Project.
 Mensosialisasikan dan memelihara komitmen dan kebijakan K3L dan Program HSE proyek dan
memastikan bahwa kebijakan tersebut dikomunikasikan dan dipahami oleh para pekerja, pemasok,
subkontraktor, tamu proyek, konsultan, pemilik dan perorangan ataupun kelompok yang terkait dengan
pekerjaan di proyek.
To Socialize a commitment to the PT. PP (Persero) Safety and Health Policy and project safety
arrangements and ensure that the policy is communicated and understood by workers, suppliers,
subcontractors, visitors to the project, consultant, owner and any person or group who may be affected
by the Project works.
 Menekankan aturan K3 proyek.
Enforce Project Safety Rules.
 Bertanggung jawab penuh terhadap HSE.
Overall responsibility for HSE.
 Meninjau laporan inspeksi dan audit proyek dan memastikan bahwa tindakan perbaikan dan
pencegahan yang diperlukan telah secara efektif dilaksanakan.
Review project inspection and audit reports and ensure that necessary corrective and preventive
actions are effectively implemented.
 Menjaga kinerja yang tinggi dalam hal K3 melalui peran aktifnya dalam perjalanan manajemen K3 dan
inspeksi oleh owner.
Maintain a high profile in terms of safety through active involvement in safety management tours and
owner inspections.
 Mendorong komunikasi terbuka mengenai masalah lintas K3 lintas manajemen.
Promote open communication on safety issues across line management.
 Memastikan bahwa aturan HSE Proyek dan semua standar HSE perusahaan diikuti dan dilaksanakan
dengan benar.
Ensure that the Project HSE Rules are followed and all Corporate HSE Standards are properly
implemented.

Organize and control the project, operations on the project and personnel so that works can proceed
safely.
 Memastikan bahwa kecelakaan dan kejadian hampir celaka dilaporkan dan dilakukan investigasi dan
juga mengambil tindakan perbaikan.
Ensure that incidents and near misses are reported and investigations are carried out and corrective /
remedial actions taken.
 Hadir dalam audit perusahaan PT. PP (Persero) dan memastikan bahwa tindakan perbaikan yang
diperlukan telah diambil.
Be present for the PT. PP (Persero) Corporate audit and ensure that corrective actions are taken as
required.
 Mendukung tim HSE Proyek ketika pekerjaan dihentikan karena alasan keselamatan/lingkungan yang
signifikan dan/atau terjadi pelanggaran dan terus berkomunikasi dengan Manajer HSE Proyek, HSE
Officer dan SS.
Support the Project HSE Team where work is stopped due to significant Safety / Environmental
concerns and / or violations and maintain a dialogue with the Project HSE Manager, HSE Officer and
HSE members.
 Memastikan bahwa subkontraktor/pemasok memahami persyaratan HSE Proyek dan melakukan
pertemuan dengan semua subkontraktor sebelum dilakukan mobilisasi.
Ensure that subcontractors / suppliers are aware of the Project HSE requirements and that kick off
meetings take place with all subcontractors prior to mobilization.
 Memastikan bahwa evaluasi periodik terhadap subkontraktor dilaksanakan.
Ensure that periodic evaluation of subcontractors takes place.
 Memastikan bahwa HSE menjadi agenda utama pada setiap pertemuan/rapat.
Ensure that HSE is the first item on the agenda in all meetings.
 Mengamati KPI dan tren, serta memastikan pengukuran perbaikan telah dilaksanakan untuk
mengurangi ketidaksesuaian.
Monitor KPIs and Trends and ensure corrective measures are implemented to reduce non-
conformances.
 Memastikan bahwa persyaratan hukum dan pemilik telah diidentifikasi dan tercermin dalam rencana
HSE Proyek dan dokumen terkait.
Ensure that legal and owner requirements have been identified and reflected within the Project HSE
Plan and associated documents.
 Mengkomunikasikan dengan HSE Supervisor Cabang mengenai masalah-masalah HSE.
Communicate with HSE Supervisor Cabang referring to HSE matters.

dokumen referensi telah diidentifikasi risikonya. Hal tersebut biasanya mencakup rencana logistik,
prosedur darurat, rencana manajemen P3K, dan lain sebagainya.
Develop together the Project HSE Plan and all associated documentation and ensure that reference
documents identified in the risk register are in place. These may include logistics plan, emergency
procedures, First Aid Management Plan etc.
 Memastikan bahwa penilaian risiko (IBPR) telah dilaksanakan untuk setiap kegiatan dan kontrolnya
diimplementasikan dan dikomunikasikan kepada semua yang terlibat atau kepada mereka yang
terpengaruh.
Ensure that risk assessments (IBPR) are in place for all activities and the controls are implemented and
communicated to all those involved or those who may be affected by the work.
 Meninjau bersama-sama pernyataan metode tugas yang spesifik dan penilaian risiko (dipersiapkan
dibawah tanggung jawab SEM) untuk mendapatkan persetujuan dan tanda tangan dari Manajer HSE.
Together review Task specific method statements and risk assessments (prepared under the
responsibility of the SEM) for approval and the HSE Manager signs off on the Methods.
 Memastikan bahwa semua persyaratan hukum dan pemilik telah diidentifikasi, disatukan dengan HSE
Plan Proyek dan secara berkala dievaluasi dan didokumentasikan.
Ensure that all legal and owner requirements have been identified, incorporated into the Project HSE
Plan and periodically evaluated and documented.
 Memastikan bahwa persyaratan Rencana HSE Proyek telah dilaksanakan dan ditinjau seperlunya
setiap triwulan.
Ensure that the requirements of the Project HSE Plan are implemented and reviewed as required or on
a quarterly basis.

 Memahami dan mengirimkan ahli HSE terkait aturan atau persyaratan pelaporan kepada pemilik.
Understand and implement any specialist HSE related rules or reporting requirements of the owner or
the MK.
 Mempersiapkan dan mempertahankan KPI yang relevan termasuk analisa tren untuk area dan tinjauan
dan tindakan manajemen proyek.
Prepare and maintain relevant KPIs including Trend Analysis for the Area and Project Management
Review and action.
 Menganalisa kebutuhan pelatihan yang masih berjalan dan mempersiapkan pengarahan/pelatihan yang
sesuai dengan yang diperlukan. Memastikan program pelatihan dilaksanakan dan juga
mempertahankan pencatatan.
Analyze on-going training needs and prepare suitable briefings / training as required. Ensure a training
programme is in place. Maintain a register for the same.
 Menjadwalkan dan melakukan inspeksi dan audit HSE. Mengidentifikasi dan mewakili penyelesaian
ketidaksesuaian / pelanggaran keselamatan. Menentukan dan mengimplementasikan tindakan
perbaikan dan pencegahan.
Schedule and conduct HSE inspections and audits. Identify and (delegate for) close out non-
conformances / safety violations. Determine and implement corrective actions and preventive actions.
 HSE Officer Proyek akan mengamati dan mengatur tim HSE Proyek (termasuk perawat lapangan jika
tersedia) ditambah tim HSE subkontraktor/pemasok.
The HSE Officer will Monitor and Manage the Project HSE Team (incl. Site Nurse if applicable) plus
subcontractor’s / supplier’s HSE teams.
 Mempersiapkan laporan mingguan/bulanan dan mengirimkannya kepada Klien, Manajer Proyek dan
HSE Koordinator.
Prepare the weekly / monthly reports and submit to the Owner (or Owners MK), Project Manager and
HSE Coordinator.
 Mendampingi pelaksanaan investigasi semua kecelakaan dan memastikan bahwa penyebab telah
dikenali dan tindakan perbaikan dan pencegahan telah dilakukan dan keefektifan dari tindakan-tindakan
tersebut telah diamati.
Assist in the investigation of all incidents and ensure that root cause(s) are identified, corrective and
preventive actions are implemented and the effectiveness of the corrective/preventive actions is
monitored.
 Mengelola administrasi HSE Proyek.
Maintain Project HSE administration.
 Meninjau HSE Plan Proyek demi keefektifan setiap triwulan atau apabila terdapat perubahan lingkup
ruang kerja, persyaratan hukum, persyaratan perusahaan, persyaratan owner, dan lain sebagainya.
Review the Project HSE Plan for effectiveness on a quarterly basis or if there is a change in the scope
of the works, legal requirement, Corporate requirements, Owner requirements etc.
 Memastikan bahwa papan pengumuman HSE Proyek terus terupdate dan diisi dengan informasi yang
masih berlaku.
Ensure that Project HSE Notice Boards are maintained and display applicable information.

 Melakukan pendataan terhadap alat angkat, plant dan peralatan, induksi, praktek, kecelakaan, dan
disipliner, dan lain sebagainya.
Maintain all registers including lifting gear, Plant & Equipment, Induction, Good Practice, Incidents and
Disciplinary etc.
 Mengeluarkan surat peringatan resmi dan verbal yang diperlukan ditambah peringatan tinjauan yang
dikeluarkan oleh HSE Koordiantor.
Issue formal and verbal warnings as required plus review warnings issued by the Project HSE
Coordinator.
 Memastikan bahwa proses induksi telah dilaksanakan terhadap semua orang yang bekerja maupun
yang berkunjung kedalam proyek. Merevisi pelatihan induksi untuk mencerminkan perubahan kondisi
termasuk kegiatan lapangan dan persyaratan hukum.
Ensures that an induction process is in place for all persons working or visiting the project.Revises the
induction training to reflect changing conditions including site activities and legal requirements.
 Memastikan semua kecelakaan telah diinvestigasi dan penyebabnya telah ditentukan dan juga laporan
kecelakaan telah dilaporkan kepada HSE Koordinator dan dilaporkan pada sistem sebagaimana dalam
prosedur internal.
Ensures all incidents are investigated and the root cause is identified plus incident reports are
forwarded to the HSE Coordinator and reported into the system as per the internal procedures.
 Menyusun pendataan risiko/aspek fase pra-mobilisasi dan memperbaruinya sepanjang fase
operasional.
Drafts the Risk Register / Aspect Register pre mobilization phase and updates throughout the
operational phase.
 Memastikan tindakan perbaikan dan pencegahan yang diperlukan telah dilaksanakan.
Ensures corrective and preventative actions are implemented where required.
 Memimpin dan mencatat HSE Meeting internal dan memastikan semua tindakan ditutup dalam waktu
yang ditentukan.
Chairs and minutes the internal HSE meeting(s) and ensures all items for action are closed within the
specified time period (which they are responsible for).
 Mengevaluasi dan mendokumenkan semua risiko di lapangan dan memastikan kontrol yang memadai
dan mengkomunikasikannya dengan SOM, SEM dan tim HSE.
Evaluates and documents all perceived risks on the site and ensures adequate controls are in place
and communicated in conjunction with the SOM, SEM and their teams.
 Memastikan bahwa tidak ada kegiatan yang dilakukan tanpa penilaian risiko yang telah disetujui dan
dikomunikasikan.
Ensures that no activities take place without an approved, communicated risk assessment.
 Mengevaluasi kinerja subkontraktor dan mengkomunikasikan umpan balik kepada kantor Divisi.
Evaluates the performance of subcontractors and communicates the feedback to the Division Office.
 Memastikan prosedur darurat telah diberlakukan di kantor, gudang, fasilitas inap, lapangan dan lain
sebagainya, dan prosedur tetap dijalankan dan ditinjau apabila diperlukan.

Ensures emergency procedures are in place for offices, stores, camp facilities, site etc. and the
procedures are maintained and reviewed as required.
 Secara aktif membiasakan budaya keselamatan yang sehat dalam proyek.
Actively promotes a positive healthy safety culture within the project.
 Menghadiri rapat dengan subkontraktor baru dan juga klien dan rapat kemajuan internal.
Attends kick off meetings with new subcontractors and also client (where applicable) and internal
progress meetings.
 Apabila diperlukan, melengkapi pelatihan pemahaman bagi para staf dan mengisi matriks pelatihan.
When required, completes awareness training for staff and maintains a training matrix.
 Mengawasi skema penghargaan bagi pekerja yang terlihat memperbaiki kebiasaan keselamatan
dilapangan.
Oversees the award scheme for workers who are seen to improve the safety culture on the site.
 Menjadi penghubung dengan klien untuk memastikan semua ketidaksesuaian diselesaikan dalam
waktu tertentu.
Liaises with the client to ensure all non-conformances are closed within the specified period.
 Menghadiri semua inspeksi yang dijadwalkan dengan klien.
Attends all arranged inspections with the client.
 Memastikan bahwa semua staf telah cukup terlatih dan mengidentifikasi kebutuhan yang diperlukan
untuk pelatihan.
Ensures that all staff is adequately trained and identifies the need for training if required.

Completes daily, documented inspections of the Project and submits all information to the Project HSE
Officer on a daily basis.
 Berkordinasi dengan pihak manajemen dan karyawan untuk memastikan semua ketidaksesuaian telah
selesai dan diarsipkan.
Coordinates with line management and workers to ensure all non-conformances are closed out and
documented.
 Melaporkan semua kecelakaan kepada HSE Officer Proyek dan mendampingi proses investigasi untuk
mengenali penyebab dan melakukan tindakan perbaikan.
Reports all incidents to the Project HSE Officer and assists in the investigation process to identify the
root cause and implement corrective actions.
 Menyelesaikan dan mengawasi pelaksanaan rapat toolbox di tempat kerja.
Completes and oversees toolbox talks performed in the workplace
 Menyelesaikan pelatihan modul internal ketika diperlukan dan juga induksi spesifik proyek.

 Meninjau rencana pengangkatan ketika diperlukan.
Reviews lifting plans as required
 Memonitor semua area gudang dan COSHH (Control of Substances Hazardous to
Health=Pengendalian Zat Berbahaya bagi Kesehatan ).
Monitors all store areas and COSHH (Control of Substances Hazardous to Health)
 Melengkapi/meninjau/menyusun semua lembar pemeriksaan yang digunakan dan melaporkan seperti
pada sistem menejemen HSE spesifik di proyek.
Completes / reviews / collates all applicable check HSEets and reports as per the Project Specific HSE
Management System
 Memastikan dan secara berkala mengambil sampel bahwa semua orang dalam proyek telah diinduksi
dan telah memiliki Kartu Tanda Pengenal PT. PP (Persero).
Ensures and periodically samples that all persons on the project are inducted and have a valid PT. PP
(Persero) id card.
 Memastikan semua kegiatan dilakukan seperti penilaian risiko/pernyataan metode yang telah disetujui.
Ensures all activities are carried out as per the approved Method Statement / Risk Assessment.
 Menghadiri pertemuan/rapat terkait dengan HSE dan memastikan standar HSE perusahaan telah
dijalankan sepanjang waktu.
Attends HSE related meetings and ensures company HSE standards are maintained at all times.
 Mengikuti tindakan yang dihasilkan oleh rapat internal dan eksternal.
Follows up on actions generated as a result of internal and external meetings.
 Mengamati ketersediaan dan status alat pemadam api ringan dan perlengkapan pemadam api lainnya

Monitors the availability and status of fire extinguiHSErs and other fire fighting equipment on the Project
including offices, stores and vehicles.
 Meninjau ijin/diskusi sebelum memulai pekerjaan di tempat kerja.
Reviews permits / prestart talks in the workplace.
 Memastikan tanda, label scaffolding dan lain-lain sudah pada tempatnya bagi semua pekerjaan
sementara di proyek.
Ensures that signage, scaffolding tags etc. are in place for all temporary works on the project.
 Memastikan semua papan informasi tetap diperbarui.
Ensures all information boards are kept up to date.
 Memahami dan mengimplementasikan semua persyaratan yang ada dalam HSE Plan Proyek dan
dokumen terkait.
