 Apa Itu Sistem Ekonomi
Komando?
Sistem ekonomi komando merupakan sistem dimana pemerintah memiliki kuasa penuh atau dominan terhadap
kegiatan ekonomi negaranya. Sistem ini biasa juga disebut dengan sistem ekonomi terpimpin atau terpusat atau
sosialis. Jadi, faktor produksi dipegang penuh oleh pemerintah, sehingga tidak ada pihak swasta atau perseorangan
yang menguasai barang atau sumber daya tertentu, dengan kata lain mereka akan kehilangan kekuasaannya di
dalam sebuah pasar ekonomi. Kalaupun ada masyarakat yang memegang sektor produksi, tentunya dalam
pengawasan dan batasan oleh pemerintah itu sendiri

Tidak hanya sumber dayanya saja, pemerintah juga memiliki kewenangan penuh untuk mengatur jumlah barang
dan jasa yang ada di dalam sebuah pasar. Pemerintah juga berhak untuk mengatur harga barang, cara untuk
memproduksi sebuah produk dan yang lainnya. Para pelaku ekonomi baik individu maupun swasta akan kehilangan
kekuasaannya di dalam sebuah pasar ekonomi.

Setiap negara memiliki sistem ekonomi yang berbeda. Hal tersebut dipengaruhi oleh banyak hal seperti faktor
budaya, luas wilayah, demografis, jumlah penduduk, dan sistem yang dianut oleh masyarakat. Adapun negara yang
konsisten menggunakan sistem ekonomi komando yaitu Korea Utara, Kuba, Cina, dan Vietnam.

Ekonomi Komando
Karakteristik dari sistem ekonomi Komando ialah sebagai berikut:
1. Kekuasan tertinggi dipegang oleh pihak pemerintah.
2. Pihak swasta tidak mempunyai pengaruh yang besar terhadap pasar ataupun
sumber daya yang ada.
3. Hak individu (perorangan) tidak diakui sebab semua telah diatur oleh pihak
pemerintah.
4. Sumber ekonomi berupa modal, alat produksi, dan tanah merupakan milik
pemerintah. Individu tidak memiliki kebebasan dalam memiliki atau
memproduksi suatu sumber daya.
5. Produk yang diedarkan di beberapa pasar didasarkan atas keinginan pemerintah,
bukan hasil kreasi dari masyarakat. Jadi akan ada kesenjangan dalam memenuhi
kebutuhan. Karena akan produk yang tidak diproduksi namun dibutuhkan oleh
masyarakat.
6. Pihak swasta tidak berhak untuk melakukan aktivitas ekonomi secara bebas.
7. Pemerintah mempunyai tanggung jawab penuh terhadap keputusan aktivitas ekonomi
yang terdiri dari produksi, distribusi, dan konsumsi.
8. Semua warga negara maupun masyarakat ialah karyawan untuk negara.
9. Warga negara tidak dapat menentukan pilihan yang diinginkannya dengan bebas.
10. Masyarakat yang berhubungan dalam aktivitas ekonomi dalam sistem ekonomi ini perlu
untuk mengikuti aturan yang telah ditetapkan pemerintah.
11. Jenis pekerjaan beserta pembagian kerja dipegang langsung oleh pemerintah
12. Kebebasan individu dalam berusaha tidak ada atau tidak diakui.

 Prinsip Sistem Ekonomi Komando
Selain ciri-ciri sistem ekonomi komando yang telah disebutkan pada poin sebelumnya, dapat
dijelaskan juga bahwa dalam sistem ini menggunakan prinsip kekuasaan yang dipegang penuh
oleh pemerintah. Dalam hal ini, pemerintah bertugas untuk mengatur seluruh kebijakan ekonomi
yang ada, mulai dari menentukan barang yang akan diproduksi hingga jumlah yang harus
diproduksi, juga sampai proses produksi hingga penentuan harga. Yang berarti bahwa dominasi
pemerintah dalam sistem perekonomian benar-benar mencakup seluruh aspek yang ada.

Beberapa negara di dunia yang menggunakan prinsip sistem ekonomi terpusat ini antara lain
adalah RRC (Republik Rakyat China), Korea Utara, Kuba dan Vietnam. Namun, seiring dengan
perkembangan zaman, salah satunya RRC mulai sedikit memberi kelonggaran dan tidak
sepenuhnya memegang kekuasaan atas produksi barang atau jasa. Bahkan China mulai ikut
melibatkan pihak swasta dalam pengelolaan faktor produksi.
 Dalam hal ini, prinsip sistem
ekonomi komando sepatutnya dapat
menjadi tonggak dalam
penyelenggaraan sistem
perekonomian yang benar-benar
efektif dan efisien. Dimana meskipun
dalam suatu negara memiliki
kekuasaan yang penuh, pada dasarnya
negara dapat bersikap fleksibel.
Terutama dalam menyikapi
perkembangan IPTEK yang mau tidak
mau akan turut berpengaruh terhadap
dunia industri. Jika pemerintah dan
rakyat tidak bersama-sama bergerak
dalam memajukan sektor ekonomi.
maka hal itu akan menjadi sebuah
tragedi dimana negara tidak akan
mampu bersaing di kancah pasar
global.

1) Menghindari Terjadinya Monopoli Pasar
Dengan semua aktivitas ekonomi dan badan usaha dikuasai
oleh pemerintah, sehingga tidak ada suatu kalangan yang
akan menguasai pasar.
2) Meningkatkan Kekuatan Industri
Pemerintah akan mulai merealisasikan proyek-proyek
besar dengan satu komando presiden sebagai kepala
pemerintahan sekaligus kepala pemusatan di bidang
industri.
3) Kesejahteraan Sosial Menjadi Tujuan
Utama
Dapat menghilangkan kesenjangan sosial
antar masyarakatnya terutama pada
perbedaan pendapatan dari setiap
individu.
4) Menjadikan
Pemerintahan sebagai
Pusat Kendali Semua
Aspek Ekonomi
Pemerintah berfungsi sebagai pusat
pengendali dari aspek ekonomi seperti
aspek produksi bahan pokok, seputar
permintaan, dan keseimbangan harga
pasar.
5) Percepatan Pembangunan Nasional
Pemerintah berfungsi sebagai pemegang kuasa penuh
terhadap pembangunan nasional seperti pembangunan
infrastruktur, pembuatan jalan tol, membangun fasilitas
kesehatan dan fasilitas umum lainnya.
6) Mengatasi Masalah Ekonomi Modern
Pemerintah berperan dalam mengatasi permasalahan
ekonomi modern dengan mengatur proses produksi
sehingga masalah kesulitan tentang produksi apa yang
harus diprioritaskan dapat teratasi dengan baik.

7) Penerapan
Prinsip Ekonomi
Bentuk intervensi
(government intervention)
dan penentuan standar hidup
yang dilakukan pemerintah
merupakan bentuk dari
penerapan prinsip ekonomi.
Pemerintah pada sistem
ekonomi komando dapat menetapkan
apa yang dibutuhkan masyarakatnya.
8) Mengurangi Tingkat
Pengangguran
Dengan sistem ekonomi komando setiap
masyarakat akan diberikan kesempatan
yang sama khususnya pekerjaan dari
pemerintah. Dengan begitu tingkat
pengangguran akan rendah guna untuk
menstabilkan pendapatan nasional dan
perekenomian negara
Penerapan Sistem Ekonomi Komando dalam
Kehidupan Bernegara
Sistem ekonomi komando diterapkan oleh negara-negara yang
menganut ideologi komunis atau sosialis. Sebut saja Korea Utara yang
hingga saat ini masih menganut sistem ekonomi komando, hal ini
diperkuat dengan segala aktivitas perekenomian Korea Utara yang
harus mendapatkan izin dari presiden Kim Jong Un terlebih dahulu.
Negara lain yang menganut sistem ekonomi komando adalah Kuba,
dimana pemerintahannya melakukan perencanaan secara terpusat
sehingga produksi hingga distribusi kebutuhan pokok dikelola oleh
pemerintah yang dipimpin oleh presiden Miguel Mario Diaz yang
menegaskan faham komunisme akan bertahan dan tetap dilanjutkan
guna untuk dapat mempertahankan perekonomian Kuba.
Negara berikutnya adalah Vietnam yang menganut sistem ini
sejak mendapatkan kedaulatan kemerdekaan dari Prancis pada
tahun 1945. Semenjak itu, pemerintah Vietnam mengatur
semua aktivitas ekonomi untuk menjadikannya sebagai
pemerintah tepusat. Barulah pada tahun 1990 terbentuk
partai komunis Vietnam yang menetapkan bahwa
pemerintahan memberikan kesempatan kepada
pihak swasta untuk ikut andil dalam bidang
ekonomi.
