ABSTRACT
This paper aims to analyze how the bebas-aktif foreign policy dealing
with the contemporary development of global capitalism. Drawn upon
political economic approach, this article argues that Indonesias foreign
policy since 1945 has had some linkages with development agenda of
each political regimes in Indonesia. Foreign policy in post-independence
era, as noted by former Vice President Mohammad Hatta, was marked
by an attempt to avoid the rising conflicts between the US and the
Sovyet Union that can affect Indonesias relations with other states,
primarily in obtaining development funds through trading with other
third world countries. However this doctrine was relied upon domestic
political countour that is in fact fragile to political changes. Several cases
from Sukarnos nationalist government until Suhartos capitalist New
Order shows that regime change and the politics of development, both in
national and regional level, influenced Indonesias foreign policy. The

A. Pendahuluan
Paper ini akan dibagi menjadi lima bagian. Bagian pertama akan
melakukan reorientasi teoretis untuk membaca nexus antara politik luar

terutama untuk menjelaskan posisi Indonesia dalam politik regional dan internasional.

Dengan demikian, paper ini tidak melihat politik luar negeri hanya
sebagai produk keputusan birokrasi (Kementerian Luar Negeri) atau
keputusan individual (Presiden) sebagaimana dipahami kaum problem-
solver, melainkan sebagai hasil dari pertarungan wacana dan kepentingan
ekonomi politik yang ada di dalam dan luar negeri. Sehingga, politik luar
negeri pada dasarnya ialah dampak dari proses pembangunan yang
terjadi di dalam negeri. Pertanyaannya, apa yang membentuk diskursus
pembangunan di dalam negeri dan bagaimana diskursus tersebut
dilembagakan secara formal? Dalam konteks negara dunia ketiga, terutama
yang pernah punya pengalaman kolonialisme dan baru merdeka, warisan-
warisan kolonial punya peran yang penting dalam menentukan bagaimana
suatu negara akan dibangun.
Pada pada konteks ini, untuk memahami nexus antara politik luar
negeri pembangunan, analisis perlu ditekankan pada wacana-wacana yang
membentuk pembangunan di suatu negara. Pada titik inilah perubahan
diskursus tentang pembangunan di Indonesia menjadi menarik untuk
ditelaah. Sebagai contoh, perubahan diskursus pembangunan nasionalistik
Sukarno ke developmentalistik Suharto mengakibatkan perubahan haluan
politik luar negeri, dari yang awalnya condong ke blok Sovyet menjadi
condong ke blok AS. Setelah Perang Dingin, ketergantungan Indonesia
pada lembaga keuangan internasional juga mengakibatkan haluan politik
luar negeri yang lebih pragmatis. Konstruksi politik luar negeri tak lepas
dari proyek-proyek governmentality yang ada di level global dan beroperasi
Konsep tersebut melihat kekuasaan politik tidak terletak pada institusi-institusi formal, tetapi
relasi-relasi kekuasaan yang berada di sekitar arena pertarungan politik. Artinya, politik tidak
hanya dimaknai pada basis institusional-formal, tetapi juga secara diskursif dengan menelaah
relasi-relasi kekuasaan yang beroperasi pada praktik politik tertentu. Kajian tentang
governmentality dalam politik global bisa dilihat di Larner and Williams (2009), Harriss (2002),
atau Li (2007).
Pada titik inilah kita bisa memahami, pada level teoretik, nexus
antara pembangunan dengan politik luar negeri. Lantas, bagaimana
nexus tersebut diejawantahkan? Kita bisa melihat relasi tersebut secara
genealogis, dalam kasus Indonesia, pada rezim-rezim pembangunan yang
beroperasi di dalam negeri sebagaimana nantinya akan digambarkan
secara lebih komprehensif pada artikel ini. Jika dipahami dalam konteks
pembangunan, kita akan sampai pada argument bahwa diskursus tentang
pembangunan yang ada di suatu negara berpengaruh terhadap konstruksi
kepentingan nasional yang ingin dicapai dalam politik luar negeri. negeri.
Pada titik inilah kajian ekonomi politik menjadi relevan untuk mengupas
faktor-faktor penting yang mempengaruhi politik luar negeri Indonesia
kontemporer. Tulisan ini akan membedah nexus tersebut secara lebih jauh
pada politik luar negeri Indonesia di era Orde Lama, Orde Baru, dan
Reformasi.
Dari sana, terlihat bahwa haluan politik luar negeri yang diambil
oleh Indonesia sangat terkait oleh kebutuhan penting Indonesia, yaitu
ekspor karet. Menurut Hatta, kondisi ekonomi Indonesia saat itu masih
sangat lemah dan sangat bergantung dengan ekspor. Oleh sebab itu,
perdagangan dengan semua negara harus dilakukan untuk menopang
ekonomi nasional, juga menyukseskan agenda-agenda pembangunan yang
ada (Hatta., 1953: 450-451). Pada titik ini, kita bisa melihat bahwa politik
luar negeri bebas-aktif lahir dari sebuah konteks pembangunan pasca-
posisi di negara-negara pascakolonial lain, yang juga tak lepas dari tarikan-
tarikan kekuatan politik yang memiliki sumber daya.
Kedua, tentu saja faktor PKI. Posisi politik luar negeri PKI dalam hal
ini cukup jelas melawan kolonialisme dan menggunakan strategi
perjuangan kelas sebagai senjata perlawanan. Konsekuensi dari sikap
politik ini adalah membangun aliansi dengan kekuatan-kekuatan
revolusioner, yang jelas akan merujuk pada Uni Sovyet. Kemarahan
Sukarno atas negara-negara Barat, juga keretakan hubungannya dengan
elit Islam (terutama Masyumi) menyusul PRRI-Permesta membuka jalan
bagi PKI untuk masuk ke dalam jantung pemerintahan Sukarno, dan
mempengaruhi politik luar negeri Sukarno (Bunnell, 1966).
Modal Asing pada tahun 1967 yang menjadi payung investasi asing dan
diplomasi untuk mendapatkan utang (Robison, 1986). Pengesahan UU
tersebut juga diikuti oleh pelaksanaan Indonesia Investment Conference di
Jenewa yang disponsori oleh Time, Inc. dan menghadirkan para pebisnis
Barat yang ingin berinvestasi di Indonesia. Konferensi tersebut dihadiri
oleh Adam Malik (Menteri Luar Negeri) dan Sri Sultan Hamengku Buwono
IX. (Time, 1967).

pretensi untuk membuat konfrontasi dengan negara-negara Barat,
terutama Amerika Serikat. Orde Baru meneruskan politik luar negeri
bebas-aktif dengan aktif di forum-forum ASEAN dan mendorong gerakan
non-blok. Hal ini menyebabkan Indonesia banyak tampil di forum-forum
tingkat regional. Namun, di sisi lain, Indonesia juga melakukan kebijakan
anti-Sovyet dengan memutus semua bentuk hubungan diplomatik dengan
Sovyet dan China sejak 1967 (Sukma, 1995).
Namun, pada awal dekade 1990-an, Uni Sovyet jatuh dan Perang
Dingin usai. Kondisi ini mengubah prioritas politik luar negeri AS yang
tidak lagi menggelontorkan banyak uang ke Indonesia. Pada tahun 1992,
IGGI yang mendampingi Indonesia untuk membuat kebijakan
Australia dan disetujui oleh PBB, berdatangan. Pada tahun 1999, Timor
Timur menjadi negara baru yang berdaulat, lepas dari Indonesia
(Weatherbee, 2005).
Ada dua hal yang dapat dibaca dari politik luar negeri Indonesia
era Habibie dan Gus Dur: mencari dana untuk asistensi proses transisi
menuju demokratisasi dan juga pembangunan ekonomi pasca-krisis
serta perbaikan citra Indonesia di mata dunia internasional. Hal ini juga, di
sisi lain, merupakan awal dari munculnya global governmentality yang
men-drive kebijakan-kebijakan yang ada di Indonesia. Kebijakan
pembangunan yang mula-mula diambil adalah desentralisasi, yang

hasil perundingannya menjadi batu pertama dari ASEAN Community
yang digadang-gadangkan akan efektif terlaksana di tahun 2015. Namun,
karena Megawati lebih banyak mempercayakan kebijakan pada Menteri,
ASEAN masih menjadi agenda dari Kementerian Luar Negeri dan belum
menjadi agenda utama pemerintah. Bisa dicatat, juga sebagaimana
disampaikan Weatherbee (2013), bahwa ASEAN menjadi brainchild dari
kerja-kerja diplomatik di level Kementerian Luar Negeri RI. Hampir semua
urusan politik luar negeri diserahkan kepada Menteri Presiden hanya
sesekali, di perundingan yang sifatnya strategis, datang dan
menyampaikan sambutan.

Konsep ini meniscayakan Indonesia untuk memilih multilateralisme
sebagai haluan dalam setiap perundingan internasional.
8 Skema Public Private Partnership adalah skema baru pembangunan yang memasukkan dunia
usaha (Pasar) ke dalam proses pembangunan dalam bentuk kemitraan. Sehingga, negara tidak
lagi berperan sebagai aktor tunggal dalam pembangunan. Skema ini mulai dijalankan di
Indonesia era Presiden Yudhoyono dan sudah disiapkan secara teknokratis di era sebelumnya.
Skema ini sangat banyak ditemui dalam naska kebijakan Bank Dunia untuk negara-negara dunia
ketiga yang meminjam kepada mereka. Penjelasan lebih jauh tentang skema ini dapat dilihat di

Abstrak
Komunitas ASEAN yang akan dimulai sepenuhnya pada tahun 2015 terdiri
dari tiga pilar: Komunitas Ekonomi ASEAN, Komunitas Politik Keamanan
dan Komunitas Sosial Budaya. Dari berbagai program turunan yang
tertulis dalam Cetak Komunitas Sosial Budaya, program penanggulangan
bencana dapat dikatakan sebagai salah satu program yang paling siap
untuk diwujudkan. Hal itu tidaklah berlebihan mengingat Indonesia
merupakan salah satu negara yang paling rawan bencana di dunia
sekaligus sebagai sebuah negara yang paling berpengalaman menerapkan
kebijakan penanggulangan bencana di tingkat nasional dan lokal.
Kepiawaian Indonesia dalam hal ini diperkuat dengan diumumkannya
Presiden Susilo Bambang Yudhoyono menjadi United Nations Global
Champion for Disaster Reduction oleh Sekretaris Jenderal Perserikatan
Bangsa-Bangsa pada The Third Session Global Platform for Disaster Risk
Reduction pada tahun 2011. Penghargaan tersebut merupakan pengakuan
dunia bahwa Indonesia yang dipimpin oleh Susilo Bambang Yudhoyono
berhasil membuat program pengurangan resiko bencana, khususnya
penanganan tsunami Aceh 2004 dan mentransformasi manajemen resiko di
Indonesia melalui berbagai terobosan. Tulisan ini berupaya menganalisis

The ASEAN Community would be fully started in 2015 with three pillars:
ASEAN Economic Community, ASEAN Political Security Community and
ASEAN Socio-Cultural Community. Of various sub-programs written on
the Blue Print of ASEAN Socio-Cultural Community, the disaster
management program could be named as one of the readiest programs to
realize. It is not exaggerating due to the fact that Indonesia has the highest
potential to disaster prone in the world and at the same time it has
experienced to implement disaster management policy in the national and
local level. The Indonesian position is strengthened as President Susilo
Bambang Yudhoyono got the United Nations Global Champion for
Disaster Reduction from the United Nations General Secretary at the Third
Session Global Platform for Disaster Risk Reduction in 2011. The award can
be considered as a worlds recognition to Indonesia under Susilo Bambang
Yudhoyono administration that has succeeded in implementing disaster
risk reduction program, particularly in the 2004 Tsunami of Aceh and
transformed risk management breakthroughs in the country. This paper

Dalam konteks ini, Indonesia ialah salah satu agen atau aktor yang

Introduction
The big celebrations that we will see in the 10 ASEAN capitals then
will most probably due to coincidence with people in the region ushering
the New Year 2016 rather than the new community. The ASEAN business
world will profit the most from the AEC, but for the rest of the people in
Southeast Asia, life will likely go on the way it has always been. Some may
even be ignorant of the community project completely. On the last day of
2015, we will see the soft-opening of a giant community project.

into irrelevance, or at best become mere satellites of these two countries,
but of China in particular.
These concerns were real, and the ASEAN leaders decided then that
the way to stay ahead of the game and survive the era of globalization is by
turning the entire Southeast Asian region into a single community.
They later came up with the grand motto One Vision, One Identity,
One Community. Their combination will bring ASEANs total population
to about 600 million. That is just a little more than half of Chinas and
Indias. They know that together they stand a better chance than
individually to survive in this increasingly competitive global environment.
After the initial not-so big bang launch at the end of December 2015,
ASEAN will begin the evolutionary process of turning the region into a
community. Time will tell whether this is going to be a slow or rapid
evolution.
ASEAN has taken the mantle of the main driver of most key
initiatives to help promote peace and prosperity, primarily through greater
economic integration, initially in the wider East Asia, and now also the
much larger Asia Pacific region.
The ASEAN Regional Forum has become the main and only forum
to date through in which representatives the worlds major powers sit
down together each year to discuss the peace and security challenges in
East Asia. They may not have resolved any disputes, but the fact that they
sit down and address these challenges is progress. In the diplomatic
parlance, this is part of what is called confidence building measures.

Some may rightly argue that ASEAN has evolved into nothing more
than a series of talking shops for diplomats, and later expanded to include
economic and defense officials. Even the ASEAN annual summits, which
regularly see the attendance of leaders from the United States, China and
Japan, are seen more as photo-op seasons, with limited substance for
their media delegations to report back home.
ASEAN has never looked back since and has even managed to
convince others in the region to come on board, starting with Brunei in
1984 shortly after its independence, and followed by Vietnam in 1995,
Myanmar and Laos in 1997 and Cambodia in 1999. It is a matter of time
before newly independent Timor Leste joins and completes the picture of
Southeast Asia.
In the 1970s and 1980s, this was not difficult to achieve when all five
ASEAN member countries were ruled by authoritarian governments. It
became harder and harder to stick to the non-interference clause when
some ASEAN countries became democracies (first the Philippines, and then
Thailand and Indonesia), and even more difficult when the group
expanded from the original five to 10 ASEAN countries by 1999.
But what has worked in the past may not necessarily work in the
present or in the future. The non-interference and the consensus decision
making mechanism may not serve ASEAN well, if they are not even
blocking its progress. ASEANs chief strengths may become its weaknesses
now.

When the Charter formally came into force in December 2008, there
was no fanfare in ASEAN capitals to usher in the establishment of a new
formal organization. In some respects, this may have been a harbinger of
how the ASEAN Community will be greeted when it is launched at the end
of 2015.
This raises the question about what exactly are we going to see at
the launching of the ASEAN Community at the end of 2015? Beyond the
declarations and statements, we can expect some progress, although to call
this a community would probably be far fetching.
ASEAN countries are already trading with one another more than
they have in the past, and with the community, they will have an even
larger market to fall back on. Some ASEAN companies are already setting
up operation in different member ASEAN countries, including Air Asia
and the Malaysian-based CIMB bank. More companies from outside and
within the region will be investing and taking advantage of the huge
market and the large pool of workers.

Abstract
This study aims to explain the idea of the effectiveness of television in
promoting ASEAN awareness amongst ASEAN citizens. Recent surveys on
ASEAN Community building efforts point out the low awareness on ASEAN
amongst ASEAN member states and address traditional media as a key
communication channel. Using the context of Indonesia, this study seeks to
examine the effectiveness of the media as a socialization tool of ASEAN
Community 2015. Deploying interview method which was conducted towards
Indonesian media elites, finding suggests that first, media elites lack
understanding of ASEAN Community alongside a lack of interest. To date,
Indonesias editor in chiefs do not have a clear idea on the form and stages involved
towards the realizations of ASEAN Community 2015. Second, the way media
presents a news event in South-East Asia is influenced by old sentiments derived
from nationalism. Third, the Ministry of Foreign Affairs has a very poor
interaction with media while it aims to promote people awareness of ASEAN
Community 2015.
While the integration of South East Asia nations promisingly brings both
opportunities and challenges to ASEAN member states and direct impact to the

Kalau saat ini, saya khawatir pekerja media bahkan tidak sadar dia
bagian dari ASEAN. Ketika ada peristiwa dia melihatnya peristiwa
nasional, sebut saja ada peristiwa penganiaayan TKI Melihat peristiwa
dengan sentimen. Ketika ada Singapore, Asap. Tidak ada yang melihat
bahwa itu adalah keluarga kita, padahal mestinya kepentingan yang sama
dibangun, ini merupakan sumbernya adalah komunikasi intensif antara
pekerja media dengan pemerintah.
