Latar Belakang
Suku bunga merupakan salah satu variabel dalam perekonomian yang
senantiasa diamati secara cermat karena dampaknya yang luas. Ia
mempengaruhi secara langsung kehidupan masyarakat keseharian dan
mempunyai dampak penting terhadap kesehatan perekonomian. Biasanya 01
suku bunga diekspresikan sebagai persentase pertahun yang dibebankan atas

uang yang dipinjam. Tingkat bunga pada hakikatnya adalah harga. Seperti
halnya harga, suku bunga menjadi titik pusat dari pasar, dalam hal ini pasar 03
uang dan pasar modal. Sebagaimana harga, suku bunga dapat dipandang

sebagai sebuah mekanisme untuk mengalokasikan sumber daya dan
perekonomian. 05

 Pengertian Dasar Tingkat Suku Bunga
Suku Bunga adalah tanggunggan pada pinjaman uang, yang biasanya
dinyatakan dalam presentase dari uang yang dipinjamkan. Suku bunga
adalah tingkat bunga yang dinyatakan dalam persen, jangka waktu tertentu
(perbulan atau pertahun). Suku Bunga merupakan suatu ukuran harga
sumber daya yang digunakan oleh debitur yang harus dibayarkan kepada
kreditur. Menurut Teori Klasik, teori tingkat suku bunga merupakan teori
permintaan penawaran terhadap tabungan. Teori ini membahas tingkat
suku bunga sebagai suatu faktor pengimbang antara permintaan dan
penawaran dari pada investable fund yang bersumber dari tabungan.

Manfaat Tingkat Suku bunga
Adapun fungsi suku bunga menurut Sunariyah (2006) adalah :
》 Sebagai daya tarik bagi para penabung yang mempunyai dana lebih untuk
diinvestasikan.
》 Suku bunga dapat digunakan sebagai alat moneter dalam rangka
mengendalikan penawaran dan permintaan uang yang beredar dalam suatu
perekonomian. Misalnya, pemerintah mendukung pertumbuhan suatu sektor industri
tertentu apabila perusahaan-perusahaan dari industri tersebut akan meminjam dana.
Maka pemerintah memberi tingkat bunga yang lebih rendah dibandingkan sektor
lain.
》 Pemerintah dapat memanfaatkan suku bunga untuk mengontrol jumlah uang
beredar. Ini berarti, pemerintah dapat mengatur sirkulasi uang dalam suatu
perekonomian.
Teori-Teori Dasar Suku Bunga
1.Teori tingkat bunga klasik

● Menurut teori kaum klasik, bunga adalah harga dari penggunaan loanable funds atau harga
yang terjadi di pasar dana investasi dalam suatu periode tertentu.
● Dalam pasar dana investasi terdapat 2 kelompok:
1. Surplus of fund Yaitu anggota masyarakat yang dalam suatu periode tertentu mempunyai
kelebihan pendapatan dari kebutuhan mereka untuk konsumsi.
2. Lack of fund Yaitu para investor yang dalam periode yang sama memburuhkan dana untuk
investasi lebih dari pendapatannya atau para pengusaha yang ingin memperluas usahannya.
 2.Teori Tingkat Bunga Keynes

● Menurut Keynes, tingkat bunga ditentukan oleh permintaan dan penawaran

uang. Ada tiga motif orang memegang uang yaitu:

● Keynes menekan hubungan labgsung antara tingkat bunga yang harus dibayar 03
dengan unsur permintaan uang untuk tujuan spekulasi.Permintaan uang akan

besar bila tingkat bunga rendah, dan sebaliknya.

Lanjutan Teori Bunga Keynes

• Menurut Keynes, uang juga bisa produktif, hanya saja caranya berbeda dengan pandangan
klasik.
• Apabila ada uang tunai ditangan, orang akan berspekulasi dengan jalan membeli surat-surat
berharga seperti saham atau obligasi di pasar modal.
• Dengan kemungkinan memperloeh keuntungan berupa capital gain atau deviden ( hasil dari
saham) aatau memperoleh bunga (dari obligasi).

Oleh karena ada kemungkinan mendapat keuntungan inilah, apabila uang tersebut dipinjamkan
kepada seseorang, maka orang yang memperoleb pinjaman harus membayar bunga.
