Memberikan pedoman kepada seluruh karyawan,
pekerja dan mitra PT. JHONLIN AGRO RAYA terkait
penanganan dan pegelolaan limbah B3 dan non B3
yang dihasilkan dari proses produksi.
3. Ruang Lingkup 3. Scopes
Prosedur ini berlaku untuk seluruh unit kerja yang
berada dalam lingkup kerja PT JHONLIN AGRO
RAYA dalam penanganan dan pengelolaan limbah
B3 dan non B3.
4. Definisi 4. Definitions
4.1 Limbah adalah sisa suatu uasaha atau kegiatan.
4.2 Limbah Bahan Berbahaya dan Beracun (B3)
adalah sisa suatu usaha atau kegiatan yang
mengandung bahan berbahaya atau beracun
karena sifat, konsentrasi atau jumlahnya, baik
secara langsung maupun tidak langsung, dapat
mencemarkan atau merusak lingkungan hidup
atau membahayakan lingkungan hidup,
kesehatan, kelangsungan hidup manusia serta
mahkluk hidup lain.
4.3 Limbah non B3 adalah semua limbah yang tidak
memiliki sfat seperti yang dimiliki oleh limbah
berbahaya dan beracun.
4.4 Pengelolaan limbah B3adalah rangkaian
kegiatan yang mencakup reuksi, penyimpanan,
pengumpulan, pengangkutan, pemanfaatan,

Provide guidance to all employees, workers and partners
of PT. JHONLIN AGRO RAYA related to the handling and
management of B3 and non-B3 waste generated from the
production process.
This procedure applies to all work units within the scope
of work of PT JHONLIN AGRO RAYA in the handling and
management of B3 and non B3 waste.
4.1. Waste is the waste of a uasaha or activity.
4.2. Hazardous and Toxic Waste Materials (B3) is the
waste of a business or activity that contains
hazardous or toxic materials because its nature,
concentration or amount, either directly or indirectly,
can pollute or damage the environment or harm the
environment, health, human survival and other living
creatures.
4.3. Non-B3 waste is all waste that does not have sfat like
that possessed by hazardous and toxic waste.
4.4. B3 waste management is a series of activities that
includes reuktion, storage, collection, transportation,
utilization,

pengolahan, dan penimbunan limbah B3.
4.5 Pengumpulan limbah B3 adalah kegiatan
mengumpulkan limbah B3 dari hasil
kegiatan/proses kerja dengan maksud
menyimpan, sementara sebelum diserahkan
kepada pemanfaat atau pengolah atau
penimbun limbah B3.
4.6 Pengangkutan B3 adalah kegiatan pemndahan
B3 dari suatu tempat ke tempat lain dengan
menggunakan sarana angkutan.
4.7 Penimbunan limbah B3 dalaha suatu kegiatan
menempatkan limbah B3 pada suatu fasilitas
penimbunan dengan maksud tidak
membahayakan kesehatan manusia dan
lingkungan hidup.
4.8 TPS adalah bangunan atau tempat
pembuangan limbah sementara yang
dikhususkan untuk penimbunan limbah B3 di
area kerja sebelum limbah B3 tersebut diangkut

Supervisor SHE bertanggung jawab untuk
memastikan bahwa metode analisa ini diterapkan.
6. Prosedur
6.1. Setiap unit kerja bertanggung jawab atas
pengelolaan limbah yang dihasilkan dari proses
kerja di unit kerjanya masing – masing sampai
dengan TPS seluruh unit kerja harus
mengelompokkan limbah kedalam 3 jenis
limbah yaitu :
1. Limbah Anorganik : plastik, kaleng, kaca,
stereoform, karung plastik.
2. Limbah Organik/domestik : sisa makanan,
daun, kertas, kain, karung goni, dll.
3. Limbah B3: neon, toner, majun bekas, aki
bekas, oli bekas, kaleng bekas, cat/thinner,
limbah klinis.
6.2. Seluruh limbah, baik organik, anorganik,
maupun B3 tidak boleh dibakar langsung di
lokasi pabrik.
6.3. Limbah B3 dan Non B3 harus ditempatkan
terpisah, tempat limbah harus diidentifikasikan
dengan label dan warna yang berbeda yaitu :
1. Warna Biru → untuk limbah anorganik
2. Warna Hijau → untuk libah organik /
domestik
3. Warna Merah → untuk libah B3.

processing, and stockpiling of B3 waste.
4.5. Collection of B3 waste is the activity of collecting B3
waste from the results of work activities / processes
with the intention of storing, temporarily before being
handed over to the utilization or processor or hoarder
of B3 waste.
4.6. B3 transport is the carrying of B3 from one place to
another using means of transportation.
4.7. The accumulation of B3 waste is an activity to place
B3 waste in a hoarding facility with the intention of
not endangering human health and the environment.
4.8. TPS is a temporary waste building or dump devoted
to the stockpiling of B3 waste in the work area before
the B3 waste is transported
5. Responsibility
Supervisor SHE is responsible for ensuring that this
method of analysis is applied.
6. Procedure
6.1. Each work unit is responsible for the management of
waste resulting from the work process in their
respective work units up to TPS all work units must
group waste into 3 types of waste, namely:
1. Inorganic Waste: plastic, cans, glass, stereoform,
plastic sack.
2. Organic/domestic waste: food waste, leaves,
paper, cloth, burlap sacks, etc.
3. Waste B3: neon, toner, used majun, used
batteries, used oil, used cans, paint/thinner,
clinical waste.
6.2 All waste, whether organic, inorganic, or B3 should
not be burned directly at the factory site.
6.3 B3 and Non B3 wastes should be placed separately,
where waste must be identified with different labels
and colors:
1. Blue → for inorganic waste
2. Green color → for organic /domestic libah
3. Red → for B3 limbah.

6.4. Seluruh limbah yang terkontaminansi oleh B3
diklasifikasikan kedalam limbah B3.
6.5. Limbah B3 dapat disimpan paling lama 90
(sembilan puluh) hari sebelum menyerahkan
kepada pengumpul/pemanfaat/pengolah/penim
bun limbah B3 kecuali bila limbah yang
dihasilkan kurang dari 50 (lima pluh) kg/hari
dengan persetujuan Kepala Instansi yang
bertanggung jawab, serta berkoordinasi engan
mitra kerja.
6.6. Kemasan limbah B3 harus dalam kondisi baik,
tidak rusak, dan tidak berkarat, serta tidak
bocor. Kemasan dapat terbuat dari plastik
(HDPE, PP atau PVC) atau bahan logam
(Teflon, baja, karbon) dengan syarat bahan
kemasan yang dipergunakan tidak bereaksi
dengan limbah yang disimpan.
6.7. Bangunan utnuk tempat pengumpulan dan
tempat penyimpanan sementara limbah B3
harus memenuhi persyaratan teknis :
1. Memiliki rancang bangun dan luas ruang
penyimpanan yang sesuai dengan jenis,
karakteristik dan jumlah limbah B3 yang
disimpan.

6.4 All wastes converted by B3 are classified into B3

6.5. B3 waste can be stored for a maximum of 90 (ninety)
days before handing over to
collectors/utilization/processors/im B3 waste bun

6.7. Buildings for collection and temporary storage of B3
waste must meet technical requirements:
1. Have a design and storage space area that
corresponds to the type, characteristics and
amount of B3 waste stored.

2. Memiliki Ventilasi udara yang memadai.

4. Memiliki sistem penerangan yang memadai.
5. Lantai harus kedap air, tidak bergelombang,
kua dan tidak retak.

mudah terbakar.

didalam tempat penyimpanan dan jika bak

6.8. Penanganan limbah non B3.

proyek, dapat terbuat dari kayu maupun drum.

6.12. Kegiatan pengumpulan limbah B3 wajib
memenuhi ketentuan sebagai berikut:
a. Memperhatikan karakteristik limbah B3.
b. Memiliki perlengkapan untuk
penanggulangan terjadinya kecelakaan.
c. Memiliki konstruksi bangunan kedap air dan
bahan bangunan disesuaikan dengan
karakteristik limbah B3.
d. Mempunyai lokasi pengumpulan yang
bebas banjir.
6.13. Proses pengangkutan limbah B3 wajib
menggunakan sarana pengangkutan yang
layak operasi serta pelaksanaannya sesuai
dengan tat cara pengangkutan yang diatur
dalam peraturan perundang – undangan yang
berlaku.
6.14. Bila terjadi tumpahan atau kebocoran maka
lakukan absorbsi terhadap tumpahan
menggunakan serbuk gergaji, tanah lempung,
pasir dan bahan penghambat kebakaran
lainnya. Bersihkan dan buang pada tempat
pembuangan yang telah ditentukan. Atau

ditentukan dalam MSDS.
6.15. Dalam hal terjadinya kecelakaan dan atau
keadaan darurat yang diakibatkan B3, maka
harus dilakukan hal – hal sebagai berikut.
• Mengamankan (mengisolasi) tempat
terjadinya kecelakaan.
• Menanggulangi kecelakaan sesuai
prosedur penanganan keadaan darurat.
• Melaporkan kecelakaan dan atau
keadaaan darurat kepada instansi
terkait.
• Memberikan informasi, bantuan dan
melakukan evakuasi terhadap
masyarakat di sekitar lokasi kejadian.
6.16. Penanganan tumpahan limbah B3.
• Siapkan perlengkapan APD : sarung
tangan karet, masker muka, googles dan
sepatu karet.

6.12. B3 waste collection activities must meet the following
conditions:

waste.

6.13. The process of transporting B3 waste shall use the
proper means of transportation of operation and its
implementation in accordance with the means of
carriage stipulated in the laws and regulations

6.14. In the event of a spill or leak then absorb the spill
using sawdust, clay soil, sand and other fire retardant
materials. Clean and dispose of it at a designated
disposal site. Or use the spill/leak handling

6.15. In the event of an accident and/or emergency
caused by B3, the following shall be done.
• Securing (isolating) the place of the accident.
• Handling accidents in accordance with
emergency management procedures.
• Report accidents and/or emergency situations
to relevant agencies.
• Provide information, assistance and evacuate
the community around the scene.
6.16. Handling of B3 sewage spill.
• Prepare APD equipment: rubber gloves, face
masks, googles and rubber shoes.
• Prepare fire extinguisher, depending on the

• Siapkan Fire extinguisher, tergantung
jenis limbah : Foam, dry Chemical atau
jenis CO2.
• Barikade area tumpahan limbah B3.

area tumpahan.
• Baca MSDS untuk tata cara penanganan
tumpahan B3.
Untuk penanganan tumahan limbah B3 cair :
1. Jika tumpahan banyak, siram dengan air
utnuk mengurangi kepekatan dan salurkan
ke bak penampungan. Hati – hati dengan
jenis bahan kimia yang reaktif terhadap air,
seperti alkali (Na, K) alkali tanah (Ca),
logam halida anhidrat (alumunium
tribomida), logam oksida anhidrat (CaO)
dan oksida non logam halida.
2. Jika tumpahan sedikit atau hanya ceceran,
cukup ditutupi dengan pasir atau lap dengan
kain kering/majun.
3. Jika terkena tumpahan segera bilas dengan
air yang mengalir sebanyak – banyaknya.
Jika terjadi alergi atau reaksi kulit segera
dibawa ke dokter.
Untuk penanganan tumpahan limbah B3 padat
dan powder
1. Lihat label dan MSDS
2. Bersihkan tumpahan dengan cara disapu
dan tampung tumpahan dalam drum,
berbeda dengan penampungan B3 lain.
3. Hindarkan tiupan angin saat menyapu
tumpahan karena akan berhamburan dan
dapat membahayakan pernapasan.
4. Jika tumpahan limbah B3 banyak, basahi
dengan air.

• Avoid work that destroys fire, or produces
sparks from spill areas.
• Read THE MSDS for procedures for handling
B3 spills.
For the handling of liquid B3 waste spills:
1. If the spill is numerous, flush with water to
reduce concentration and channel it to the
reservoir. Liver – liver with types of chemicals
that are reactive to water, such as alkali (Na, K)
alkaline soil (Ca), anhydrous halide metal
(aluminum tribomide), anhydrous oxide metal
(CaO) and nonmetallic oxide halide.
2. If the spill is slight or just splattered, simply cover
it with sand or wipe with
dry/advanced cloth.
3. If exposed to spills immediately rinse with water
that flows as much as possible. In case of
allergies or skin reactions immediately taken to
the doctor.
For the handling of solid B3 waste spills and powder
1. See labels and MSDS
2. Clean up spills by being swept and spilling in
drums, in contrast to other B3 shelters.
3. Avoid wind when sweeping spills because it will
scatter and can endanger breathing.
4. If the B3 sewage spills a lot, wet it with water.
