
producing jamu and traditional medicine, the supervision
and development supports are under the Directorate
General of Small and Medium Industry. Whereas, for
the raw materials dealing with traditional medicine
are under the supervision of the Directorate General
of Basic Chemical Industries. The Directorate General
Downstream Chemical Industry provides assistances
and supports in improving their skills in the form of
capacity building within their authority and existing
budget. We also issue a business license and permit

ASEAN members namely Thailand, Cambodia, Laos,
Vietnam, and Myanmar have done. The first countries
implementing this directive are Singapore, Brunei,
Malaysia, and the Philippines. The directive applies to
all 10 ASEAN countries, so when implemented in each
country there are some that describe the uniqueness of
each country.
The essence of this directive is that there is a change
in paradigm. Previously the government was responsible
for products marketed as cosmetic products to be sold
should be registered, and starting in 2008 the registration
has no longer been required, and replaced by notification
scheme. Previously the term was called pre-approval,
but now manufacturers simply inform (notification)
the products that will be marketed. But to be able to do
notification, there is the condition that the products to be
should should have a list of Product Information, that
is a Product Information Document which is commonly
abbreviated as (PID) or Product Information File.
The PID should briefly include the company
responsible for marketing the product, including the
partywhich is responsible for the product safety, the
ingredients, claims and adverse effects of the use of
the product are also included. It also includes the
manufacturing process of the products, product safety
evaluationincluding finished products for consumers.
So the company doing notification should also make its
own declaration/self declaration that it has produced
the product with GMP standard.
For those who already have a GMP certificate, it
can be directly written or they can give a copy of it.
But for those who do not have, they should declare that
they have producedtheir cosmeticsproducts following
GMP guideline, and the declaration must be signed
by the highest position authority in the company. So
the two conditions must be fullfiled namely having a
Product Information Document (PID) and they have to

luar negeri termasuk negara-negara anggota Asean,
berpuas diri. Upaya menambah pengetahuan
di bidang peningkatan kualitas produk natural
dilakoninya dengan mengikuti pendidikan di
Balanda. Bahkan, sepulangnya dari negeri kincir
angin itu, ia bersama karyawannya, memperoleh
tambahan pengetahuan dari tenaga ahli Belanda
yang berkunjung ke Bali dengan sponsor pemerintah
Belanda. Tidak hanya itu, sebelum memperoleh
bantuan tenaga ahli Belanda, PT Bali Alus juga
mendapat bantuan tenaga ahli dari Perancis.
Menjawab pertanyaan apakah keseluruhan
produksi PT Bali Alus diarahkan untuk konsumsi
ekspor, Kadek Eka Citrawati menjawab, separuh atau
50% dari hasil produksinya memang untuk pasar
ekspor sedangkan sisanya atau 50% memenuhi
pasar dalam negeri. Dia mengakui, pasar produk
tergolong cukup baik. Peluang pasar lokal yang
cukup besar sementara harga jual yang terjangkau
masyarakat, mengakibatkan penjualan produk kami
tahun 2015, ia mengajak sesama anggota Perkosmi
Bali untuk lebih meningkatkan daya saing, sekaligus
penyempurnaan pengemasan.
Ia mengakui,

Answering the question of whether the overall
average sales turnover has increased by 10 to 15 % per
year, she said.
By seeing such market conditions, the product
marketing of Perkosmi members in Bali and the
surrounding area has run smoothly. She said that
the products of PT Arjuna Yoga Sakti itself, such
as soaps, body butter, body scrub, and so on, have
not experinced the competition, though the type
of products are the same but the recipes are really
different. The sales turnover of PT Arjuna Yoga
Sakti that amounted at Rp. 1.2 billion in 2012
increased to Rp 1,224 billion in 2013. For the year
2014, the sales turnover is expected to rise by 7-10%,
said Ida with full of proud.
The increasing sales turnover by 7-10 % will be
very possible. It is due to the fact that the products of
PT Arjuna Yoga Sakti have entered the global market
since 2008. The export activity to Germany, Japan
and Poland has been carried out since 2008. Going
forward, added Ida, eventhough has been successfully
penetrating the export market, she still expects the
government supports to help expanding the export
market to other countries through exhibitions abroad.
At the same time, the training for human resources
to increase product quality as well as production
capacity is also expected from the government.
The optimistic tone related to the readiness to
compete when the implementation of ASEAN single
market in 2015 was also expressed by Kadek Eka
Citrawati, an architectural engineer graduated from
the University of Udayana. She -the Directur of PT.
Bali Alus- admitted that the herbal and cosmetics
products from Bali are not inferior in quality compared
to similar herbal products from Asean member
countries. The abundant availability of natural
resources as raw materials is a major factor for local
products to be able to compete with similar products
imported, including from Asean region. Similarly,
the availability of competent human resources could
improve the local product competitiveness, and it is
expected to be ready to compete in ASEAN single
market, explained Kadek Eka Citrawati to Kina
magazine in her office recently.
She added that the entry of foreign similar
products including from ASEAN member countries,
does not need to worry about, because since a few
years ago the product of PT Bali Alus such as body
mist, body scrub, and others has penetrated foreign
markets of Singapore, Japan and Germany.
Although her companys products have entered
the export markets, but for this woman, it does
not make her feels satisfied. The effort to increase
knowledge related to the improvement of natural
product quality was carried out by taking courses
in Dutch. Even, after returning from Netherland,
together with her employees she obtained additional
knowledges from the Dutch experts who visited Bali
with the Dutch government sponsorship. In addition,
before obtaining additional knowledges from
Netherlands experts, PT Bali Alus was also received
expert assistance from France.

Dengan proses produksi yang baik, produk bulu
mata imitasi Best Lady banyak disukai konsumen.
Menurut Budi, produk bulu mata imitasinya memiliki
sejumlah keunggulan, seperti produk lebih natural
sehingga konsumen serasa tidak memakai bulu mata
imitasi.
Saat ini, setiap hari Best Lady mampu
memproduksi minimal 6.000 lusin bulu mata imitasi
dan koleksinya sekitar 3000 model. Model yang
diproduksi disesuaikan dengan permintaan pasar,
kata Budi.
Untuk memenuhi pesanan pembeli, Budi juga
menjalin kemitraan dengan masyarakat di sekitarnya
di wilayah Purbalingga hingga wilayah Banjarnegara,
Wonogiri, Magelang dan Purworejo. Jumlah mitra
sudah mencapai 155 unit yang menyerap tenaga kerja
7 20 orang setiap unitnya.
Agar kualitas produk yang dihasilkan mitra
memenuhi standar, Budi membekali ketrampilan

pihak pembeli asing.

Best Lady was established by Budi Wibowo in
1989. The company was established to continue my

By recruiting back 70 workers, the former

Best Lady.
By considering the high demand of faux
eyelashes and also the limited number of
manufacturers producing faux eyelashes, so we
decided to produce faux eyelashes to meet the market
demand, said Budi. The faux eyelashes that are
produced then is given Jolly brand, an abbreviation
of the word ojolali, meaning do not forget.
Due to the quality of the product are very
satisfactory, the order of these products continues to
increase and Budi decided Best Lady to focus on the
production ofeyelashes.
In producing faux eyelashes, the main raw
materials required are thread of eyelashes and hair,it
can be real human hairs or synthetic. The raw
material is mostly obtained from local sources. The
raw material is processed through several steps to be
the final product of faux eyelashes, he said.
The first step of producing faux eyelashes is the
sorting process of hairs, particularly human hair
material. Only the strong and thick hairs are selected.
The selected hairsare then given a specificchemical
material to straighten and eliminate the germs.
The following step, the hairs are cut according to
the length eyelashes that will be produced and then
assembled by using special thread. The maximum
length of faux eyelashes produced by Best Lady is 15

desain karya sendiri justru banyak diminati konsumen,
ujar Nina. Ia menambahkan, dalam sebulan Kenes

Ketika ditanyakan siapa saja pesaing produk

Namun sebaliknya, permintaan malah tambah

Membidik Laba
Keripik Singkong
Pelaku usaha kudapan keripik
singkong tak terhitung banyak nya
di negeri ini. Selain telah menjadi
camilan favorit di masyarakat, para
pelaku Industri Kecil dan Menengah
(IKM) tertarik dengan laba yang
diperoleh dari berjualan keripik
singkong.
peralatannya, dia sanggup membuat keripik
singkong tersebut, kata Suhardi.
Setelah alat produksi dan bahan baku siap, tepat
tanggal 10 Januari 2010 Suhardi mulai berproduksi di
sisa lahan sebesar 68 meter persegi yang terletak
di belakang restorannya.
Dia juga mengkreasi
keripik singkong dalam berbagai varian rasa seperti
barbekyu, keju, manis strawberry, manis jeruk, dan
lainnya.
Di bulan pertama Suhardi bisa menjual 150
kilogram keripik singkong, hanya dengan satu orang
karyawan. Lama-kelamaan usahanya berkembang.
Keripik singkong bermerk Se8 (baca: Selapan) saat
ini dapat terjual hingga 1.000 kg setiap bulannya.
Kata Suhardi, kini usahanya dapat meraup omzet
Rp 45 juta per bulan dan mempekerjakan karyawan
sebanyak delapan orang. Tenaga kerjanya diambil
dari warga sekitar rumah. Ini supaya orang-orang di
kampungsaya, Selapan, bisa bekerja dan mendapat
penghasilan, imbuhnya.
Supaya bisnis camilannya kian berkibar, bapak
tiga anak itu rajin mengikuti berbagai pelatihan usaha
seperti kursus wirausaha, seminar, dan kelas khusus
yang memberi edukasi cara memasarkan produk.
Salah satu bank BUMN terbesar pernah memberikan
workshop Wirausaha Mandiri kepadanya lantaran
Keripik Se8 terpilih sebagai salah satu 20 IKM
terbaik dalam ajang tersebut dan berhak mendapat
pendampingan usaha selama enam bulan.
Suhardi bilang, Sriwijaya Exhibition yang
diadakan di Plasa Pameran Kemenperin, Jakarta,
awal April 2013, merupakan kali pertama dia ikut
serta dalam pameran yang menggelar produk-produk
unggulan daerah Sumatera Selatan. Kedepan, saya
akan sering ikut pameran seperti ini, ujarnya.
Ditambahkan,
keikutsertaannya
dalam
pameran merupakan peran dari Dinas Perindustrian
Perdagangan (Disperindag) Kota Palembang yang
ingin mengangkat produk keripik singkong asal Bumi
Sriwijaya agar dapat bertaji di daerah lain. Citacita saya bahkan masuk ke pasar internasional,
tegasnya.
Berkat Disperindag Kota Palembang pula, kata
Made in Indonesia
Hotel Sintesa Peninsula dan Duta Hotel.
Suhardi menilai kinerja pemerintah daerah
dalam pembinaan IKM di Palembang cukup baik.
Sayang, bantuan dan pembinaan yang diberikan oleh
pemerintah kurang dimanfaatkan secara maksimal.
Dia mencontohkan, ada beberapa IKM yang
menerima bantuan peralatan produksi namun tidak
digunakan secara maksimal. Kalau ternyata alat itu
menganggur, lebih baik pemerintah menarik bantuan
tersebut untuk diberikan ke IKM lain, ujarnya.
Ada juga IKM yang enggan menggunakan
peralatan produksi bantuan pemerintah karena
kecanggihan alat tersebut. Kata dia, sayang alat
tersenyum.

As an Indonesian company applying the production technology of industrial
machineries, particularly for bottle packaging, pouch (plastic packaging
of standing refill), packing bags and sachets, one of the challenges faced
by Kuroma Engineering, is how to adjust the production capability to be
balanced with the capability of human resources involved, given the nature
of the industry that is continously developed to follow the demand of
technology coming from end users

The Competitiveness
She added that to face the competition in the
ASEAN level following the implementation of the
ASEAN Economic Community (AEC) in December
2015, actually the Indonesias leather-based footwear
products has been able to compete. Supported by the
potential of leather raw materials of about 606 million
square feet and 341 million square feet of growth
rate per year, and the level of fulfillment of factory
capacity for leather reaches 75 %, in fact Indonesia has
the potency to take control market more than today,
reaching only 3.3 percent of total world production of
footwear.
For leather-based products the competitiveness
of Indonesian products is actualy quite good, but for
synthetic products, Indonesia still relies on import. In
addition, there are not many Indonesian brands for
shoes that are able to control the world market yet.
Therefore, one goal of long-term road map for national
footwear industry is to make the national brands
dominate the domestic and regional markets. Thereby
it is expected that the contribution of shoes industry
will be more significant in the national economy, she
explained.
Facing the challenges ahead, BPIPI has also
carried out a number of efforts to increase the Footwear
industry structure and also the role of research
institutions (research & development) as a business
player facilitator in technology development, design,
product quality and human resources capabilities. That
is why BPIPI as technical services unit (UPT) deals
with the managerial improvement, the efficiency of
the production process, quality, and national footwear
product design through five primary mission consisting
of training, consulting, R & D, market access, product
testing laboratory and certification.

Asean Single Market 2015 will no longer apply, exactly the next year.
he implementation of the
Asean Single Market in 2015
which has been agreed by the
leaders of ASEAN member
countries aims to create a single market
and unify the production base where there
will be free-flow of goods, services, factors
of production, capital investment and,
in addition to the elimination of tariffs
on trade between ASEAN countries.
Asean Single Market is essentially a tool
and vehicle allowing the expansionof the
market among the economic actors in each
ASEAN member countries. Furthermore,
it allows for investment cooperation, joint
ventures, and so on;and when optimally
exploited it would be a great opportunity
to the business development among
business players in their respective ASEAN countries.
Of the remaining time that is fairly short,
the question is whether national business players
have already prepared to take advantage of the
opportunities available in their respective ASEAN
countries? For those who have proved themselves to
be able to compete in the global market, the ASEAN
single market is not something that needs to be feared.
At least, business environment, the rules of the
games, the market characteristic, etc. in each country
has already been well-understood. On the contrary,
for those in which their competitiveness needs to be
significantly improved, then the remaining time will
be an arena of candradimuka or struggling arena to
strengthen and upgrade the competence and capability
of the national business players, especially small and
medium industries or SMEs.
To strengthen and upgradethe SMEs, of course
it is not only the responsibility of the business player,
but also all related government institutionssuch as
the Ministry of Industry including all Work Unitsof
Center Hall for Industrial Research and Development.
One of the Center Hall for Research and Development
contributing significat role in developing SMEs in
Yogyakarta and other cities in Indonesia is Center
Hall for Industrial R&D in Leather, Rubber and
Plastics which is located at Jalan Sokonandi No. 9
Yogyakarta.
According to Ramlan Subagyo, Head of Center
Hall of Leather, Rubber and Plastics (BBKKP)
Yogyakarta, his institution conducts the research,
development, standardization, calibration and
upgrading competence in the field of leather, rubber
and plastic industries. Its vision is to be the center

garasi mobil rumah orang tuanya di kawasan Menteng,
Jakarta menjadi sebuah kelompok usaha modern yang
mempekerjakan lebih dari 4.500 orang tenaga kerja.
Cikal bakal bisnis perawatan kecantikan Martha
sebetulnya telah ia rintis ketika mendampingi
sang suami Henry Alexis Rudlof Tilaar menempuh
Academy of Beauty Culture-Bloomington Indiana. Usai
menempuh pendidikan kecantikan, Martha sempat
bekerja di sebuah salon kecantikan di AS hingga
akhirnya pada tahun 1969 Martha bersama suami
kembali ke Indonesia.
Sejak awal menjalankan usaha salon kecantikan
pada tahun 1970, Martha telah menggunakan produk
perawatan wajah buatan (racikan) sendiri yang
berbasis herbal seperti masker, bedak dingin dan lainlain. Ternyata salon kecantikan Martha yang berlisensi
salon kecantikan AS itu banyak diminati kalangan
kalangan ekspatriat, bisnis salon kecantikan Martha
terus berkembang, jumlahnya pun terus bertambah.
Sebagai pengusaha berlatar pendidikan guru, Martha
yang dikaruniai empat orang anak berusaha memenuhi
kebutuhan tenaga kerja untuk salon kecantikannya
dengan cara mendidik sendiri para calon tenaga
kerjanya. Pada tahun 1976 Martha secara resmi
mendirikan sekolah Puspita Martha School of Beauty
yang melahirkan tenaga-tenaga terampil di bidang
perawatan kecantikan yang profesional dan handal.
Seiring makin berkembangnya bisnis salon
kecantikan, Marthapun pada tahun 1977 mulai
berupaya membuat produk perawatan kecantikannya
secara modern dengan mendirikan PT Martina Berto.
Walaupun kegiatan produksi masih dilakukan
Pesona, Biokos Martha Tilaar, Caring Colours Martha
Tilaar, dan Belia Martha Tilaar.
Selama dekade 1990-an, PT Martina Berto terus
berkembang dan aktif melakukan akuisisi sejumlah
perusahaan termasuk mengakuisisi saham Kalbe
Group pada tahun 1999 sehingga perusahaan tersebut
sepenuhnya berada di bawah kendali manajemen
Martha Tilaar Group. Hal ini menandai pencapaian
perusahaan yang luar biasa di tengah-tengah
ut there wasanotherrevolution,though
relatively small in scale but it has led a
major influence for Indonesian society.
It was that has happened in the beauty
care industry, among others led by Dr. (HC) Martha
Tilaar, a women entrepreneur born in Kebumen,
Central of Java 77 years ago, the founder and chief
commissioner of Martha Tilaar Group.
Unfortunately this revolution has been neglected
from our attention so that most of people are not
aware of major changes occurring in the beauty care
industry in this country. The change has inevitably
given a great meaning for Indonesia since it has been
able to bring an extensive socio-economic impact,
in particular in the form of employment, domestic
