Pengertian Administrasi Negara

Menurut Prajudi Atmosudirjdo yang dikutip dalam buku Sistem Administrasi

Negara Republik Indonesia (SANRI) mengemukakan:
“Administrasi Negara adalah administrasi dari negara sebagai organisasi dan
administrasi yang bersifat mengejar tujuan-tujuan yang bersifat kenegaraan”.

PENGERTIAN IMPLEMENTASI

Implementasi adalah tindakan-tindakan yang dilakukan baik oleh individu-

individu/pejabat-pejabat atau kelompok-kelompok pemerintah atau
swasta yang diarahkan pada tercapainya tujuantujuan yang telah
digariskan dalam keputusan kebijakan
(Meter dan Vanhorn, 1975:447).

PENGERTIAN IMPLEMENTASI KEBIJAKAN

Menurut Edward III yang dikutip Riant Nugroho dalam buku yang berjudul (Public Policy : 2009:636),
yaitu:

“Implementasi Kebijakan adalah tindakan-tindakan yang dilakukan oleh pemerintah untuk mencapai
tujuan yang telah di tetapkan dalam suatu keputusan kebijakan. Akan tetapi pemerintah dalam
membuat kebijakan juga harus mengkaji terlebih dahulu apakah kebijakan tersebut dapat memberikan
dampak yang buruk atau tidak bagi masyarakat. Hal tersebut bertujuan agar suatu kebijakan tidak
bertentangan dengan masyarakat apalagi sampai merugikan masyarakat”.(Public Policy : 2009:636).
