URAIAN PENDAHULUAN
1) Latar Belakang Rumah sakit merupakan sarana kesehatan yang
menyelenggarakan kegiatan pelayanan kesehatan. Sebagai
penyedia jasa pelayanan kesehatan, pihak rumah sakit harus
mampu memberikan pelayanan yang optimal dan tidak
memerlukan waktu lama untuk menegakkan diagnosa selama
pandemi virus corona ini. Salah satu mendukung itu semua maka
perlunya alat periksa yaitu PCR (Polymerase Chain Reaction)
untuk mendiagnosis Covid-19
Alat uji PCR atau dikenal sebagai qPCR merupakan golden
standard dalam mendiagnosis infeksi virus corona. Teknologi ini
digunakan untuk mendeteksi SARS-CoV-2, virus penyebab Covid-
19 dengan memeriksa sampel genetika yang diambil dari rongga
hidung atau mulut pasien (swab).
Saat ini RSUD Brigjend. H. Hasan Basry Kandangan melakukan
pemeriksaan hasil dengan cara mengirim sampel kewilayah lain.
Untuk mendapatkan hasil diperlukan waktu 3-7 hari kerja yang
apabila dilakukan pemeriksaan sendiri dalam waktu 2 jam sudah
di dapat hasilnya.
Maka dari pada itu RSUD Brigjend. H. Hasan Basry Kandangan
memerlukan alat PCR untuk meningkatkan layanan sebagai salah
satu RS Rujukan Covid-19 di Kalimantan Selatan.

2) Maksud dan Tujuan Maksud

1. Meningkatkan layanan RSUD Brigjend. H. Hasan Basry
Kandangan sebagai salah satu RS Rujukan Covid-19 di
Kalimantan Selatan.
2. Mempercepat penegakan diagnosa kepada seluruh pasien
di RSUD Brigjend H. Hasan Basry Kandangan.

Tujuan
Pengadaan Alat PCR di RSUD Brigjend H. Hasan Basry
Kandangan untuk memberikan kepastian pemeriksaan hasil
dengan akurat dan cepat.

3) Sasaran Terlaksananya pengadaan Alat PCR sehingga pelayanan baik

kepada pasien yang masih dirawat dan sudah meninggal
diperlakukan sesuai dengan protokol covid-19 dengan cepat.
4) Lokasi Kegiatan Kegiatan pengadaan ini dilaksanakan di Kab. Hulu Sungai Selatan
yaitu di RSUD Brigjend H. Hasan Basry Kandangan, Jl. Jend.
Sudirman Desa Hamalau Kec. Sungai Raya

5) Sumber Pendanaan Kegiatan ini dibiayai dari APBD Kabupaten Hulu Sungai Selatan
Tahun Anggaran 2020 yang ada pada DPA SKPD RSUD Brigjend
H. Hasan Basry Kandangan.
Pagu anggaran sebesar Rp 1.108.196.000,- (satu milyar seratus
delapan juta seratus sembilan puluh enam ribu rupiah)

pemeriksaan dan mendapatkan hasil pemeriksaan Covid-19.
Pejabat Pembuat Komitmen menyediakan fasilitas penunjang :
a. Menyiapkan lahan/tempat untuk meletakkan alat PCR.
b. Menyediakan surat pesanan untuk pemesanan barang.
c. Menyediakan fasilitas ruang rapat untuk diskusi
pembahasan hasil kegiatan pekerjaan.

2) Keluaran Keluaran yang dihasilkan dari pelaksanaan pekerjaan ini adalah

a. Pemeriksaan PCR dapat dilaksanakan di RSUD Brigjend.
H. Hasan Basry Kandangan.
b. Pemberian pelatihan pemakaian alat, manual book dan
garansi barang.
c. Memastikan ketersediaan sparepart dan consumable tidak
hanya satu merk tertentu saja.
 d. Mendapatkan perizinan pelayanan PCR di RSUD Brigjend.

3) Lingkup Lingkup pekerjaan pengadaan alat PCR adalah memastikan

Kewenangan layanan dapat dilakukan dan mendapatkan hasil pemeriksaan.
