1. LATAR BELAKANG 1. BACKGROUND

Pengembangan sistem LRT diharapkan untuk
menjalankan banyak fungsi seperti
meningkatkan kuantitas dan kualitas sistem
transportasi umum, perluasan cakupan
penyediaan jasa transportasi, meningkatkan
integrasi serta kordinasi dengan moda
transportasi lainnya, dan lain lain.
The development of LRT system is expected
to perform many functions such as increasing
quantity and quality of public transportation
system, widening a coverage of providing
transportation services, improving integration
as well as cooperation with other transport
modes, etc.

Untuk memenuhi harapan ini, Badan Usaha
Milik Pemerintah Provinsi DKI Jakarta (BUMD)
\ditugaskan sebagai PT Jakarta Propertindo
(Perseroda) (pengguna jasa proyek) dari
proyek LRT Jakarta ini terutama untuk segera
mengembangkan koridor eksisting LRT Jakarta
Fase 1 Koridor 1 Kelapa Gading- Velodrome.
Dalam hal ini, kini telah dibuat program
mempekerjakan konsultan bertaraf
internasional yang diminta untuk membantu PT
Jakarta Propertindo (Perseroda) dalam lingkup
kerja Jasa Konsultan Manajemen Proyek untuk
Pembangunan LRT Jakarta Fase 1B:
Velodrome – Manggarai
In order to meet this expectation, the Provincial
Government of DKI Jakarta owned company
(BUMD) has been assigned as PT Jakarta
Propertindo (Perseroda) (project employer) of
this LRT Jakarta project especially for
developing the next corridor from existing LRT
Jakarta Phase 1 Corridor 1 Kelapa Gading-
Velodrome
In this connection, it is now programmed to
employ an international consultant to assist the
PT Jakarta Propertindo (Perseroda) in term of
scope of Project Management for
Development of LRT Jakarta Phase 1B:
Velodrome - Manggarai

2. TUJUAN 2. OBJECTIVES

3. LINGKUP PEKERJAAN
Untuk memperoleh tujuan tersebut di atas,
lingkup pekerjaan pada setiap tahap
ditunjukkan di bawah, namun tidak terbatas
pada pekerjaan - pekerjaan tersebut. Terdapat
kemungkinan lingkup pekerjaan tambahan atau
revisi lingkup pekerjaan yang diperlukan sesuai
dengan perubahan kondisi sekitar pelaksanaan
proyek
(1) Jasa untuk Tahap Persiapan dan Bersifat
Umum
a. Mengkoordinasikan antar konsultan
dalam rangka persiapan pembangunan
dan pengoperasian LRT Jakarta;
b. Berkoordinasi dengan pemangku
kepentingan terkait untuk
penyelenggaraan LRT Jakarta;
c. Mencari informasi dengan kajian
dan/atau berkoordinasi dengan pihak
terkait untuk penyelenggaraan LRT
Jakarta;
d. Menjamin terlaksananya Manajemen
Proyek secara komprehensif terkait
namun tidak terbatas pada Manajemen
Biaya,Waktu, Kualitas dan Risiko untuk
setiap proses kerja;
e. Familiar dan mengetahui standar,
peraturan dan kode yang digunakan
baik local dan internasional terkait
pekerjaan;
f. Mengajukan ke PT Jakarta Propertindo
(Perseroda) mengenai strategi terbaik
terkait pengadaan yang mencakup
penjadwalan proyek, biaya dan kualitas
termasuk kemungkinan melakukan
operasi komersial secara bertahap;
g. Membuat Dokumen Pengadaan untuk
seluruh kebutuhan PT Jakarta
Propertindo (Perseroda), antara lain:

3. SCOPE OF WORKS
In order to obtain the objectives mentioned
above, the scope of works on each stage are
shown below, but not limited to those works.
There may be additional or revised scope of
works required in accordance with changing
surrounding conditions of the project
implementation
(1) Service of Preparation Stage and General
Conditions
a. Coordinate among consultants in
preparation for the development and
operation of the LRT Jakarta;
b. Coordinate with relevant stakeholders
for the implementation of the LRT
Jakarta;
c. Looking for information with studies and
/or coordinating with related
stakeholders for the implementation of
the LRT Jakarta;
d. Ensuring the implementation of Project
Management comprehensively related
but not limited to Time, Cost, Quality and
Risk Management for all works process;
e. Familiar and recognize all local and
international standards, regulations and
codes related all works;
f. Propose to PT Jakarta Propertindo
(Perseroda) the best suitable
Procurement Strategy in terms of the
Project schedule, cost and quality,
including the possibility to conduct a
staging commercial operation;
g. Make a procurement documents for all
PT Jakarta Propertindo (Perseroda)
needs as follow;

awal.
c. Melakukan reviu dan perubahan
menyesuaikan regulasi yang berlaku
saat ini.
d. Mengidentifikasi objek halangan dan
potensi halangan (Utilitas, Jalur Hijau,
Badan Air dan Bangunan lain) selama
proses pembangunan dan operasional
LRT pada kondisi sekarang.
e. Mengkaji metode konstruksi untuk
pelakasanaan proyek dan
merekomendasikan yang paling efektif
dan cepat.
f. Melakukan Value Engineering terhadap
desain yang sudah ada
g. Melakukan reviu terhadap desain
aliagment dan struktur
h. Melakukan reviu terhadap desain sistem
perkeretaapian
i. Melakukan reviu terhadap desain sistem

j. Melakukan penyesuaian dan perubahan

kontrak;
o. Membantu dalam mengontrol,
memantau dan meninjau ulang jadwal
yang program untuk tender yang
bertujuan agar program berjalan sesuai
jadwal;
p. Membantu dalam mempercepat proses
pelelangan dalam hal tertundanya
jadwal yang program; dan
q. Membantu dalam mencari
penyelesaian terhadap permasalahan
yang mungkin menghambat proses
untuk pelelangan;
r. Berpartisipasi dalam pelaksanaan
transfer teknologi dan pengetahuan
kepada PT Jakarta Propertindo
(Perseroda);
(4) Jasa untuk Tahap Konstruksi
Untuk subjek jasa mengawasi kegiatan
kontraktor untuk pelaksanaan proyek pada
pembangunan struktur sipil serta
pengadaan / instalasi sistem & jalan rel,
penjaminan kualitas serta membantu PT
Jakarta Propertindo (Perseroda) dalam
persiapan operasi komersial sistem LRT,
Konsultan harus melakukan jasa-jasa
berikut.
a. Menjamin terlaksananya Manajemen
Proyek secara komprehensif terkait
namun tidak terbatas pada Manajemen
Biaya, Waktu, Kualitas dan Risiko untuk
setiap proses kerja menggunakan BIM;
b. Familiar, mengetahui, dan memastikan
standar, peraturan dan kode yang
digunakan baik lokal dan internasional
terkait pekerjaan;

m. Review the draft of contract agreement
for contractor(s) or supplier(s) arranged
during the preliminary engineering
design stage in accordance with the
changed surrounding conditions;
n. Assist to process negotiation with the
prospective contractor(s) or supplier(s)
for contract agreement finalization and
contract signing;
o. Assist in controlling, monitoring, and
reviewing the programmed schedule for
tender which aims to progress
according to the schedule
p. Assist in accelerating the process of
tendering in case the programmed
schedule is delayed; and
q. Assist in finding settlement of obstacles
which may hamper the process for
tendering;
r. Participate in the implementation of
technology and knowledge transfers to
PT Jakarta Propertindo (Perseroda);
(4) Services for Construction Stage
For the service subject of supervising the
contractor’s activities for project
implementation on construction of civil
structure as well as procurement/installation
of system & track, quality assurance also
assisting the PT Jakarta Propertindo
(Perseroda) in preparation of commercial
operation of LRT system, the Consultant
shall perform the following services.
a. Ensuring the implementation of Project
Management comprehensively related

pengoperasian LRT Jakarta;
i. Mengelola dan memimpin untuk
melakukan implementasi BIM pada
Proyek;
j. Mengawas, memantau dan memastikan
kegiatan kontraktor terhadap jaminan
kualitas serta kesesuaian dengan
spesifikasi kontrak, Kriteria Desain dan

(6) Jasa untuk Sertifikasi Proyek (6) Project Certification Service

8. KONDISI TERTENTU
Dalam kasus proyek LRT, pengembangan
LRT ditangguhkan karena suatu alasan
misalnya kondisi kahar, PT Jakarta
Propertindo (Perseroda) memiliki hak untuk
mengakhiri Kontrak, dengan pemberitahuan
56 hari sebelum pemutusan kontrak. Ketika
kontrak berakhir, Konsultan akan
mendapatkan hak-hak mereka hingga
mendapat informasi terbaru dari PT Jakarta
Propertindo (Perseroda).
Selain itu, ketika Konsultan tidak dapat
menunjukan kinerja sesuai yang
disyaratkan dalam dokumen kontrak dan
penyelesaian proyek tidak sesuai dengan
rencana awal tanpa ada penyebab
eksternal proyek maka Konsultan dapat
dikenakan penalty sesuai dengan Undang
Undang Jasa Konstruksi yang berlaku di
Indonesia.

Lampiran dalam KAK ini merupakan satu
bagian yang tidak terpisahkan sebagai hal
yang harus dipenuhi oleh peserta tender

8. CERTAIN CONDITION
In case of LRT project development is
formally cancelled or suspended for
unknown period due to some reason, for
example force majeure, the PT Jakarta
Propertindo (Perseroda) has right to
terminate or suspend the Contract, with 56
days of notice prior contract termination or
suspension. When the contract is
terminated, the Consultant will get their
rights until the latest of the deliverables that
they reported to the PT Jakarta Propertindo
(Perseroda).
In addition, when the Consultant cannot
show the performance as required in the
contract document and the completion of
the project is not in accordance with the
original plan without any external causes for
the project, the Consultant may be
penalized in accordance with the
Construction Services Act applicable in
Indonesia.
