dan mengurus urusan pemerintahan
yang diserahkan ke daerah.

 KELEMBAGAAN

Kewenangan daerah tidak mungkin dapat dilaksanakan

jika tidak diakomodasikan dalam kelembagaan daerah

Ada 2 kelembagaan penting yang membentuk

pemerintahan daerah :

Kelembagaan untuk Pejabat Politik

kelembagaan kepala daerah dan DPRD

kelembagaan untuk pejabat karir

perangkat daerah (dinas, badan, kantor, sekr
etariat, kecamatan, kelurahan dll).
PERSONIL

Personil daerah (PNS Daerah) menjalankan

kebijakan publik strategis untuk menghasilkan
barang dan jasa (goods and services) sebagai
hasil akhir (end product) dari pemerintahan
daerah.
 KEUANGAN DAERAH

Daerah harus diberikan sumber keuangan baik

yang bersumber pada pajak dan retribusi
daerah (desentralisasi fiskal) maupun
bersumber dari dana perimbangan (subsidi dan
bagi hasil) yang diberikan ke daerah.

 PERWAKILAN

Ada dua jenis institusi yang mewakili rakyat :

1. DPRD yang dipilih melalui pemilihan umum
untuk menjalankan fungsi legislatif daerah.
2. Kepala daerah yang dipilih melalui
pemilihan kepala daerah yang dilakukan
secara langsung oleh rakyat daerah yang
bersangkutan untuk menjalankan fungsi
eksekutif daerah.

 PELAYANAN PUBLIK

Hal paling dominan dalam konteks pelayanan publik adalah bagaimana kualitas dan kuantitas
pelayanan publik yang dihasilkan pemerintahan daerah dalam rangka mensejahterakan masyarakat
lokal.
Prinsip-prinsip standar pelayanan minimal dan pengembangan pelayanan prima (better, cheaper,
faster and simpler) serta akuntabilitas akan menjadi isu utama dalam pelayanan public.
 PENGAWASAN

Penyalah-gunaan kekuasaan atau adagium dari Lord Acton yang

menyatakan bahwa "power tends to corrupt and absolute power
will corrupt absolutely".

Pencegahan :
1. sinergi lembaga pengawasan internal
2. efektifitas pengawasan eksternal
3. pengawasan sosial
4. pengawasan legislatif
5. pengawasan melekat (built in control).
Kewenangan (authority) adalah
hak untuk melakukan sesuatu
atau memerintah orang lain
untuk melakukan atau tidak
melakukan sesuatu agar
tercapai tujuan tertentu.

1. Kesediaan manajer untuk memberikan kebebasan

kepada karyawannya untuk menyelesaikan tugas
yang didelegasikan

2. Komunikasi terbuka antara manajer dan karyawan

3. Kemampuan manajer untuk menganalisis factor -

faktor seperti sasaran organisasi,persyaratan
tugas,dan kemampuan karyawan.
