Perihal : Penjelasan atas saran penggunaan frekuensi 450 MHz (LTE-R) atau 5,8 GHz (5G)
untuk Kereta Cepat Jakarta - Bandung (KCJB).

Dengan Hormat,

1. Menunjuk butir 1 pada Surat bapak Nomor IPW/07/D.VI.M.EKON/01/2020 tertanggal 29 Januari 2020
perihal Tanggapan atas Laporan perkembangan proyek kereta cepat Jakarta - Bandung, yaitu terkait
saran bapak agar proyek KOB menggunakan frekuensi LTE-R di 450 MHz atau 5G di 5,8 GHz.

2. Berkaitan dengan hal tersebut diatas, perlu kami menyampaikan klarifikasi bahwa :
a. Penggunaan teknologi komunikasi wireless GSM-R untuk kereta cepat, yang paling utama adalah
dari sisi kemampuan teknologi tersebut dalam menyediakan komunikasi data untuk Automatic Train
Control Data Sistem Persinyalan kereta cepat yang berkaitan langsung dengan keselamatan
penumpang. Selain itu, teknologi tersebut sudah terbukti (proven) kehandalannya dan telah di
standarkan oleh UIC sebagai organisasi perkeretaapian dunia.
b. Terkait LTE-R di 450 MHz.
Teknologi LTE-R di 450 MHz untuk Automatic Train Control Data Sistem Persinyalan saat ini masih
dalam proses development dan diperkirakan selesai pada tahun 2023 dan akan diimplementasikan
di jalur Beijing - Shenyang (terlampir surat penjelasan dari CRSC/China Railway Signal and
Communication Co. Ltd sebagai pihak yang melakukan development LTE-R dan juga kontraktor KOB)
dan selanjutnya akan diuji kehandalannya berikut proses standarisasi sampai dengan 2025.
c. Terkait 5G di 5,8 GHz.
Bahwa Teknologi tersebut diimplementasikan hanya untuk pelayanan penumpang, seperti Passenger
Internet Service dan HD Video, bukan diimplementasikan untuk komunikasi data Automatic Train
Control Data Sistem Persinyalan. (terlampir print-out informasi terkait yang bersumber dari website
pabrikan teknologi tersebut)

3. Untuk menjamin keselamatan perjalanan Kereta Cepat Jakarta - Bandung yang mutlak sepenuhnya
merupakan tanggung jawab kami, maka dalam pemilihan teknologi, kami hanya akan
menggunakan teknologi komunikasi wireless yang benar - benar sudah matang, teruji (proven)
kehandalannya, terstandarisasi UIC yaitu teknologi GSM-R di 900 MHz.

Januari 2020 perihal tersebut diatas, bersama ini kami sampaikan tanggapan sebagai
berikut:
1. Merujuk kepada UU No. 36/1999 tentang Telekomunikasi dan PP No. 53/2000
tentang Penggunaan spektrum frekuensi dan orbit satelit, serta
mempertimbangkan kebutuhan industri telekomunikasi nasional, maka kami
menyarankan agar proyek Kereta Cepat Jakarta Bandung (KCJB)
menggunakan frekuensi L TE-R di 450 MHz atau 5G di 5.8 GHz;
2. Kami akan berkoordinasi dengan Dirjen Perkeretaapian Kementerian
Perhubungan terkait percepatan izin integrasi stasiun KCJB dan LRT Cawang-
Bekasi.

Dear Sir,

After receiving the letter you forwarded after receiving from KCIC dated 22/07/2019, No:
0926/DIR/KCIC/07.19, Subject: Request for updates on developments related to Research. &
DevelopmentLTE, CRSC project team immediately started and has completed an internal investigation
and verification. Here is our report based on the fact.

1. Regarding what happened in the meeting AWG-25, the 25th meeting of the Wireless Group
of Asia-Pacific Telecommunication Union
1) Hosted by China State Railway Group Co., Ltd., LTE-R technology has completed throughput,
electromagnetic compatibility, and field strength tests on the Beijing-Shen line by the end of
2018. CRSC participated in the system test of the Beijing-Shenyang line. The current test data
participants signed the NOA agreement with China State Railway Group Co.. Ltd.. and will not
announce it for the time being.
2) The Ministry of Industry and InformationTechnologyhas authorized China State RailwayGroup
Co., Ltd. to use this frequency band as the experimental frequency band and carry out relevant
testing work on the Beijing-Shenyang line. However, the band has not yet been authorized as
a national railway LTE-R application.
2. Regarding CRSC's latest development of L TE-R
Under the unified deployment of China State Railway Group Co., Ltd., in order to meet the LTE-R
technology application in the Beijing-Shenyangpassenger line, CRSC has completed the R&D and
laboratory testing of train control and train borne equipment for LTE-R, but LTE-R system
equipment is i"!, the process of development.
According to China's national and railway related standards, norms and implementationprocedures,
after the completion of the research and development,the above-mentionedsystem equipmentstill
needs a large number of experimental verification, and before used in a project, they should have
been evaluated after passing site tests organized by relevant management department and
officially approved by that department. Based on our experience with other system equipment, the
above process may last for several years. In summary, our judgment and expression in July 2018
concerning our prediction on LTE-R to be applied to the Beijing-ShenyangLine in 2023 is objective
and realistic, and the said judgment and expression is CRSC's official statement.

The journalist ofThe Beijing News Guo Chao reported that recently, the Enhanced Ultra High Throughput(EUHT) technology on
the Beijing-Tianjin intercity bullet train has passed the third-party test. It means, travelers in this train will achieve logging in
Wechat and watching videos with fast speed within this year.

This moring(August 4th), a new Internet connection equipment has been installed on the train C2027. A black cable box has been
installed on the roof of carriage No. 1. The journalist successfully opened the video program on the moving train, and the network
speed is stable and fast.

The vice technical director of Guangdong Nufront, Liu Shenfa introduced that, according to the the third-party test results, the
communication switch reliability of EUHT technology could be 100% and the average transmission bandwidth could reach
1 SOMbps with the moving speed of 300km/h. The technical performance of the EUHT system is more than 10 times of 4G
technology.

With the support of the China Railway Beijing Group Co.,Ltd., the Beijing-Tianjin Intercity High-Speed Rail operation line has been
completed. The representative of Nufront, Chen Fenghua, said, "We have installed 109 base stations along the 120-km line
between Beijing and Tianjin, which has achieved full coverage. It is expected to be operated at the end of this year. Passengers will
be able to enjoy a stable network on the high-speed trains."

According to the introduction of the representative, Nufront plans to cooperate with Beijing-Shanghai High-Speed Railway and
provides a stable vehicle-to-ground network transmission services.
