Demokrasi
Demokrasi sesungguhnya memiliki sejarah
panjang sejak bangsa Yunani Kuno yang hidup
pada tahun 500 sebelum Masehi menemukan dua
kata yang teramat populer sepanjang masa, demo
(rakyat) dan kratos (pemerintahan) yang
melahirkan istilah demokrasi.
 
Meski sesungguhnya banyak para sarjana
sepakat tonggak historis gagasan demokrasi dimulai
masa Yunani kuno, yakni masa ditemukannya istilah
tersebut ada baiknya kesemuanya pendapat tersebut
kita coba paparkan dibawah ini, disamping sebagai
pemenuhan upaya perolehan unsur obyektifitas juga
mencerminkan sikap bijak terhadap perbedaan
pendapat yang muncul.
Demokrasi Mesir &
Mesopotamia Kuno
Kajian “archeopolitics” yang ambisius dan
optimistik yang dilakukan oleh sejumlah ahli sejarah
politik, menemukan bahwa nilai-nilai demokrasi
sebetulnya telah tumbuh pada masa Mesir dan
Mesopotamia Kuno.
 
Schemeil juga menulis secara rinci dan
komparatif bahwa nilai-nilai demokrasi Mesir dan
Mesopotamia Kuno sesungguhnya lebih kaya
ketimbang nilai-nilai demokrasi di masa Yunani kuno.
Orang-orang Mesir dan Mesopotamia telah
membentuk banyak dewan kota dan majelis yang jauh
lebih demokratis ketimbang ―polis Yunani. Mereka
telah pula menyadari bahwa esensi ―demokrasi‖
yang sesungguhnya bukanlah terletak pada citizenship
(kewarganegaraan) melainkan pada pentingnya
memobilisasi warga, inilah bentuk partisipasi politik
yang populer di masa selanjutnya.
 Demokrasi Yunani
Kuno (507 SM – 338
SM)
Di masa inilah konsep-konsep demokrasi diakui secara
formal dalam literatur kajian demokrasi disebagai fase awal. Asal
kata demokrasi yang berasal dari bahasa latin, yakni demos,
rakyat dan kratos, pemerintahan, adalah bukti awal bahwasanya
pada masa Yunani sesungguhnya istilah demokrasi dilahirkan.
 
Terlepas dari kritik yang muncul, sesungguhnya harus diakui
bahwa lembaga politik yang dibangun di masa Yunani Kuno telah
menciptakan pondasi bagi perkembangan demokrasi di masa-
masa berikutnya. Lahirnya kesadaran untuk melihat rakyat sebagai
kumpulan individu-individu yang berhak memerintah dirinya
sendiri, bebas dari tirani, pengenalan lembaga-lembaga politik dan
rotasi kepemimpinan dalam sebuah sistem adalah sumbangan
fundamental bagi perkembangan demokrasi.
 
Sayangnya demokrasi Yunani kuno harus lenyap di muka
bumi ketika Yunani ditaklukkan oleh Phillip of Macedon, raja dari
kerajaan Macedonia, dalam pertempuran Chaeronea pada tahun
338 SM. Sejak saat itu praktis hukum Macedonia yang digunakan
di wilayah Yunani.
 Demokrasi Ro-
mawi Kuno
Polybus adalah sejarahwan yang mencatat perkembangan
demokrasi di masa kerajaan Romawi mulaimasa awal
berlangsungnya peperangan Perang Punic pada tahun 264 SM
hingga menyaksikan kehancuran Carthage pada 146 SM.
 
Orang Romawi menamakan sistem mereka suatu republik, yaitu
res yang berarti kejadian atau peristiwa dalam bahasa Latin, dan
publicus yaitu publik. Jadi apabila diterjemahkan secara bebas suatu
republik adalah sesuatu yang menjadi milik rakyat (Wattimena, R. A.
2017:181).

Disinilah letak pujian Polybus terhadap sistem Republik yang

berlangsung di masa Romawi Kuno. Dibanding dengan sistem yang
bersandarkan pada rejim tiran atau oligarki, Republik mampu
mengakomodasi berbagai partisipasi elemen masyarakat dimana the
consuls merupakan wadah bagi golongan monarki, Senat wadah bagi
kaum aristokrasi dan majelis plebs adalah wadah untuk rakyat
kebanyakan. Di kemudian hari konsep pemisahan kekuasan ini
sangat mempengaruhi perkembangan struktur pemerintahan di
banyak negara, yang acap dikenal dengan lembaga eksekutif,
yudikatif dan legislatif.
 Demokrasi Abad
Pertengahan
Kajian terhadap konsep demokrasi pada masa abad
pertengahan diawali oleh kajian - kajian yang lebih dimaknai oleh
pendekatan yang pertama kali muncul yaitu pendekatan klasik-
normatif, yang lebih banyak membicarakan ide-ide dan model- model
demokrasi secara substantif. Pendekatan ini mengikuti garis
pemikiran klasik dari jaman Yunani Kuno, Abad Pertengahan sampai
pada pemikiran sosialisme Karl Marx yang memaknai demokrasi
sebagai sumber wewenang dan tujuan (kerangka preskripsi secara
normatif untuk sistem politik).
 
Tonggak perkembangan demokrasi pada masa ini
sesungguhnya diawali oleh lahirnya Magna Carta (Piagam Besar)
pada 15 Juni 1215. Magna Carta merupakan semacam kontrak
antara beberapa bangsawan dan Raja John dari Inggris dimana untuk
pertama kalinya seorang raja yang berkuasa mengikatkan diri untuk
mengakui dan menjamin beberapa hak dan previleges dari
bawahannya sebagai imbalan untuk penyerahan dana bagi keperluan
perang dan sebagainya.

Demokrasi Abad
Pertengahan
Abad pertengahan,selanjutnya memberikan ruang leluasa bagi
bergulirnya gagasan demokrasi secara terus menerus. Momen
lainnya yang juga dianggap sebagai momen bersejarah adalah ketika
iklim pencerahan lahir dalam masyarakat Eropa pada masa itu,
sehingga abad ini juga dikenal sebagai abad pencerahan (the
enligthment) yang mengawali pemikiran demokrasi dengan
memperkenalkan adanya konsep emansipasi dalam bidang sosial
dan agama yang berlangsung pada awal abad 17.
 
Karya Locke sangat berpengaruh pada pemikiran politik pada
tahun-tahun selanjutnya. Konsepnya tentang pembatasan kekuasaan
dan kontrol yakni tentang tanggung jawab yang melekat terhadap
rakyat dalam menjalankan kekuasaan dan tentang pentingnya hak
atas milik pribadi membuat dirinya menjadi salah satu pelopor bagi
lahirnya demokrasi liberal dewasa ini. Namun begitu ia juga tidak
lepas dari kritik bahwa ia dipandang tidak demokratis.
 Revolusi
Amerika
Momentum revolusi yang berlangsung di Amerika Serikat
pada tahun 1776 merupakan tonggak bersejarah bagi
institusionalisasi gagasan- gagasan demokrasi. Konstitusi Amerika
yang disusun tidak hanya menggambarkan internalisasi nilai-nilai
demokrasi, tetapi juga melambangkan milestone perkembangan
demokrasi dalam tatanan negara modern. Demokrasi tidak hanya
diakui sebagai ideologi tetapi juga disepakati sebagai jalan hidup
bangsa Amerika.
 
Nilai-nilai demokrasi yang diterapkan di Amerika Serikat yang
diyakini telah bertumbuh kembang dan berjalan selama ini, serta
diadopsi oleh negara-negara di dunia yang menganut demokrasi.
(Urofsky, M. I, 1994). Prinsip-prinsip tersebut yakni;

• Hak Masyarakat untuk Tahu
• Melindungi Hak-hak Minoritas
 Demokrasi Masa
Modern
Momentum yang cukup bersejarah untuk menandai betapa
gagasan demokrasi telah menjadi isu bersama bangsa-bangsa di
dunia di masa modern adalah ketika ditetapkannya Declaration of
Human Rights (Deklarasi Hak Asasi Manusia) sedunia pada
Desember 1948. Deklarasi tersebut merupakan ekspresi perlawanan
manusia yang paling mengesankan terhadap tirani dan penindasan
individu. Untuk pertama kalinya dalam sejarah, mayoritas penduduk
dunia yang diwakili oleh 48 negara di PBB menyetujui hak-hak di
mana seluruh manusia berhak atas standar yang tinggi yang menjadi
acuan bagi semua negara.
Setiap orang berhak atas terhadap seluruh hak dan kebebasan
tanpa mempertimbangkan ras, warna, jenis kelamin, bahasa, agama,
paham politik atau yang lainnya, asal bangsa, kekayaan, kelairan
atau status lainnya. Nilai- nilai itulah yang pada akhirnya menjadi
kesadaran bersama untuk dikembangkan dalam kehidupan masing-
masing negara. Nilai-nilai tersebut kian memperkaya perkembangan
gagasan demokrasi dari masa ke masa, sehingga demokrasi menjadi
isu sentral dalam kehidupan bernegara dan berbangsa umat manusia
di masa modern.

Pendefinisian
Umumnya pendefinisan demokrasi diletakkan pada dasar
sebuah pemerintah dari rakyat, bukannya dari para aristokrat,
kaum monarki, birokrat, para ahli ataupun para pemimpin
agama, oleh rakyat dan untuk rakyat.
Tetapi sesungguhnya pendifisian demokrasi lebih beragam,
adapun beberapa variabel kunci yang dapat ditengok secara
komparatif. Variabel-variabel tersebut antara lain :
1. bentuk pemerintahan yang berbahaya
2. komptesisi yang sesungguhnya dalam mengejar kekuasaan
3. mengijinkan partisipasi massa yang bersifat setara
4. memberikan kebebasan sipil dan kebebasan lainnya yang
membatasi kekuasaan negara atas masyarakat
PENDEKATAN
KONSEP
DEMOKRASI
Ada dua pendekatan yang lazim digunakan
untuk mengkaji konsep demokrasi yaitu :

Pendekatan Klasik-Normatif Pendekatan Empiris-Minimalis

Memahami demokrasi sebagai sumber
wewenang dan tujuan atau resep
bagaimana demokrasi itu seharusnya
Lebih menekankan pada sistem politik
yang dibangun atau deskripsi tentang apa
demokrasi itu sekarang. Pendekatan
empiris-minimalis inilah yang kini banyak
digunakan untuk menganalisa fenomena
demokrasi kontemporer.
