 2.1 Peranan Kerajaan Dalam Menangani Isu-isu Tempatan, Negara
Dan Serantau

• Kerajaan memainkan peranan penting dalam menangani isu-isu berkaitan

pertumbuhan, guna tenaga penuh, inflasi dan kemelesetan ekonomi yang berlaku
pada peringkat tempatan, negara dan serantau.
• Antara kementerian yang sedia membantu perniagaan bersaing pada peringkat
domestik dan antarabangsa adalah seperti Kementerian Perdagangan
Antarabangsa dan Industri (MITI) dan Kementerian Perdagangan Dalam Negeri,
Koperasi dan Kepenggunaan (KPDNKK) serta agensi kerajaan seperti
Perbadanan Pembangunan Perdagangan Luar Malaysia (MATRADE) dan Bank
Negara Malaysia (BNM).

Kementerian Perdagangan Antarabangsa dan Industri (MITI)

‐ Peranan dan fungsi MITI:

• Merangka dasar dan strategi pembangunan perindustrian.

• Menggubal dan menggalakan hubungan perdagangan dua hala dan pelbagai hala
serta kerjasama perdagangan serantau.
• Merancang dan menggalak pembangunan prestasi eksport Malaysia di pasaran
antarabangsa.
• Merancang, menyelaras dan memantau pembangunan perusahaan-perusahaan
kecil dan sederhana.

Kementerian Perdagangan Dalam Negeri, Koperasi dan Kepenggunaan (KPDNKK)
‐ Matlamat :
• Matlamat penubuhan Kementerian adalah untuk menggalak pembangunan
perdagangan dalam negeri yang beretika dan melindungi kepentingan pengguna.
‐ Peranan dan fungsi KPDNKK :
• Menentukan dan memantau harga barang-barang
• Melesenkan penjualan dan pengedaran barang-barang
• Melesenkan urusniaga jualan langsung
• Melaksanakan peraturan timbang dan sukat
• Melaksanakan program pendidikan pengguna
• Memperkukuhkan program kesedaran pengguna dan perlindungan pengguna

Bank Negara Malaysia (BNM)

- Merupakan bank pusat
- Peranan Bank Negara Malaysia (BNM)
a. Untuk memantau dan mengawal keadaan ekonomi negara termasuklah dalam
bidang perniagaan.
b. Untuk meningkatkan kestabilan kewangan
c. Untuk mengawal selia infrastruktur sistem pembayaran negara

Isu - Isu Huraian

Tempatan Berkaitan dengan perniagaan di kawasan setempat seperti hubungan

perniagaan dengan komuniti, pengguna tempatan, tanggungjawab sosial
dengan masyarakat sekeliling dan faktor sosiobudaya masyarakat
setempat.
Negara Berkaitan dengan masalah yang dihadapi oleh sesebuah negara seperti
jumlah pendapatan, inflasi, kemelesetan ekonomi dan kadar pertumbuhan
ekonomi.

Serantau Melibatkan hubungan antara Malaysia dengan negara jiran seperti

Singapura, Thailand dan Brunei Darussalam.

- Pusat pentadbiran kerajaan Persekutuan terletak di Putrajaya.
(i) Aspek Perundangan
1. Penggubalan Undang-undang
Contoh Akta dalam perniagaan:
- Akta Kontrak 1950
- Akta Jualan Barangan 1957
- Akta Sewa Beli 1967
- Akta Perkongsian 1961
- Akta Syarikat 1965
- Akta Perhubungan Industri 1967 (Pindaan 1980)
- Bertujuan untuk mengawal perjalanan aktiviti perniagaan.
- Untuk memastikan setiap perniagaan yang dijalankan mesti
didaftarkan.

2. Perlindungan Pengguna
Matlamat undang-undang perlindungan pengguna:
- Keselamatan pengguna dalam aspek makanan, ubat-ubatan
serta sebarang amalan dan perkhidmatan yang tidak selamat.
- Kesihatan pengguna bertujuan untuk melindungi pengguna
daripada tindakan perniagaan yang boleh mengancam kesihatan
pengguna
- Hak pengguna mendapat ganti rugi jika pengguna tidak
menerima barangan atau perkhidmatan sebagaimana yang
dijanjikan oleh peniaga
- Melindungi hak pengguna mendapat alam sekitar yang bersih

3. Perlindungan Pengguna

Jenis Pelepasan Huraian

Cukai
Taraf Perintis Diberikan kepada syarikat yang menyertai perniagaan yang dipromosikan oleh
kerajaan .
Dikecualikan pembayaran cukai selama lima tahun.
Elaun Cukai Pelepasan cukai ekoran daripada pelaburan modal yang diberikan kepada
Pelaburan perniagaan berstatus Koridor Raya Multimedia (MSC) dan berasaskan bahan mentah
tempatan.
Potongan Cukai Diberikan kepada pengeksport yang menjual barangan tempatan pada kadar
potongan bergantung pada jenis perbelanjaan yang terlibat.
Pengecualian Cukai Diberikan kepada syarikat status MSC dan terlibat dalam industri teknologi tinggi.

Elaun Pelaburan Diberikan kepada syarikat yang terlibat dalam perniagaan pengeluar makanan,
Semula pembinaan jalan dan pembukaan tanah untuk pembelian aset tanah.
