RESCUE OPERATION
1. Scene Size Up

• Identify type of incident

• Identify Hazard(s) Involved
• Precautions to be taken
• Tactical Strategy of Approach
• Have a Back-up Plan
• Team Split
18
RESCUE OPERATION
2. Atmospheric Assessment

• Pre-check Portable Multi Gas Detection

Unit
• Check atmosphere around location
• Check atmosphere at rescuer access way
• Check atmosphere at entry point
• Check atmosphere at vessel/tank (top,
middle, bottom)

19
ATMOSPHERIC CHECK
Cek kondisi udara di setiap level confined space, kondisi
udara yang baik disekitar entry point tidak berarti udara di
bagian bawah juga bagus kondisinya.

RESCUE OPERATION
3. LOTO Procedure

• Ensure authorized personnel trained to

perform Lo-To procedure
• Identify Energy Sources (include stored
or residual energy)
• Shut Down machines and equipment
• Perform LoTo
• Draw Out
• Try Out

RESCUE OPERATION
4. Ventilation

• Identify the openings and a correct

ventilation method
• Ensure authorized personnel trained to
perform ventilation

respiratory protection
• SCBA Control Board in close monitoring
• Two-In Two Out System in place
• Rapid Intervention Team (RIT)/Crew (RIC)
is in place
• locate/identify the last position of the victim
• Define the approaching method (by using
ladder or lowering system), 1 or 2 rescuer
26
RESCUE OPERATION
5. Victim Search and Evacuation

• Once victim located, check surrounding for

Danger and Respond to the Victim
• Safely drag victim to nearest exit point
• Perform victim packaging if possible or
necessary
• Prepare evacuation means, connect to hauling
system
• Identify the most effective means to evacuate
victim to the ground

RIT/RIC
“a minimum of two individuals who are properly equipped and trained must be positioned outside the
IDLH atmosphere, account for the interior team(s) and remain capable of rapid rescue of the interior
team. The outside personnel must at all times account for and be available to assist or rescue
members of the interior team”.

TRIPOD

30
LADDER SLIDE
A ladder slide is a very useful tool and can be used with any length of ladder. The ladder serves as a
guide and supports a large portion of the weight of the victim being lowered.

It eliminates the need for elaborate rope rescue systems and turns a high-angle rescue into a low-angle
rescue

A Ladder Slide uses a roof or extension ladder to support the litter as it’s raised or lowered. Ladder
slides should be used when the distance from the victim and the rescuers is within the length of the
ladder and the rope to be used.

Ladder slides are very efficient when several victims need to be moved from one elevation to another

31
LADDER HINGE
This is a quick method of rescuing a casualty from an upper floor, when it is desirable to keep the stretcher
horizontal, or the building is so unstable that it cannot be used to assist in the operation.

Patient packaging : Ensure you are not exceeding the devices load rating

The Casualty is blanketed and lashed to a stretcher in the normal way

Ground Team to adjust height of the ladder, raise the ladder top to access point

The ladder is placed vertically against the wall in front of the opening/access point

One rescuer supports the head of the stretcher

Another one lashes the foot of the stretcher to the ladder using a short length of 12mm rope (or webbing)
