 Pasar Tenaga Kerja

Pasar Tenaga Kerja dapat diartikan sebagai suatu pasar yang mempertemukan penjual
dan pembeli tenaga kerja. Sebagai penjual tenaga kerja di dalam pasar ini adalah para
pencari kerja (Pemilik Tenaga Kerja), sedangkan sebagai pembelinya yaitu orang-orang /
lembaga yang memerlukan tenaga kerja. Pasar tenaga kerja diselenggarakan dengan
maksud untuk mengkoordinasi pertemuan antara para pencari kerja dan orang-orang
atau lembaga-lembaga yang membutuhkan tenaga kerja.

Di pasar tenaga kerja, permintaan (kebutuhan) total akan

tenaga kerja dari sektor swasta dan pemerintah bertemu
dengan jumlah angkatan kerja yang tersedia pada waktu
itu. Rumah tangga menjual jasa tenaga kerja kepada
perusahaan. Pertemuan permintaan dan penawaran
tenaga kerja tersebut akan menentukan harga tenaga
kerja/ UPAH TENAGA KERJA.

 Pandangan Klasik Tentang Pasar Tenaga Kerja

• Dalam Pasar Tenaga Kerja, kaum klasik menganggap bahwa di pasar tenaga kerja,
seperti halnya di pasar barang, apabila harga tenaga kerja (upah) cukup fleksibel
maka permintaan tenaga kerja selalu seimbang dengan penawaran tenaga kerja.

• Menurut definisi, tidak ada kemungkinan timbulnya pengangguran sukarela. Artinya

pada tingkat upah riil yang berlaku di pasar tenaga kerja semua orang yang bersedia
bekerja pada tingkat upah tersebut akan memperoleh pekerjaan.
Dengan demikian, mereka yang menganggur adalah mereka yang tidak bersedia
bekerja pada tingkat upah yang berlaku. Jadi mereka ini adalah penganggur yang
sukarela. Pengangguran sukarela itu berlangsung hanya sementara saja.

• Sejalan dengan proses penyesuaian dalam pasar barang, pada saat jumlah barang
berada pada posisi keseimbangan, maka posisi full employment tercapai kembali.
Pada keadaan demikian semua angkatan kerja dapat bekerja pada tingkat upah riel
yang lama.
Bagaimana proses terjadinya pengangguran sukarela
tersebut, dapat ditunjukkan dalam gambar berikut:

Pengangguran adalah suatu kondisi ketika seseorang yang dikategorikan dalam golongan
angkatan kerja yang ingin memperoleh pekerjaan tetapi belum dapat memperolehnya.

Tingkat pengangguran (unemployment rate) adalah persentase angkatan kerja yang saat ini
menganggur. Ekonom mendefinisikan angkatan kerja sebagai bagian dari populasi usia kerja yang
saat ini bekerja ditambah mereka yang menganggur tetapi secara aktif mencari pekerjaan.

Penganggur terbuka, terdiri dari:

1. Mereka yang tak punya pekerjaan dan mencari pekerjaan.
2. Mereka yang tak punya pekerjaan dan mempersiapkan usaha.
3. Mereka yang tak punya pekerjaan dan tidak mencari pekerjaan, karena merasa tidak
mungkin mendapatkan pekerjaan.
4. Mereka yang sudah punya pekerjaan, tetapi belum mulai bekerja.
TPT (Tingkat Pengangguran Terbuka) adalah persentase jumlah pengangguran terhadap jumlah
angkatan kerja.
 Tingkat Pengangguran dan Pandangan Klasik

Menurut kaum klasik ada tiga macam pengangguran::

1. Frictional unemployment = pengangguran karena pergeseran tingkat output
2. Seasonal unemployment = pengangguran musiman (datang dan hilang menurut musim)
3. Institutional unemployment = pengangguran yang dibuat orang melalui serikat buruh

Menurut kaum klasik harga-harga sangat fleksibel, sehingga bereaksi cepat dan rasional terhadap
perubahan harga. Dalam keadaan seperti ini semua penyimpangan dari posisi full employment
hanya bersifat sementara.
 Keberadaan Pengangguran

Pengangguran dapat terjadi karena faktor-faktor berikut:

1. Kekurangan pengeluaran agregat.
2. Ingin meninggalkan pekerjaan lama untuk mendapat pekerjaan baru yang lebih baik.
3. Perusahaan mengganti tenaga kerja manusia dengan peralatan-peralatan canggih,
seperti penggunaan mesin-mesin komputer.
4. Ketidaksesuaian antara keterampilan pencari kerja dan keterampilan yang
dibutuhkan dalam industri.
 Teori Efisiensi Upah

● Perusahaan menginginkan untuk membayar upah di atas reservation

wage. Perusahaan menginginkan pekerjanya menjadi produktif dan
mempunyai motivasi kerja tinggi, dan upah semakin tinggi dapat
membantu mereka mencapai tujuannya – meningkatkan kekayaan
pemilik dan aset perusahaan.

● Pemberian upah tinggi adalah salah satu instrumen yang dapat

digunakan perusahaan untuk mencapai tujuan perusahaan.

● Para ekonom sepakat bahwa terdapat korelasi positif antara tingkat

upah tinggi dengan produktivitas tinggi pada para pekerja, dan
menyebutnya sebagai efficiency wage theories – tingkat upah yang
menyebabkan pekerja mempunyai kinerja semakin efisien atau
produktif.

spontan untuk bertindak.
Maksimisasi Profit
Mengorbankan laba yang ada
saat ini untuk mencapai laba
yang lebih besar pada beberapa
tahun yang akan datang, dengan
cara perusahaan menentukan
harga, input dan output yang
mendorong tercapainya laba
maksimum.
Dampak Tenaga Kerja
Proses investasi menghasilkan
kenaikan output suatu daerah.
Investasi diperlukan untuk
memenuhi permintaan penduduk
dan kesempatan kerja yang
semakin meningkat. Dengan
meningakatnya investasi
perusahaan tentunya perusahaan
akan membutuhkan lebih banyak
tenaga kerja.
 Siklus Bisnis
Siklus Bisnis adalah naik turunnya aktivitas ekonomi yang dilihat dari
perkembangan tingkat output dan harga relatif. Siklus naik dan turun
tersebut terjadi secara berulang-ulang dengan rentang waktu yang
bervariasi.

Siklus bisnis dapat digambarkan sebagai gelombang

naik turun aktivitas ekonomi. Sklus ini terdiri atas empat
elemen (Dornbusch,2008) yaitu:

1. Gerakan Menaik (recovery)

2. Titik Puncak (peak)
3. Gerakan menurun (recession)
4. Titik rendah (trough)
 Hubungan Jangka Pendek Output dan
Pengangguran
Harga relatif stabil = Masalah pengangguran serius
Harga tinggi = Masalah pengangguran rendah

Dengan tingginya harga (inflasi) maka untuk memenuhi permintaan tersebut,

produsen meningkatkan kapasitas produksi dengan cara menambah tenaga
kerja.

Tenaga kerja merupakan input yang dapat meningkatkan output.

Akibat dari peningkatan permintaan tenaga kerja karena adanya peningkatan

inflasi maka akan mengurangi angka pengangguran.

INFLASI

Dalam ilmu ekonomi, Inflasi adalah suatu proses meningkatnya harga secara terus menerus (continue) berkaitan dengan mekanisme pasar yang
bisa disebabkan oleh beberapa factor, antara lain.
a. Konsumsi masyarkat yang meningkat
b. Berlebihnya likuiditas di pasar yang memicu konsumsi bahkan spekulasi
c. Ketidaklancaran distribusi barang.
Inflasi juga merupakan menurunnya nilai mata uang secara continue.
Inflasi digunakan untuk mengartikan meningkatnya persediaan uang yang kadangkala menjadi penyebab meningkatnya harga. Terdapat 2 cara
yang paling sering digunakan untuk mengukur inflasi, yaitu CPI, PPI, dan GDP Deflator.

Customer Price Index (CPI)
adalah alat ukur untuk menilai perubahan rata-rata atas suatu
harga barang dan jasa yang dinilai sangat penting. CPI dihitung
dengan melakukan pemantauan perubahan harga pada setiap
barang.
Produsen Price Index (PPI)
Adalah indeks yang mengukur perubahan pada harga jual
yang diterima oleh produsen barang dan jasa di suatu
negara dalam suatu periode tertentu
 
GDP Deflator
Adalah rasio antara GDP nominal dengan
GDP Riil.
Inflasi adalah proses dari suatu peristiwa,
bukan tinggi rendah-nya suatu harga.
Artinya, tingkat harga yang tinggi belum
tentu menunjukkan inflasi.
 PENGANGGURAN
 Penganguran adalah orang-orang dalam rentan usia 15 – 64 tahun yang mencari pekerjaan tetapi masih belum mendapat lapangan
pekerjaan.

- Orang-orang yang masuk dalam angkatan kerja tetapi belum bekerja

- Orang-orang yang belum bekerja tetapi sedang mencari berusaha mencari pekerjaan
- Orang-orang yang sudah bekerja namun diberhentikan dan sedang mencari pekerjaan

HUBUNGAN INFLASI DAN PENGANGGURAN

Inflasi dan pengangguran berhubungan negatif dalam jangka pendek. Konsekuensinya, menurunkan inflasi menimbulkan biaya bagi
masyarakat dalam bentuk pengangguran yang lebih tinggi dalam jangka pendek. Hubungan keduanya digambarkan dengan baik dari Kurva
Phillips.
Misalnya, ketika inflasi tinggi, pekerja akan menuntut upah yang lebih tinggi untuk mengimbangi kenaikan inflasi. Kenaikan tersebut menjaga
upah riil mereka konstan. Upah riil adalah tingkat upah nominal yang telah disesuaikan dengan inflasi.
Karena upah meningkat, pekerja dapat memasok lebih banyak jasa tenaga kerja dalam jangka pendek. Ini mengarah pada penurunan tingkat
pengangguran.
Konsep dasar Kurva Phillips

 permintaan tenaga kerja yang meningkat

menurunkan tingkat pengangguran,
 kemudian perusahaan akan bersaing menaikan
upah tenaga kerja untuk bersaing menarik
kumpulan bakat.
 Kenaikan biaya perusahaan untuk upah tersebut
kemudian diteruskan kepada konsumen dalam
bentuk kenaikan harga.
 Analisis kurva AD-AS dan kurva Phillips,Trade off jangka pendek antara inflasi dan pengangguran

Kurva AD-AS adalah kondisi dimana agregrat demand (permintaan agregrat) sama dengan jumlah agregrat supply (penawaran agregrat).
Keseimbangan AD-AS adalah kondisi dimana pemintaan agregrat sama dengan penawaran agregrat, disebut juga sebagai keseimbangan
makroekonomi.

Kurva (a) menunjukkan kondisi ketika perekonomian terus mengalami pertumbuhan. Pertumbuhan ekonomi dalam jangka pendek selalu diikuti
oleh kenaikan inflasi, karena penawaran agregrat tidak bisa meningkat lebih cepat dari permintaan agregrat.
Jika ditanggap terdapat hubungan antara tingkat output (Y) dan kesempatan kerja (N), maka pertambahan Output kurva (a) dari titik A ke titik
B akan menambah kesempatan kerja N-A menjadi N-B, penambahan kesempatan keja tersebut akan mengurangi pengganguran kurva (b)
dari titik A ke titk B.

Tingkat pengangguran alamiah : NAIRU

NAIRU merujuk pada hubungan antara ekses permintaan/penawaran tenaga kerja dengan laju inflasi sebagaimana
digambarkan dalam Kurva Phillips. NAIRU merupakan singkatan dari Non-Accelerated Inflation Rate of Unemployment,
yang artinya tingkat pengangguran yang tidak mendorong pada percepatan laju inflasi.

- Teori konsumsi siklus hidup

Teori ketiga ini merupakan teori yang dikembangkan oleh Franco Modigliani, Albert Ando serta Richrad Blumberg pada tahun 1950. Teori
konsumsi siklus hidup merupakan teori yang menjelaskan bahwa kegiatan ekonomi merupakan kegiatan seumur hidup. Menurut teori
komunikasi siklus hidup ini, faktor sosial ekonomi seseorang maupun rumah tangga dinilai sangat memengaruhi pola konsumsi individu
atau rumah tangga tersebut.
- Keputusan menawarkan tenaga kerja
Penawaran tenaga kerja adalah jumlah tenaga kerja yang disediakan oleh pemilik tenagakerja dalam hal ini perusahaan dalam suatu waktu
tertentu. Penawaran tenaga kerja dipengaruhioleh suatu keputusan yang dilakukan seseorang apakah dia mau bekerja atau tidak.
Keputusan tersebut tergantung pula pada tingkah laku seseorang untuk menggunakan waktunya, apakahwaktu tersebut digunakan untuk
bekerja atau digunakan untuk melakukanYour

Apabila dikaitkandengan tingkat upah, maka keputusan yang diambil seseorang untuk bekerja akan dipengaruhi pula dengan tinggi
rendahnya penghasilan seseorang. Maksudnya, apabila penghasilan tenagakerja yang relatif sudah cukup tinggi, maka tenaga kerja
tersebut akan cenderung mengurangiwaktu yang dialokasikan untuk bekerja.

- Dampak inflasi pada konsumsi

Konsumsi rumah tangga adalah pengeluaran yang dilakukan oleh rumah tangga untuk pembelian barang-barang dan jasa-jasa dengan tujuan
untuk pemenuhan kebutuhan hidup sehari-hari dalam suatu periode tertentu (Bianchi and Andrews,2012). Secara makro, peningkatan
konsumsi dapat mempengaruhi permintaan terhadap barang dan jasa nasional. Inflasi sangat mempengaruhi konsumsi masyarakat, karena
inflasi yang besar akan mempengaruhi pembelian masyarakat. Inflasi yang besar mengurangi daya beli masyarakat dan tingkat pembelian
menjadi turun. Tingkat pembelian masyarakat yang turun, mempengaruhi konsumsi masyarakat atas barang dan jasa menjadi menurun.
 - Dampak pemerintah pada konsumsi dan penawaran tenaga kerja
Pemerintah sebagai salah satu pelaku
ekonomi (rumah tangga pemerintah),
memiliki fungsi penting dalam
perekonomian yaitu berfungsi sebagai
stabilisasi, alokasi, dan distribusi. Adapun
penjelasannya sebagai berikut:
• Fungsi Stabilisasi, yakni fungsi
pemerintah dalam menciptakan
kestabilan ekonomi, sosial politik,
hokum, pertahanan, dan keamanan.
• Fungsi Alokasi, yakni fungsi pemerintah
sebagai penyedia barang dan jasa
publik seperti pembangunan jalan raya,
gedung sekolah, penyediaan fasilitas
penerangan, dan telepon.
• Fungsi Distribusi, yakni fungsi
pemerintah dalam pemerataan atau
distribusi pendapatan masyarakat.
