Communications and Stakeholder Engagement Strategy

The Ministry of Energy and Mineral Resources (MEMR), Republic of Indonesia has applied for
financing from the World Bank toward the cost of the Indonesia EITI Transition And
Mainstreaming Support, and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include assisting the Ministry of Energy and Mineral
Resources in developing a communication strategy and stakeholder engagement to strengthen
stakeholder engagement and awareness and promote EITI mainstreaming; and provide operational
technical support for the implementation of these items through various communication products
such as videography and infographics, and communication activities such as public awareness
campaigns, event organization support, and knowledge transfer. Implementation period is 7
months. Expected start date of assignment is 1st July 2022.

The MEMR now invites eligible consulting firms (“Consultants”) to indicate their interest in
providing the Services. Interested Consultants should provide information demonstrating that they
have the required qualifications and relevant experience to perform the Services. The EOI
Evaluation Criteria are:
• Extensive experience in delivering communication strategy under similar operations and/or
projects;
• Having experience in public campaigns, developing communication material toolkits, media
monitoring, or developing social media content are preferred;
• Experience in communication work in the extractive sector is a plus.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of
the World Bank’s “Procurement Regulations for IPF Borrowers” Fourth Edition November 2020
(“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate
clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the
case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for
the entire contract, if selected.
A Consultant will be selected in accordance with the Consultant’s Qualifications Based Selection
(CQS) method set out in the Procurement Regulations.
