kepentingan mereka; dan
4. Biaya lebih rendah bagi pemerintah dan pembayar pajak.
Assembly session,(2) explain / interpret the constitution, laws, acts, and statutes, (3)procedures
for promulgating the request of the National Assembly,(4) supervise the implementation of
constitution and laws, and the activities of the Government, the supreme people's Court,
Supreme people's Pro curacy and, (5) oversee and guide the activities of the provincial council
(legislative body), (6) directing and coordinating the activities of the National Assembly Council
of Ethnic and other committees, provide guidance and guarantee the condition of the deputies'
work, (7) cabinet approved the personnel affairs of the National Assembly session and make a
report to the National Assembly in the next session; (8) declare war if necessary in between
sessions of the National Assembly and reports to the National Assembly at the next session ; (9)
launch a general mobilization or partial mobilization, and declared a national state or local
emergency if necessary; (10) to the National Assembly's external relations activities, and (11)
hold
referendum
at
the
request
of
the
National
Assembly.
Ethnic Council
The National Assembly elects the Ethnic Council, which consists of a Chairman, Deputy
Chairmen and several other members. The Ethnic Council studies and recommends action to the
National Assembly on ethnic issues, supervises the implementation of ethnic policies, and
suggests programs and plans for socio-economic development in the mountainous regions and
regions
populated
by
ethnic
minority
peoples.
Before issuing any decision on ethnic policy matters, the Government consult the Ethnic
Council. The Chairman of the Ethnic Council must be invited to attend any meetings of the
Government concerning the implementation of ethnic policy. The Ethnic Council also has other
tasks and powers comparable to those of the other Committees of the National Assembly.
Committees
The Committees of the National Assembly are elected by the National Assembly.
The Committees of the National Assembly study and examine bills, legislative initiatives, drafts
of Ordinances and other drafts of legal documents and reports assigned by the National
Assembly or the Standing Committee of the National Assembly. They provide their opinions to
the National Assembly and the Standing Committee of the National Assembly on the legislative
program. They supervise and conduct investigations within their competency and exercise other
powers as stipulated by laws. They also make recommendations on issues relevant to their fields
of activity.
